This paper addresses an important empirical question for spatial economics that has so far attracted little attention in the literature, namely, how patterns of spatial association differ across socio-economic indicators. This issue is examined here with a large socio-economic dataset from the Greek prefectures. We start by identifying spatial patterns of association in the data through an exploratory spatial data

Regional outcomes in Britain have exhibited strong signs of divergence and asymmetries on the basis of a North-South divide fo r over twenty years. This paper examines the nature of these evolutions within a sp atial econometrics framework, integrating the analysis of neoclassical β-convergence with that of spatial dependence. The analysis illuminates the dynamic interdependencies that connect the local economies

La teoria della politica economica indica, attraverso modelli matematici, statistici ed econometrici, gli strumenti per la massimizzazione del benessere sociale nelle sue declinazioni di crescita, basic needs e sviluppo umano o per la minimizzazione del malessere sociale nella lotta alla disoccupazione, all’inflazione, alla maldistribuzione del reddito e della ricchezza e all’instabilità finanziaria.
A questa raccolta di studi hanno partecipato Alberto Franco Pozzolo, Bruno Chiarini, Elisabetta Marzano, Edoardo Marcucci, Valerio Gatta, Ila Stefania Naltese, Francesco Silva, Guido M. Rey, Pasquale Tridico, Giacomo Bracci, Luciano Marcello Milone, Fabio Mazzola, Pietro Pizzuto, Claudio Socci, Rosita Pretaroli, Federica Signorini, Claudio Ferrari, Cosimo Magazzino e Gian Cesare Romagnoli. Essa è divisa in tre parti che si rivolgono: a) alle questioni metodologiche, con riguardo ai limiti, alla sistematica e alle tecniche della politica economica; b) alle istituzioni e alle politiche che hanno guidato l’economia italiana  e il processo di integrazione economica europea e internazionale nel secondo dopoguerra; c)  alle applicazioni della politica economica con riguardo ad alcune sfide antiche, come il dualismo territoriale, e recenti, come la politica monetaria non convenzionale e quelle del debito pubblico e dei trasporti.
Il volume evoca il concetto di frontiera, inteso sia come meta che come  limite attuale, per una disciplina fondamentale, anche se ancora poco presente negli ordinamenti di studio dei paesi anglosassoni.  Essa coniuga le teorie dell’economia politica a quelle della politica economica, entrambe utili per orientare le decisioni di politica, investendo la questione della efficacia o della inefficacia della politica economica per realizzare il sistema economico auspicato dalle istituzioni. Si tratta di individuare limiti, metodi e ruoli specifici della politica economica, da sempre schiacciata tra i modelli teorici e la realizzazione di interventi atti a modificare situazioni economiche ed istituzionali ritenute in contrasto con le esigenze della società civile.  La breve storia della politica economica attiva ha visto formarsi uno iato profondo tra la disciplina intesa in senso tradizionale, che vedeva nel politico il gestore del benessere comune, e la nuova teoria che vede nella economia delle scelte pubbliche un politico interessato soprattutto al benessere di segmenti della società che possono ridursi anche a lui stesso.

The brief history of active economic policies has experienced a deep hiatus between the discipline intended in its traditional sense,  where the policy-maker was the manager of the social welfare, and the actual theory, which sees him as a rent-seeker interested, above all, in the welfare of society segments which may reduce even to himself.

The article deals with the Soviet and post-Soviet historiography of the regional policy of Germany in the years of the Weimar Republic. It is noted that, despite an occasional appeal to this topic and often the overview and fragmentary nature of its research, over the past century, the main problems of regional development and the relations of the imperial center with the lands of 1918-1933 were identified and studied to varying degrees. It is shown that there are significant discrepancies in the historical assessments of the variability of the Sovietization of the regions during the November Revolution, the essence of Weimar federalism and the ways of its transformation, the position of the Reichsrat, the German-Prussian dualism, the character of the Ordnungszelle regime in Bavaria, the significance of imperial execution in Central Germany in 1923 and Prussia 1932, the nature of Rhine nationalism, the content of the policy of land unification. Each of these issues is discussed in the article. The main issue is the relationship of constitutional regulation of federal relations and their practical implementation. It is also concluded that there is practically no continuity between Soviet historians and scientists of the post-Soviet era in the assessments of the regional policy of Weimar Germany. In conclusion, the main gaps in the study of the regions of the Weimar Republic are presented, which can further form promising areas of research.

