บทความนี้มีวัตถุประสงค์เพื่อนำเสนอผลการวิจัยเรื่อง “การสังเคราะห์งานวิจัยในหลักสูตรศึกษาศาสตรมหาบัณฑิต สาขาวิชาการศึกษา วิชาเอกการศึกษาเพื่อการพัฒนา คณะศึกษาศาสตร์ มหาวิทยาลัยเชียงใหม่” จำนวน 22 เรื่อง ในช่วงปี 2558-2561 การวิจัยใช้ระเบียบวิจัยเชิงคุณภาพและใช้แนวคิดหลัก คือ การสังเคราะห์งานวิจัยและการศึกษาเพื่อการพัฒนา (Development Education: DE) การวิจัยมีข้อค้นพบหลัก ได้แก่ 1. งานวิจัยทั้งหมดมีแนวโน้มเป็นการวิจัยเชิงคุณภาพ มีวัตถุประสงค์เพื่อศึกษากระบวนการ/การถอดบทเรียน มุ่งเน้นในประเด็นทางสังคมและวัฒนธรรม ดำเนินการในภาคเหนือโดยเฉพาะจังหวัดเชียงใหม่ มีพื้นที่วิจัยในโรงเรียน และมุ่งศึกษากับนักเรียน นักศึกษามากที่สุด 2. วัตถุประสงค์หลักของงานวิจัยทั้งหมดสามารถแบ่งออกได้เป็นสามกลุ่ม ได้แก่ เพื่อศึกษากระบวนการ/การถอดบทเรียน เพื่อออกแบบแผนการเรียน/แผนกิจกรรมและหาผลสัมฤทธิ์ และเพื่อสำรวจประเด็นทางสังคม 3. การสังเคราะห์ได้สะท้อนประเด็นปัญหาด้านการพัฒนาและการศึกษาหลายระดับของประเทศไทยในบริบทประเทศกำลังพัฒนา โดยเฉพาะในภาคเหนือซึ่งเป็นชายขอบของการพัฒนา นอกจากนี้ยังสะท้อนการใช้แนวคิด DE หลายระดับ ตั้งแต่ความหมายในยุคหลังสงครามโลกครั้งที่สองมาจนถึงยุคปัจจุบัน แม้จะมีข้อเสนอให้ DE ยุคนี้มุ่งเน้นแนวคิดเชิงวิพากษ์มากขึ้นทั้งในประเทศไทยและในระดับนานาชาติก็ตาม ซึ่งการวิจัยเพื่อสร้างองค์ความรู้ด้าน DE ที่สอดคล้องกับบริบทของประเทศและความเคลื่อนไหวในระดับนานาชาติจึงจำเป็นต้องได้รับการพิจารณาต่อไป

