Critical Urban Planning Theory

Revisiting the relation between planning and entrepreneurship is a needed focus in planning education, yet not an unambiguous task to address. The 11th Conference of AESOP Young Academics Network followed the theme “Planning and Entrepreneurship”. It was hosted by the Chair of Urban Development at Technische Universität München in Germany. In April 2017, it brought together over 50 participants from 17 countries who presented 46 papers on the subject matter. Sometimes explicitly, at times more implicitly, young international planning scholars sought to review benefits and potential pitfalls of introducing the study of diverse forms of entrepreneurship and related concepts to contemporary planning debates, in theory and praxis, as well as at their interface. The conference embraced a “wide definition of entrepreneurship”, encompassing the range from commercial entrepreneurship to civil initiatives that “are sometimes filling the void that planning leaves” (ibid.). It simultaneously promoted the notion that both businesses and publics take a sceptical stance towards technocratic planning and government interventions. This scepticism, apparently, “has brought the discipline into crisis, from which it has not yet fully recovered” (ibid.). The following questions accompanied the event: How can planning support innovative activities? How can planners react to technological start-ups moving into the realms of planning, architecture, and geo-localised data? Can (or should) planners themselves become entrepreneurs?.

This text intervenes in the recent debate on planetary urbanization theory. It brings together a post-foundational reading of Henri Lefebvre's social theory with the spatially theoretical notion of a `constitutive outside´. Initially, I reconstructLefebvrès approach to totality (as a necessary reference point that never can be fully achieved) and show how it develops the planetary figure of total urbanization. Furthermore, I explore the nature of the constitutive outside that plays an important role not only in recent discussions on the planetary approach but is a key play on words in post-structuralist political theory. In my conclusion, I suggest considering the constitu-tive outside as an important area for further empirical urban research and as onto-theoretical core for a planetary urbanization approach in urban studies and planning theory.

In 1969, "People and Planning, the Report of the Committee on Public Participation in Planning, was published in the United Kingdom." Commonly known as the "Skeffington Report," it marks one of the first official attempts to think through how publics could be meaningfully engaged in the production of public policies and plans. In this commentary, I review the relevance of this work from an American perspective. In the US, the Skeffington report's reach is far less than that of Arnstein’s (1969) contemporaneous "ladder of citizen participation," a staple of American planning education. I find the Skeffington report’s address of race and power lacking, even as it introduces the idea of co-production throughout all stages of planning as a powerful call to re-center planning work in communities.

Há vintes anos, assistimos em numerosas cidades do mundo a integração de dispositivos participativos de planejamento urbano no seio da instituição municipal. Estes dispositivos repousam no planejamento colaborativo, isto é, na consulta dos principais grupos de atores urbanos dos setores públicos e privado e da sociedade civil. Em um contexto marcado pela metropolização e a governança neoliberal, esta abordagem tende a legitimar uma visão hegemônica de urbanização e revitalização da cidade promovida pelas elites políticas e econômicas que contribuem frequentemente com a gentrificação de áreas centrais e antigos bairros industriais das metrópoles. Diante dessa abordagem, movimentos urbanos se inspiram no Direito à Cidade, concebido por Henri Lefebvre, para experimentar processos autônomos de planejamento participativo associados à planificação insurgente. Para Miraftab, a planificação participativa torna-se insurgente na medida em que ela é contra-hegemônica, transgressiva e imaginativa. A partir de um diálogo entre experiências conduzidas no bairro Pointe-Saint-Charles em Montréal e no bairro 2 de Julho em Salvador da Bahia, mostraremos em que elas se utilizam do planejamento insurgente e contribuem para o Direito à Cidade no sentido de uma reapropriação do bairro pelos seus habitantes.

"Urban knowledge is political" - Die Methoden und Erkenntniswege einer kritischen urbanen Forschungspraxis sind in letzter Zeit wieder stärker in den Mittelpunkt urbanistischer Diskurse gerückt und stehen nicht zuletzt durch ein Cluster an Beitragen im Journal CITY 2015 im Mittelpunkt kontroverser Debatten um die Wissensproduktion einer "critical urban theory and practice" (Brenner & Schmid 2015: 151, Madden 2015, Meagher 2015; Schafran 2015). Ausgehend von den konstituierenden Elementen einer emanzipatorisch-kritischen Gesellschaftstheorie (Brenner 2009), fordern Forscher_innen eine Neuausrichtung urbaner Epistemologie, um das transformative Potenzial des Städtischen (Lefebvre [1970] 2009) heute real möglich zu machen. Dieser Appell ist eng verknüpft mit Frage nach der Positionierung und Perspektive, die Wissenschaft einnimmt, um "Stadt" zu verstehen. Auf die Dringlichkeit solcher Debatten wies David Madden 2015 hin, wenn er konstatiert: "urban knowledge is political" (2015, 301). Eine stärker politisch-solidarische Forschung, die das Entwickeln von konkret anwendbarem Wissen und alternativen Handlungsoptionen als ihren emanzipatorischen Auftrag setzt, scheint notwendig, um das Recht auf Stadt und Urbanität als Vielfalt einzufordern und zu verteidigen. "Vor dem Hintergrund der instrumentellen Möglichkeiten der Wissensgesellschaft" (Streich 2014: 9) zeigt sich, dass soziale Bewegungen durch vielfältige subversiven Aneignungspraxen in Abgrenzung zum urbanen Mainstream selbst zu den Protagonistinnen solchen kritischen urbanen Handels von unten avanciert sind.Der folgende Aufsatz stellt einen Versuch dar, citizen science als eine Form ziviler Aneignungspraxis urbaner Epistemologie von unten auf ihr subversiv-transformatives Potential in räumlichen Planungsprozessen hin zu beleuchten. Zunächst wird hierzu der Begriff konzeptionell eingeordnet, um dann in einem zweiten Teil auf die daraus erwachsenden Möglichkeiten einer Unterbrechung konsensualer Planungspraxis einzugehen. Daran anschließend werden einige der emanzipatorischen Grenzen beispielhaft skizziert und abschließend ein kritisches Fazit vorgebracht.

