Kultura eta Garapena. Bilakaera eta etorkizuna izeneko lan honek garapenaren barruko alderdietan sakondu nahi du, eta garapena modu global eta integralean ulertzea sustatu nahi du.

Culture and development are two words which have not always gone together, or been worked upon within the same context. In recent years however, we come across new elements, instruments and ideas which place increasing emphasis on this pair of concepts.
This publication Culture and Development. Evolution and Prospects is set within the growing interest in studying the various aspects which form part of development, promoting a global and integral understanding.

Cultura y desarrollo son dos palabras que no siempre han ido unidas, ni se han trabajado en el mismo contexto. Sin embargo, en los últimos años encontramos nuevos elementos, instrumentos e ideas que promueven una cada vez mayor atención hacia esta pareja de conceptos.
La publicación Cultura y desarrollo. Evolución y perspectivas que presentamos en esta ocasión se enmarca en el interés cada vez mayor de profundizar en los diversos aspectos que forman parte del desarrollo, fomentando una comprensión global e integral del mismo.

The paper focuses on the participation of women and the different gender roles in the Candombe, traditional afrodescendants' music and dance from Uruguay, inscribed on the Representative List of the Intangible Cultural Heritage of Humanity in 2009.
This paper was created in the framework of the preparation of the UNESCO report on Gender and Culture (2014), when UNESCO selected a series of contributions from researchers, institutions, cultural networks and NGOs. These resources are currently available on the UNESCO website, as recommended literature for consultation.

В статье содержится обзор основных положений программы «Футбол для школ», которая была анонсирована Международной федерацией футбола (ФИФА) в конце 2018 г. В целях успешной ее реализации было принято решение об учреждении инновационного партнерства между ФИФА, Организацией Объединенных Наций по вопросам образования, науки и культуры (ЮНЕСКО) и Всемирной продовольственной программой Организации Объединенных Наций (ВПП ООН). Чтобы участие российских образовательных учреждений в этой программе стало возможным, необходимо сотрудничество между Министерством просвещения Российской Федерации и Российским футбольным союзом (РФС). Нормативно это следует закрепить в Стратегии развития физической культуры и спорта в Российской Федерации на период до 2030 г.

Since the beginning of the 21st century southern countries have been experiencing a sustained period of development, allowing hundreds of millions of people to get out of poverty and expanding different forms of South-South Cooperation (SSC). As underlined by the 2013 Human Development Report published by the United Nations Development Programme (UNDP), the growing group of Middle-Income Countries (MICs) has benefitted from economic growth, greater trading opportunities, as well as increasingly sophisticated information and communication technologies. Countries such as China, India and Brazil but also Indonesia, Mexico and Turkey are now proof of a multipolar world in which the MICs have an accumulated capital of experiences and solutions on how to promote sustainable human development. The publication at hand is embedded in this dynamic global context and provides a first account of the different ways through which the UN supports Mexico’s South-South Cooperation (SSC). As one of the first joint country-level analyses of UN SSC activities in the Latin American region, it identifies elements to improve both the scale and quality of this multilateral effort.

In  the  past  two  decades,  digital  technologies  have  transformed  the  cultural  scene  profoundly.  New  forms  of  creation,  production,  distribution,  access  and  participation  have revolutionized entire industries, such as book publishing, music  and  film.  Changes  have  brought  both  opportunities  and  challenges  to  the  creative  chain,  in  a  process  that  has  affected both the Global North and South.
It  is  clear  that  for  the  culture  of  Spanish-speaking  countries  the  digital  age  does  not  represent  a  possible  future  but  rather  a  current  reality.  Although  a  great  deal remains to be done to achieve a deep understanding of these processes in both quantitative and qualitative terms, we could  postulate  that  the  digital  cultural  space  composed  of  Spain and Latin America is not something that has to be built from scratch but instead already exists and is developing in a highly dynamic manner.

Au  cours  des  deux  dernières  décennies,  les  technologies  numériques  ont  radicalement  transformé  la  scène  culturelle.  En  effet,  les  nouvelles  formes  de  création,  production,  distribution,  accès et participation ont révolutionné des industries entières telles que l’édition, la musique et le cinéma. Pour la chaîne créative, ces changements  ont  apporté  à  la  fois  des  opportunités  et  des  défis,  dans le cadre d’un processus qui touche tant le Nord que le Sud.
Il  est  clair  que  pour  la  culture  des  pays  hispanophones,  l’ère  du  numérique  ne  représente  pas  un  avenir  possible  mais  bien  la  réalité  d’aujourd’hui.  Bien  qu’il  reste  encore  beaucoup  à  faire  pour  que  ces  processus  soient  mieux  compris  en  termes  qualitatifs  et  quantitatifs,  nous  pouvons  avancer  qu’il  n’est  pas  nécessaire  de  créer  de  toutes  pièces  un  espace  culturel  numérique composé de l’Espagne et de l’Amérique latine dans la mesure  où  cet  espace  existe  déjà  bel  et  bien  et  qu’il  connaît  un  développement extrêmement dynamique.

En  las  últimas  dos  décadas,  las  tecnologías  digitales  han  transformado  de  raíz  la  escena  cultural.  En  efecto,  las  nuevas  formas  de  creación,  producción,  distribución,  acceso  y  participación  han  revolucionado  industrias  enteras,  como  la  edición  de  libros,  la  música  y  el  cine,  en  un  proceso  que  ha  afectado tanto al Norte como al Sur.
Es claro que para la cultura de los países hispanohablantes la era digital no representa un futuro posible, sino que constituye una realidad presente. A pesar de que falta muchísimo por hacer para alcanzar una comprensión profunda de  estos  procesos  tanto  en  términos  cuantitativos  como  cualitativos,  podríamos  postular  que  el  espacio  cultural  digital  conformado por España y América Latina no es algo que deba construirse  desde  cero,  sino  que  ya  existe  y  se  desarrolla  de  manera muy dinámica.
