La declaración por parte de Estados Unidos que reconoce a Jerusalén como la capital de Israel, rompiendo con una política de Estado de más de setenta años, ha generado una creciente y palpable preocupación en el mundo. Atentos a los efectos que ello tendrá sobre los sucesivos esfuerzos de las administraciones norteamericanas para abrir un dialogo en Medio Oriente, el siguiente ensayo se propondrá analizar, brevemente, cuáles podrían ser los posibles desenlaces a este conflicto entre los siguientes actores: Estados Unidos, Irán, Turquía y Arabia Saudita. Para ello, el análisis se basará en el modelo estratégico Chicken Game acuñado por la Teoría de los Juegos que nos permitirá formalizar la situación del conflicto en Medio Oriente entre los actores seleccionados. En este sentido, el artículo estará dividido en cuatro secciones: en la primera se hará referencia a la Teoría de los Juegos y a la adecuación de la misma para el análisis de este caso, a saber, la elección del juego estratégico binario Chicken Game; en la segunda se tratará al conflicto de Jerusalén como problemática en un mundo en donde la indivisibilidad de un territorio resulta un foco de constante conflicto y en donde un actor de liderazgo mundial ha optado por balancear la situación en una determinada dirección; en la tercera se procederá a realizar el análisis empírico de las implicancias del juego con los actores seleccionados y, finalmente, en la cuarta sección, se presentarán las conclusiones y reflexiones finales sobre el trabajo.

El presente texto tiene como objetivo comprender el conflicto palestino-israelí a través de una breve aproximación. Este conflicto que surgió después de la segunda guerra mundial hoy en día persiste. Por un lado, está el Estado de Israel que se creó en 1948 y por el otro, está la nación palestina que ha tenido que enfrentar directamente la instauración y expansión de Israel sobre su territorio. Lo que ha generado una respuesta de la sociedad palestina que se ha materializado principalmente en la creación de organizaciones político-militares. A partir de esto, se busca tener un acercamiento a este conflicto. Se desarrollará brevemente los orígenes del conflicto y los hechos más importantes, así como el surgimiento de las organizaciones palestinas en respuesta al Estado israelí. Por último se esbozará una aproximación al conflicto actualmente.

International law may not be a major consideration in debates about the US killing of Iranian military commander Qassim Soleimani, yet the legality of the assassination could prove to have long-term consequences for whether the rule of law or the law of the jungle dominates a new world order.

Abstract

Any assessment of Soleimani's acts, expenditures, and influence in creating satellite militias across the Middle East over the past decade, especially with his expenditures made possible by the economic boost to the Iranian economy after the Joint Comprehensive Plan of Action (hereafter referred to as the Iran nuclear agreement), will quickly dispel any assertions that recent escalations in tensions with Iran are the result of the U.S. pulling out of that deal. That's Tehran's line, and those who push it become pro-terrorist propagandists. The Iranian nuclear agreement, with the economic boost and cash it brought Iran–along with the Obama administration's weakness toward Iran–fueled the regional instability and terrorism orchestrated by Iran.

Iran will, of course, threaten retaliation, and because they can only fight asymmetrically, Iran will probably mount a violent response, most likely through proxies, against innocent civilians or U.S. diplomatic missions. "Death to America" will once again be the chant du jour. In the end, however, allowing Iran to dictate or constrain our policy and actions by threat of asymmetrical warfare is capitulation to terror.

Courage is required. We must see through those proxy smokescreens and hold Tehran accountable by ensuring that the price for such acts is ultimately too steep a price to pay even for a theocracy exhorting martyrdom. Cost versus benefit calculus must be made to apply to both sides.

Questions about presidential notifications to Congress are inherently contextual, and the requirements surrounding notifications to Congress rely on several factors, the first being whether an action is a Title 50 covert action that requires prior congressional notification...However, even if one determines that the U.S. structured the airstrikes on Soleimani to allow potential deniability if things went wrong (thus making the operation potentially classifiable as a covert operation), many exceptions exist to the Title 50 notification requirements.  "Traditional military activities" are exempt and, as defined under 50 U.S.C. 3093(e)(2), provide an exception that would apply in the killing of Soleimani.  This was an attack by U.S. military forces in a defined theater of operations (Iraq) against an Iranian military commander of a group designated an enemy and/or terrorist group. As the strike was conducted by U.S. armed forces under U.S. military command, the airstrikes count as traditional military activities. That makes the killing Title 10 action, not a Title 50 action. In the fourth chapter, based on the findings in the previous chapter, Iran’s use of the IRGC in attaining foreign policy goals will be analyzed through two cases: First, relations with the Lebanese Hezbollah and, second, Shiite groups in post-2003 occupied Iraq. In both cases, Iran’s relations with the Shiite groups dates to the early days of the Revolution. Indeed, personal relations between the Iranian revolutionaries and the leaders of these Shiite movements are rooted in the pre-revolutionary era. But, these relations were institutionalized after the Revolution. Following Israel’s 1982 invasion, Iran deployed its first contingent to Lebanon. The IRGC’s activities in Lebanon were Iran’s first and most successful extraterritorial engagement. All forms of Iranian support have been essential to Hezbollah’s long-standing success. In turn, Hezbollah served Iran in several ways. Lebanese Hezbollah became a laboratory for the IRGC’s future foreign engagements particularly in post-2003 occupied Iraq and the 2011 Syria civil war. During the Iran–Iraq war, Iran and Iraqi Shiite groups actively fought against Saddam’s Baathist regime. This cooperation was a part of the war, and an alliance against a common enemy. In post-2003 occupied Iraq, however, despite the fact that Iran was not a part of the conflict, as was not the case in Lebanon, it used the IRGC to shape Iraq’s internal politics for its own interests. Both cases have common characteristics in terms of the strategies followed and the desired outcomes. Although the covert nature of these activities is an important obstacle to research, the IRGC’s relations with Hezbollah and its activities in Iraq are relatively well-documented. Thus, both cases are very valuable for observing Iran’s motivations, and the level and characteristics of the IRGC involvement in these engagements. In this context, after some background about the post-revolution military and the IRGC’s establishment, structure, and responsibilities, this chapter covers two case studies; the IRGC’s relations with Lebanese Hezbollah and Shiite groups in post-2003 occupied Iraq.

La construcción del enemigo...​ Cronología detallada.-Nada es verdad, todo está permitido. Hassan I Sabbah Al inicio de las tres últimas décadas EU sistemáticamente ha atentado contra el mundo árabe de una manera que hace parecer que ellos son las víctimas, por ejemplo: el 9-11, la guerra en Irak, los ataques del ISIS en Siria y el levante, entre otros. Todos estos eventos han servido a EU para ocupar territorios ricos en recursos naturales, por ejemplo el petróleo como en los casos de Siria e Irak. Sin contar sus constantes ataques a los gobiernos de Venezuela y Bolivia ricos en este recurso de igual manera. Pero este es otro asunto que no abordaré ahora mismo. A continuación presento una breve cronología detallada que aunque tiene algunos huecos espero sirva de guia sobre el actual conflicto Occidente vs Oriente que de actual no tiene nada.