This article is concerned with the current developments in planning theory literature, with regard to its extensive focus on flexibility and process. When emphasizing the open-endedness and procedural validity of planning, planning theorists do not seem to consider ethical considerations about the results of planning outcomes. This is understandable given that postmodernism and its ardent defense of "open-endedness" is often considered to contradict any prescriptive nuances. However, I argue that normativity of planning is possible within the postmodern paradigm and that postmodern concepts and theoretical standpoints can propose a basis for normativity. To demonstrate this, I adopt the works of political theorists who have addressed normativity and political solidarity within the postmodern paradigm (anti-essentialist, anti-Cartesian), most of whom are inspired by the future paths of feminism. To be clear, what I refer as "feminism" is about not only defending the status of women as a legal category, but also how to construct political solidarity against inequalities-without essentialist categorizations or a priori conceptualizations. Using the ideas of Young (second-/third-wave feminism), Laclau and Mouffe (post-Marxism), Mouffe (post-Marxism/third-wave feminism), and Butler (third-wave feminism/body politics), I outline what could be considered "anti-essentialist norms." Based on these norms, a planner can judge which people and whose voices-which social groups or "serial collectives"-should be prioritized and heard first, in order to promote a more inclusive and just urban space. The three anti-essentialist norms that I propose are (1) taking into account the historicity of social relations, (2) having a modest attitude toward what we claim as the representation of "the public," and (3) recognizing a human interdependency that leads to pursuing future-orientedness in a political project.

The aspirations and practices of the city's marginalized residents often challenge the progressive visions and theories of academics and activists. Residents' indifference towards participation in urban planning projects, their aspirations to become consumers and their support for a rightwing presidential candidate such as Bolsonaro do not sit easily with notions such as citizenship, the right to the city, and social justice. Similarly, people's demand for more aggressive policing and their disapproval of sexual diversity seem to be at odds with theories of urban equality and social inclusion. Building on my long term ethnographic research in low-income neighbourhoods in Recife, Brazil, I put into conversation the aspirations and practices of the urban poor, on the one hand, and critical theory, on the other, to better understand the generative tension between them.

The city is one of the most attractive laboratories of our time, and it is here that processes and ideas emerge to reveal the successive transformations in our way of thinking, building and communicating.
Experience the City was a workshop directed by Andrea Morpurgo, which marked the end of a series of seminars about paper, objects, images and spaces in the contexts of globalisation. In this way, the students were able to delve in Madrid, in search of the phenomena which make our spaces a global and complex reality, offering innovating solutions on the basis of the exercise of design, and building a new cartography of the city.

Experience the City fue un workshop dirigido por Andrea Morpurgo que vino a concluir una serie de seminarios sobre el papel de los objetos, las imágenes y los espacios en los contextos de la globalización. De tal modo, los alumnos pudieron sumergirse en la ciudad de Madrid a la búsqueda de aquellos fenómenos que hacen de nuestros espacios una realidad global y compleja, ofreciendo soluciones innovadoras a partir del ejercicio del diseño y construyendo una nueva cartografía de la ciudad.

E17 Motorway Landscapes proposes a relational and processual re-mapping of the E17 as it crosses the south of West Flanders in Belgium. Motorways are usually conceived, perceived and most often mapped as alien elements superimposed on the territory. To be able – at least partially – to break free from this settled cartographic orthodoxy, the re-mapping of the motorway follows three specific strategies of cartographic exploration. First of all, the motorway landscape is cartographically de- and recomposed according to a relational rather than to a topographical logic, thereby revealing alternative measures of rhythm and contextual reinterpretations of scale. Second, the motorway landscape is mapped as a process by incorporating the previous state of the selected elements into the maps and by furthermore stressing their transformations in relation to the E17. Lastly, the motorway landscape is reimagined as a thick, albeit fragmented body, by means of a content-specific symbolization scheme, designed to reflect attunement and relationality between different object categories.