งานเขียนนี้แสดงให้เห็นว่ามีการให้ความหมายของ DE หรือ การศึกษาเพื่อการพัฒนาไว้อย่างหลากหลาย แต่กระนั้นก็ทำให้เห็นภาพของการได้รับอิทธิพลทางความคิดระหว่างกันของซีกโลกเหนือและซีกโลกใต้ที่ทำให้ DE พอจะมี จุดเน้นสำคัญร่วมกันด้วย ในประเทศไทยความหมายของ DE สามารถแบ่งออกได้เป็นสามยุค ดังที่ นพพร จันทรนำชู ได้ เสนอไว้ เมื่อมาถึงยุคที่สามหรือยุคร่วมสมัยซึ่งเริ่มต้นตั้งแต่ปี 2530 ความหมายของ DE ในประเทศไทยมีความสอดคล้องกับ บริบทนานาชาติ เรียกว่ายุคศาสตร์แห่งการสร้างความรู้ใหม่ โดยมีความหมายครอบคลุมการตอบโต้ทางการศึกษาต่อประเด็นการพัฒนา สิทธิมนุษยชน ความยุติธรรม และการเป็นพลเมืองโลก นอกจากนี้คือการมุ่งนำเสนอมุมมองเชิงซ้อน ด้านการพัฒนาในระดับสากลและสิทธิมนุษยชนในพื้นที่ทางการศึกษา การส่งเสริมเสียงและมุมมองของผู้คนที่ถูกเบียดขับ จากการมีส่วนแบ่งอย่างยุติธรรมในผลประโยชน์จากการพัฒนามนุษย์ในระดับสากล นอกจากนี้ยังเป็นกระบวนการทาง การศึกษาตลอดชีวิต และกระบวนการเรียนรู้เชิงรุก (active learning process) ซึ่งมุ่งหวังให้เกิดความตระหนักและความ เข้าใจที่มากขึ้นต่อการเปลี่ยนแปลงที่เกิดขึ้นอย่างรวดเร็ว โดยทำการท้าทายกระบวนการสร้างภาพเหมารวม และส่งเสริม การคิดที่เป็นอิสระ มีวิจารณญาณว่าความ อยุติธรรมที่เกิดขึ้นในระดับโลกเกี่ยวโยงกับชีวิตประจำวันของเราได้อย่างไร ในที่นี้จะเห็นได้ว่ามีการเน้นย้ำบทบาทของ DE ในการเป็นแนวทางเพื่อค้นหาสาเหตุหรือต้นตอของความไม่เท่าเทียมที่เกิดขึ้น บนโลกใบนี้รวมถึงแนวทางแก้ไข และไม่ได้พูดถึงเฉพาะประเทศที่กำลังพัฒนาเท่านั้น แต่หมายถึงความสัมพันธ์ในระดับโลก และการขับเคลื่อนสู่ปฏิบัติการเพื่อสร้างโลกที่ยุติธรรมและเท่าเทียมมากขึ้น แนวคิด DE เช่นนี้ได้รับอิทธิพลจากนักทฤษฎีและนักขับเคลื่อนที่สำคัญทั่วโลก นอกจากนี้ยังรวมถึงนักคิดจากซีก โลกใต้ซึ่งแฝงอุดมการณ์ของการปลดปล่อย (liberation) เช่น จาก Paulo Freire (บราซิล) Ajay Kumar (อินเดีย) และ Catherine Odora Hoppers (แอฟริกาใต้) อย่างไรก็ตามหากพิจารณาในบริบทของประเทศไทยปัจจุบันซึ่งยังคงอยู่ในยุคของการเป็นประเทศกำลังพัฒนา (developing country) DE ของไทย (ผ่านงานวิจัยต่าง ๆ) จึงยังปรากฏจุดเน้นที่มีลักษณะผสมผสานตั้งแต่ยุคที่หนึ่งถึงยุคที่สามมากกว่า (ซึ่งแตกต่างจากบริบทในระดับนานาชาติดังที่ได้กล่าวไว้) หากแต่ใน อนาคตควรมีการขยายขอบเขตการวิจัยทั้งภาคทฤษฎีและภาคปฏิบัติการทางสังคม เพื่อให้ DE เป็นส่วนหนึ่งของการพัฒนาคนและสร้างการเปลี่ยนแปลง นอกจากนี้เพื่อแสวงหาแนวทางในการสร้างองค์ความรู้และวิธีการเรียนรู้ตามแนวคิดนี้ที่เหมาะสมกับบริบทของสังคมไทย

This chapter is a theoretical exposition into the connection between social change and the political subject via transformative education, and a critique of the current paradigm for development being marshalled in the World Development Report for 2015 Mind Society Behaviour. WDR calls for a redesign of development policy at a time when it has come under sustained critique from a variety of quarters and at face value appears to be a departure from the economistic paradigm of human behaviour –Rational Choice Theory - which has dominated political science and development economics.  The chapter points out the significance of framing the WDR as a departure from RCT because it deploys some of the assumptions about the political power of discourse and ideas utilised by both critical social sciences and its activist counterparts in various social movements and adjectival educations. The chapter demonstrates that in fact no such departure has taken place and makes a vital distinction between the kinds of transformative developmental and educational interventions proposed by the report which aims for subjective transformation toward a specific end, and the aim of transformative education to produce critically thinking political subjects which has implications for the social order which are more open ended.

Since the 1990s, governments of the Organisation for Economic Co-operation and Development (OECD) have begun to promote their foreign aid politics domestically via global education. This policy remit has its origins in civil society and has been combined with a stated aim on the part of governments to prepare populations for globalisation, but also to convince populations of the need for increased aid spending in the context of various challenges, including calls for aid effectiveness, large-scale protest by the metropolitan left and rising parochialisms that diminish cosmopolitan world views. In the context of the apparent spontaneity of political mobilisation globally, this article seeks to qualify the optimism of the political sociology and social movements literature on the network society by comparing two OECD government remits for global/development education in the UK and Australia, which are attempts to manage or socially engineer civic activism and engagement. The problem which this article addresses is that, on the face of it, state funding of ‘global education’ appears to be a success of the activism of educators combined with the networked advocacy efforts of development non-governmental organisations, except that it has occurred in tension with international drivers to use education to further global economic competitiveness and governments’ desire to promote their own foreign aid spending in a climate of falling legitimacy. This phenom-enon of state funding for global education might be considered an elaboration of network politics, but this article argues that it must equally be read, via Gramsci, as a hegemonic contest in the struggle for subject production appropriate to the global knowledge economy.

