Abstract
In this paper, it is attempted to understand how culture and corruption interact and intertwine to create an enigma for any person who is unfamiliar with a certain culture, even if this person is a local sometimes.
The essay tackles the definition of culture and its relation with corruption. Also, it discusses the language of corruption and how it differs from a country to another. Moreover, the essay highlighted on the perception of corruption from the elitist and popular perspectives.
The paper concludes that culture is important in understanding and fighting corruption but it can’t be the only component in such a tough battle.

Die vorliegende Studie fragt nach dem Selbstverständnis der gallo-römischen Oberschicht in der zweiten Hälfte des 5. bis zum Ende des 6. Jahrhunderts. In dieser Zeit der Neuordnung Galliens zwischen Imperium Romanum und der Bildung der Reiche der Visigoten, Burgunder und Franken gingen alte Gewissheiten verloren und neue entstanden, die Verfügungsmacht über materielle und immaterielle Ressourcen wechselte, Vorstellungen und Wahrnehmungsmuster änderten sich. Diese Dynamik spiegelt sich auch in der Veränderung des kulturellen, sozialen und politischen Wissens über die eigene gesellschaftliche Gruppe wider. Die römische Oberschicht Galliens erscheint trotz der Umwälzungen jedoch keineswegs rückwärtsgewandt oder konservativ. Vielmehr zeigten sich schon die epistolographischen Übergangsrömer des 5. Jahrhunderts pragmatisch in Bezug auf ihr Selbstverständnis, das im Verlauf der Untersuchungszeit hybride Formen annahm und schließlich lediglich latent weiterexistierte. Bei diesem Prozess wurde die romanitas von der Oberschicht zunehmend nicht mehr als ethnisch konnotiert wahrgenommen oder im historischen Diskursraum auf diese Weise dargestellt.

Whereas, in Albania, but not only, there is another moral norm applied by the elites, which refers to the idea that form (appearance) should justify the deficiencies of content (system essence) expressed by moral and social norms (equality, justice and freedom). In fact, these values should be the basis on which the vision of the political and economic elites should be unified, emphasizing the rule of law and consolidating economic power not only based on the interests of the elite for themselves.

O artigo realiza uma análise do "racismo de classe", seguindo a formulação proposta por Jessé Souza, produzido pelas "elites brasileiras" nas suas representações acerca dos fenômenos dos pobres e da pobreza. Na primeira parte, procedemos a uma fundamentação sociológica da noção de racismo de classe, com base nos trabalhos de Pierre Bourdieu e Norbert Elias. Na segunda parte, analisamos o racismo de classe à brasileira, isto é, as particularidades assumidas pelo racismo de classe no Brasil. Sustenta-se que o racismo de classe constitui-se como uma reação das elites à ascensão a certas esferas de consumo por parte de segmentos mais pobres da população brasileira, notadamente os batalhadores. Na terceira parte, analisamos propriamente algumas manifestações do racismo de classe veiculadas na mídia-seja por jornalistas, ou manifestações anônimas produzidas diretamente por membros das elites. Demonstra-se que o racismo de classe opera uma associação entre a pobreza e a vagabundagem, a falta de inteligência e a ausência de modos de conduta distintos e civilizados. Por fim, propomos o conceito de "pobreza arcana", compreendido como o fenômeno de exaltação dos signos da pobreza e de ocultamento das suas origens, defendendo a necessidade de uma análise relacional para o fenômeno da pobreza-riqueza.

Elitat i shërbejnë interesave të veta Elitat i shërbejnë interesave të veta Elita politike ka një dallim nga elitat e tjera të vendit pasi ka mungesa të përvojës dhe lidhjes me mënyrën e jetesës dhe ekonominë shqiptare. Pjestarët e saj në përvojën e tyre kanë si të vetmin profesion qeverisjen e vendit me çdo mënyrë dhe formë. Bazuar te kjo mendësi ata tentojnë që të mos zhvillojnë njohuri specifike për asnjë sektor të ekonomisë, shoqërisë apo të kuptojnë më thellë mënyrën e jetesës jashtë zonave ku banojnë. Kjo mendësi e elitës politike, që forcohet vit pas viti ka zgjeruar tashmë edhe hendekun mes tyre dhe njerëzve duke mos ruajtur lidhje direkte me ta. Është kjo situatë e re e krijuar midis elitës politike dhe njerëzve, që po instalon në komunikimin mes palëve standarte të dyfishta. Nga njëra anë, kur pjestarët e politikës flasin në publik mes njeri-tjetrit janë bërë pak të kuptueshëm për njerëzit. Ky komunikim është mjaft i vështirë për tu përthithur nga njerëzit dhe për tu perceptuar prej tyre, si përcjellës i nevojave dhe kërkesave të tyre dhe ekonomisë. Nga ana tjetër, komunikimi direkt mes pjestarëve të elitës politike është jashtë vëmendjes së publikut dhe marrëveshjet që ata realizojnë mes tyre i jepen njerëzve ndërmjet medias, si formulë e gatshme, e cila nuk ka nevojë të kalojë procesin e transparencës. Modeli i dytë i komunikimit është mbizotërues vitet e fundit në jetën sociale dhe ekonomike shqiptare. Është e kuptueshme që ky sistem komunikimi dhe transparence reflekton lidhjet që kanë krijuar rrënjë midis elitës politike dhe asaj ekonomike, pasi interesat vetjake të elitës politike janë lidhjet me elitën ekonomike. Pjestarët e elitës ekonomike shqiptare, që kanë krijuar pushtetin e tyre përgjatë dy dekadave të fundit janë duke tentuar drejt pushtetit politike me pjesëmarrje direkte në parlament, në kabinetet e politikanëve, si dhe të drejtuesve të niveleve të ndryshme të qeverisë,. Nga një llogaritje e thjeshtë, afër 1/3 e kabineteve të politikës dhe qeverisë janë të zotëruara nga përfaqësuesit e elitës ekonomike, pavarësisht krahut politik. Natyrisht, që përtej kësaj simbioze të elitës politike me atë ekonomike ka edhe një elitë në rritje të brezit të ri të të arsimuarve që po tentojnë të jenë një elitë e motivuar nga aftësia teknike, por që ende nuk kanë krijuar pushtet. Është një diskutim mjaft i nxehtë mes njerëzve, që kritikat t'ja adresojnë dy elitave që mbizotërojnë aktualisht në Shqipëri.