This essay critically examines the relationship between hope and experience within contemporary planning practice. It has been suggested that planning practice fundamentally pertains to the 'organization of hope'. This may well be true. However, I argue, what is sometimes lacking in planning endeavors is a contextualizing reflection upon the conditions under which this work unfolds. The failure to address these conditions results in that hope risks becoming easily co-opted, and may in effect come to contribute more to the stabilization of undesired societal arrangements than to their transformation.

In questo libro si affrontano i fondamenti disciplinari dell’urbanistica. Le misure della Terra, la tempestività delle decisioni, la condivisione di principi etici e di responsabilità in rapporto alla politica, i criteri di scelta di esempi trasferibili, a partire dall’enorme valore del laboratorio eccezionale delle città storiche europee sono i riferimenti principali per circoscrivere la disciplina. Tutto questo non è che l’inizio. Poiché la città non è un mero fatto fisico di architetture, per quanto sia parte importante dell’organizzazione territoriale delle attività umane, dobbiamo considerare non tanto la città, quanto le città nell’insieme delle società che le abitano, del territorio che le nutrono, dell’ambiente da cui traggono vita. La visione particolare degli urbanisti ha generato un bailamme di voci senza struttura in cui ci si perde, dunque l’obiettivo del libro che si svolgerà nei capitoli successivi sarà proprio trattare i temi generali che legano società umana, ambiente naturale e ambiente costruito. “Città uguali, città omologate”, il secondo capitolo, è un invito a rileggere la storia della disciplina con attenzione, non tanto o non solo per mettere in guardia contro la disinformazione, quanto per mostrare quanto le città, nel loro essere un insieme di architetture e di spazi fisici, siano rese vive dalla loro capacità di accogliere e di proteggere gli essere umani e l’ambiente e di plasmare identità coese. Ciò che dovremmo vedere visitando i resti di città abbandonate non sono pietre o colonne, statue o gioielli, ma le vite che animavano quelle cose con la volontà progettuale e artistica. “Interezza e armonia”, il terzo capitolo, allude alla forma della città nel suo essere parte di un territorio vivo, senza cui non potrebbe essere L’armonia delle città dipende sempre più dalla ricchezza di complesse commistioni sociali. Non esistono più città-stato, città chiuse in se stesse, ma territori urbani vasti, che per necessità dovranno cooperare su più piani: l’integrazione sociale multiculturale, la pienezza dell’abitare nelle diverse funzioni e l’integrazione con l’ambiente. Le città possono essere armoniose solo con le città si sapranno innescare scambi continui con l’ambiente e tra le comunità che vi convivono. “Locale e globale”, il quarto capitolo, riprende il tema di abitare la Terra attraverso la capacità di saper governare le condizioni del nostro tempo. La sfida prossima dell’urbanistica sarà quello di costruire una Terra di città: estese, correlate, accoglienti, miti, presìdi della natura, rigeneratrici di risorse. Il rapporto locale-globale si rispecchierà in accordi internazionali di cooperazione. “Territori di consapevolezza e libertà”, il quinto capitolo, introduce un altro concetto essenziale, fondato sull’unione tra il patrimonio culturale e il patrimonio ambientale come beni comuni irrinunciabili. La Terra dipende dal nostro modo di intendere le terre e di stabilire adeguate modalità d’uso, il che comporta voler imparare dal passato e dare importanza alle esperienze per comprendere le esperienze attuali. Per gli urbanisti e i politici significa rifondare la disciplina, aprendola alle discipline della Terra, cercando coerenza tra il tempo delle decisioni e il tempo dei cambiamenti. “Regioni globali e cittadini del mondo”, il sesto capitolo, torna all’idea delle città armoniose, da costruire attraverso un intelligenza collettiva, attraverso nuove pratiche di partecipazione. Abitare la terra è primo di tutto riconoscere l’unicità dei luoghi e delle città, un passo essenziale per essere consapevoli della delicatezza della biosfera e dell’imperativo di operare con cautela e attenzione. “Urbanistica, società e politica”, il settimo capitolo, dalla consapevolezza di quanto sia delicata la democrazia e la libertà, si ritorna alle premesse, cioè alla necessità di rendere autonomia e dignità scientifica all’urbanistica attraverso un percorso politico e sociale di rinnovamento. Se siamo convinti che per abitare la Terra occorra prendersi cura della Terra, dobbiamo anche ammettere che dobbiamo superare le antiche barriere dei confini. Abbiamo bisogno di conoscere e capire che cosa è la biosfera, per conoscere e capire quale senso debbano avere le città. In ciascuno capitolo ho introdotto suggerimenti di approfondimento per il lettore attraverso due linee complementari, la prima è la selezione annuale che l’Agenzia Europea per l’Ambiente opera per far conoscere le città esemplari nella sostenibilità, la seconda è una raccolta di esempi che illustrano la possibilità concreta di un’altra urbanistica, quella della mitezza, della solidarietà e della collaborazione.