This book addresses the administrative accountability subject. This subject is discussed at a time to keep up with the efforts exerted to develop education, particularly after the launch of the Kingdom’s 2030 vision. The contemporary International Scene is full with numerous co-operations, understandings, undertakings and agreements of various forms of integration which are regional, continental and global both in nature and dimension. All these integrations are essentially geared towards the elimination of ignorance and poverty Such undertakings therefore revolves round almost all facets of human activities, military scientific, educational, cultural, health and a lot of others related activities. This interdependent complexity has unavoidably made the numerous "development roles of these fortified multilateral agencies inevitable especially to the developing Countries. Nigeria as developing country faces both the new challenges of supporting knowledge-driven development and the old challenge of promoting quality, efficiency, and equity at all levels of her educational system. Giving these massive challenges and the obvious limitation facing the government in the revitalization of the system, with the consequence of eroding educational quality, it will therefore not be out of place for these multilateral organization such as the World Bank to lend their supporting hands to salvage the nations failing educational system. The issue of multilateral assistance to educational development must go beyond lip service and international politics to a real and pragmatic support that will bring about sustained quality improvement in the Nigerian educational system. The International donors must pay serious attention to the provision of both financial and other forms of support to the Nigerian Educational System in order for the sector to compete with the ever dynamic global challenges. The educational sector as an important pivotal of economic growth and development, need a wholesale support from all and sundry. Since the ability and role of Government is constrained in most developing countries, multilateral agencies must relax stringent conditions to aid the educational development programmes of these countries.

My positionality and situatedness is that of a scholar-activist, interested both in the generation/production of knowledge, and the application of knowledge, especially towards social justice and equality. I also write from a de-colonial perspective in challenging ways of knowing and ways of being; to generate what has been called "epistemologies of the South" (Sousa Santos, 2014). In using Global Youth Work (GYW) as a pedagogic approach and conceptual framework, I will illustrate how participatory spaces for the deconstruction and reconstruction of ways of knowing and being, can be generated; how the classroom can be taken into the real world and how the real world can be brought into the classroom. Using a range of places and spaces, spanning the classroom, real-life situations, within communities, and across the streets and museums, I will share how participatory learning methodologies are constantly employed to generate curiosity, maintain curriculum currency and make learning transformative. Drawing on my writing, teaching, practice and research over the last twenty years, across a number of countries and continents, I will position participatory approaches and methodologies of learning as disruptive and a panacea to aspire to, as learning and teaching then becomes deeper, rather than surface; and transformative (Freire, 1972) instead of "banking".

Das Medium Internet unterscheidet sich von anderen Medien im schulischen Bildungsbereich, wie Lehr- und Aufgabenbücher, Videos etc. dadurch, dass es eine enorme Dynamik des Informationsflusses bei gleichzeitig eingeschränkten institutionellen Kontrollmöglichkeiten aufweist. Wenn Lehrmaterialien und Informationen zunehmend aus dem Internet bezogen werden, anstatt über staatlich geprüfte und legitimierte Wissensressourcen, hat dies grundlegenden Einfluss auf die Fähigkeit des Nationalstaates, Bildung, im Foucaultschen Sinne, zu kontrollieren. Gleichzeitig eröffnet diese Entwicklung pluralistischen Akteuren Möglichkeiten, ihren je spezifischen Interessen Geltung zu verschaffen. In diesem Beitrag wird zunächst skizziert, welche Phänomene die Transformation des Bildungssektors durch Informations- und Kommunikationstechnologien allgemein charakterisieren. Dieser Zusammenhang wird anschließend mit Verweis auf aktuelle Fallstudien aus dem postkolonialen Kontext anhand der vorgeschlagenen Diskursstränge Technikdeterminismus, autonome Wissensgesellschaft und Modernisierung beleuchtet. Dabei soll aufgezeigt werden, auf welche Weise der Diskurs um Informations- und Kommunikationstechnologien im Bildungswesen in ein globales Entwicklungsnarrativ einbettet ist und zum Erhalt eines tradierten Wissen-Macht-Nexus im Verhältnis zwischen dem Globalen Norden und dem Globalen Süden beitragen kann.

Using social cartography as its principal methodological lens, this report presents and engages with a multitude of GCE-related topics, including different understanding of the concept, competing academic and practical trajectories in the field, as well as current opportunities for collaboration within and beyond the relevant sectors. The publication also maps GCE-related or GCE-inspired initiatives, projects and partnerships, and offers key findings from a comparative study of these cases. The report was commissioned by the Bridge 47 project, a consortium of 15 European and global NGO networks, led by the Finnish NGDO platform FINGO, and funded by the European Union.