Dolgozatomban az 1711 és 1799 között magyar báróvá és gróffá emelt személyekkel foglalkoztam kizárva azokat, akik már származásuk szerint főnemesek voltak, azonban a vizsgált időszakban további rangemelést nyertek. A 18. századi világi elit kutatása iránt az érdeklődésemet alapvetően az keltette fel, hogy a vizsgált korszakkal kapcsolatban több helyen mind a kortársaktól, mind pedig a későbbi korok kutatóitól azt olvashatjuk, hogy a század végére a magyar főnemesség „felhígult”.
Összességében elmondható, hogy a 18. századi világi elit „felhígulására” vonatkozó elképzeléseket sikerült árnyalnom kutatási eredményeimmel. Megállapítást nyert, hogy a korábban feltételezettnél kevesebb személy juthatott be a magyar főnemesség soraiba, illetve láthatóvá vált az is, hogy a sikeres címadományhoz összetett feltételrendszernek kellett megfelelni, amely kiterjedt az udvarnak végzett szolgálatok mellett (vagy azok helyett) a felmenők és rokonok érdemeire, a vagyoni helyzetre, a házastársak társadalmi helyzetére vagy éppen a felekezeti hovatartozásra is.

The term “super rich” started gaining popularity in English literature from the late-1960s; however, there is still no conclusive agreement about who constitutes the super rich. Generally, the super rich are characterized by their wealth, their elite social status, and their transnational mobility as they circulate through key urban centers. Consequently, the super rich have become an empirical focus through which scholars think through issues such as wealth, inequality, elite status, and urban social implications. This article outlines the ways in which social scientists and geographers have engaged with the topic of “the super rich” in recent years. It begins by reviewing how “the super rich” has become a category for social analysis. The core of the article discusses five strands of social science and geographical engagements with the super rich: the super rich as an elite class; the super rich and inequality; the super rich and the city; the servicing of the super rich; and the super rich and illegalities. Finally, the article ends by highlighting emerging strands that could contribute toward a more nuanced and in-depth understanding of the super rich.

Teilweise vom Alltagsverständnis abweichend, bezeichnet »Elite« in den Sozial- wissenschaften eine Gruppe von Personen, die Machtpositionen mit hohem Ansehen einnehmen und Entscheidungen von gesamtgesellschaftlicher Rele- vanz treffen können. Diese zwei Kerncharakteristika heben die Eliten von der Restbevölkerung ab. Die Abgrenzung zu dem ähnlichen Konzept der ›herr- schenden Klasse‹ ist insofern gegeben, als die Autorität der Eliten als begrenzt und kurzlebig gesehen wird und zudem der Zugang zu den Eliten überwiegend als offen angenommen wird. Inwiefern diese Annahmen tatsächlich zutreffen, ist stets empirisch zu eruieren.
Eliten sind in unterschiedlichen Gesellschaftsbereichen auszumachen, wobei in den seltensten Fällen der Elite eines einzigen Gesellschaftsbereichs (z.B. dem Militär) das sich über alle Bereiche erstreckende Machtmonopol zukommt. Auch die Zielsetzungen einzelner Eliten variieren: in der Wissenschaft geht es etwa um Erweiterung von Erkenntnissen, in der Wirtschaft um Gewinnmaxi- mierung und in der Politik um erfolgreiche Ausübung übertragener Macht. Die aktuelle Elitensoziologie beschäftigt sich u.a. mit der Geldmacht der Superrei- chen, dem Wandel gesellschaftlicher Machtzentren, den Querverbindungen zwischen den einzelnen Eliten und der Herausbildung einer globalen Elite.

A partir da utilização do método biográfico, este estudo teve por objetivo analisar a origem social, a trajetória, as estratégias de ascensão, os recursos sociais herdados ou adquiridos e os respectivos princípios de legitimação de Luiz Simões Lopes, um dos homens de confiança de Getúlio Vargas incumbido de dirigir o Departamento Administrativo do Serviço Público (Dasp) durante o período do Estado Novo. Seguindo a hipótese que afirma acerca da condição periférica da sociedade brasileira e, consequentemente, da inexistência de estruturas sociais em que o título profissional seja o principal critério de hierarquização de uma sociedade humana, propôs-se aqui explicitar e analisar os condicionantes sociais que levaram Luiz Simões Lopes à condição e ao reconhecimento enquanto elite dirigente responsável pela importação de modelos e princípios da administração científica norte-americana. Assim concluiu-se que, em função das bases de dominação pessoal já existentes, os novos recursos racional-formais importados foram redefinidos nas lutas políticas pelo controle do Estado brasileiro.