The focus of the research is to develop recommendations of smart specialization (SS) for Ukrainian policymakers using European approaches. The authors revealed that the main SS projects are presented in such sectors as agri-food, industrial modernization and energy. More than 12 EU countries were the plot for conducted analysis of SS, as a result of which the level of activity of each country was determined. The creation of consortiums, including SMEs, associations, universities and other participants, disclosed the successful way of SS realization. The structure of SME's innovative potential in Ukraine was identified underlining their main characteristic features like types of innovations and innovative activity, differentiation according to enterprise size, their regional distribution. The authors explored lack of innovations on regional and national level and significant territorial disparities, which could be eliminated through policy implementation of regional SS. The existing legislative norms for possibility of SS implementation in Ukraine were analyzed due to correspondence with the EU ones. The analysis provides the opportunity to consider them only as general framework documents without any action plans and sectoral prioritization at all. The weak points of these law documents are emphasized. As a result of research, the authors developed recommendations presented by direct action plan for Ukrainian policymakers, which include such activities as underlining key priorities (especially ICT applicability in every SS project) and their correspondence with the EU ones; eliminating regional imbalances by focusing on innovation development and reorientation of some regions according to SS priorities; respecting regional existing capacities; providing organizational mechanism for cooperation of stakeholders and financial mechanism for SS support through the EU structural funds.

The Russian historiography of the FRG regional policy after the unification of Germany is analyzed. Historical, political, legal, economic, cultural and geographical scientific works devoted to the relationship between the centre and the regions of Germany are considered. It is concluded that most of works are concentrated around the phenomenon of German federalism, inter-budgetary relations and problem of integration of the former lands of the GDR. The author covers discussions on the sustainability and effectiveness of cooperative federalism, problems of inter-budgetary relations, the prospects of a competitive model of federalism as a result of Federal reforms of the 21st century, the impact of regional imbalances on domestic policy, the possibility of unification of the Federal lands and their adaptation to the challenges of European integration. The state of study of the development of individual regions and local government of Germany is presented. Estimates of land elections and their influence on regional policy are given. Despite the recognition of the significant influence of the länder and municipalities on the domestic and foreign policy of the United Germany by many scholars, their position as political actors is usually either given in an overview or appears as an illustrative material to the general pattern. In conclusion, the main gaps in the study of the regional policy of modern Germany are listed, the elimination of which will help to get closer to a holistic view of the political significance of the land and municipal levels of government.

Opolszczyznę charakteryzuje nie tylko niewielki obszar i mała liczba mieszkańców, ale także zróżnicowanie społeczne (w regionie mieszkają mniejszości narodowe) oraz gospodarcze. Ten ostatni element w istotny sposób determinuje okoliczności sprzyjające rozwojowi gospodarczemu województwa. Z uwagi na najniższą w kraju w ciągu ostatnich kilkunastu lat stopę wzrostu gospodarczego, stosunkowo silne wewnątrzregionalne zróżnicowanie poziomu rozwoju gospodarczego oraz wciąż znaczny udział sektora przemysłu w rozwoju gospodarczym regionu przy istnieniu niskiego poziomu innowacyjności gospodarki, szczególnego znaczenia nabiera rozwój inicjatyw klastrowych i samych klastrów jako specyficznej propozycji aktywizacji lokalnych i regionalnych aktorów regionu.

Continuous and in many cases increasing spatial differences in socio-economic development which result from spontaneous regularities and limited effectiveness in managing this process, invariably justify the need for seeking more productive measures taken as part of cohesion policy. Over the last decade, the conception of the place-based cohesion policy has gained in importance. Despite its popularisation in the programming and implementation of development policy, its practical use in intervention measures financed from public means remains a challenge. The work aims to present the author’s own proposition of operational specification of measures which are focused on the strengthening and creation of development factors in the place-based policy approach. The research procedure is composed of three steps. The first one presents the theoretical bases of the place-based policy paradigm and the proposal of their systematisation. The second step involves the systematisation and characteristics of development factors considering their importance in the place-based policy approach. The third and fundamental step in the procedure consists of the author’s proposals of the operational specification of development factors in the practice of the cohesion place-based policy. The entire analysis concludes with results. The article was prepared under the research project of the National Science Centre – OPUS 10 - 2015/19/B/HS5/00012: New regional policy challenges in the formation of socio-economic development factors of less advanced regions. Its arrangements are used in the preparation of an ex-ante model  of regional development factors which constitutes the basis for their rating and an empirical verification of the assumptions adopted in the research on development differences at various spatial levels in the European Union and Poland [Churski et al., 2017; 2018].

Paper develops a Spatial Agglomeration Index (SPAG) of the economic activity for the point geo‐localisations of firms. It includes the effects of location, the distance between firms and the overlapping impact of the firms' size. The SPAG builds a new class of measures of the spatial density of the economic activity inside the region, based on the geometrical representation of firms with circles, without referring to the commonly used Ripley's K function. The SPAG measures the degree of divergence from the benchmark distribution, what detects different spatial distributions as clusters or borderline dispersion. We test SPAG with real point data.