Purpose – With roots dating back to the early twentieth century, integrated rural development (IRD) is a term that became commonplace in international development circles in the 1960s and afterwards. Based largely on a dual concept of helping to meet basic needs and improve the overall quality of life of poor people from rural and remote regions within national contexts, IRD initiatives have undergone a series of shifts in emphases, approaches and funding schemes. The purpose of this paper is to document the historical background and development of IRD initiatives over time.

Design/methodology/approach – The research design for this study included a series of mixed data collection methods, including case study examples of best practices, interviews and a thorough review of the formal literature, as well as an in-depth examination of alternative and multi-media literature (e.g. project reports, policy reports, government reports, working papers, newspaper articles, internet publications, etc.).

Findings – The findings of this paper are divided into the following sections. First, key terms of IRD are defined. Next, the background and overview of IRD is introduced including addressing how IRD is viewed as an approach to development, its historical evolution over time, some major IRD initiatives and the major development organizations engaged in promoting IRD. Third, an examination of several IRD models is introduced based on recommended methodologies, noting the sequencing of interventions important to successful IRD initiatives, select examples of IRD initiatives built on public-private partnerships, and the positive and negative outcomes and impacts from select IRD approaches.

Originality/value – The final section focuses on conclusions and seven key recommendations (or ingredients) outlined by the author as essential for implementing successful IRD initiatives: first, create an enabling environment that is conducive and supportive of IRD; second, establish a National Policy Framework for Integrated Development, which includes IRD; third, establish supportive policies and a legal framework that is based on the National Policy Framework; fourth, include two or more sectoral approaches in the initiative (e.g. agriculture, education, health, employment, infrastructure and industry, environment, etc.); fifth, garner participation and commitment from all stakeholders during each of the planning, implementation and evaluation stages; sixth, secure initial seed capital and funding and afterwards sustained funding streams; and seventh, conduct continual monitoring and evaluation throughout the lifespan of the entire initiative with specific adherence to the four key principles of good governance: coordination, information flow, transparency and accountability. Replete with critics and supporters, integrated rural development (IRD) remains an important approach to development in many contexts. As implied by its name, IRD highlights the inherent synergistic and symbiotic potential of this integrated approach. No single paper has examined the global historical evolution of IRD. This paper helps fill this void by providing a framework to position IRD within the broader development context. The paper also provides a background and overview of global IRD, complete with specific examples of implementation methodologies. Finally, the conclusion outlines key characteristics that are essential for successful and sustained IRD implementation initiatives. IRD is an approach that focuses on rural and remote regions of a country, province, state, territory, district or other geographic location. The term IRD is well known within international development circles and is an approach often taught to graduate students, development workers, government planners, practitioners and staff members of international donor agencies who are involved with international development in one way or another.

Germany has only recently started to discuss the possible contribution, on a conceptual basis, of post-colonial theory to development education. Drawing on key policy papers, this article explores how post-colonial and antiracist critiques of German development education have changed the field in the past decade. It first provides the history of development education in Germany and sketches the recent, decade-long debate on post-colonial perspectives in the field. The article then puts forward how development education policy deals with the topics of development, colonialism and demographics. While colonial legacies had been a topic for debate in earlier times, a decidedly post-colonial critique only entered the field about a decade ago and continues to serve as a point of tension.

This paper presents ethnographic data from a third sector organisation in 2009, as it set up a development education programme to enhance its standard gap year volunteering experience. Beginning with returned British volunteers, the organisation aims to 'cascade' more elements of development education into their work so that the principles of international development are embedded into its organisational mission. The stated aim of the programme is to create a community of active global citizens by building on volunteers' experience of working on development projects, improving their knowledge of international development goals and teaching them campaigning techniques to enable them to design their own 'actions' to promote international development. The paper analyses the approaches of the programme, exploring the constraints and competing interests invested in the scheme by different actors and how these impact on the type of 'global citizens' that are crafted through this programme. By reflecting on how development issues are presented and taught to the volunteers, the paper explores what notion of global citizenship emerges in the organisation. As the programme is funded by the UK government, the auditing requirements are quantitatively focused. This concern with numbers shapes, unintentionally, the possibilities for what the programme can be. Due to these limits, the practices of citizenship that emerge from the programme result in individualised actions. These global citizens take on individual responsibility for social problems and global issues and seek to change their own behaviours, rather than reflecting on or tackling political, economic and structural causes collectively. In consequence, the programme represents another form of individual responsibilisation that has become common in the neoliberal political economy. This is at odds with the stated ethos and mission of the organisation, but symptomatic of the co-option of much of the third sector into neoliberal goals and aims.
