Özet Türkiye Cumhuriyet Merkez Bankası 2011 yılının Eylül ayında sermaye hareketlerinde yaşanabilecek aşırı oynaklığın finansal istikrar üzerindeki olumsuz etkilerini önleyebilmek adına zorunlu karşılık politikasının yeni bir yaklaşımı olan rezerv opsiyon mekanizmasını uygulamaya koymuştur. Bu çalışmada rezerv opsiyon mekanizması kullanımı ile brüt döviz rezervleri, toplam kredi hacmi, cari işlemler hesabı üzerindeki değişimler arasındaki regresyon ilişkisi araştırılmıştır. Zaman serilerinin durağanlığının sınanmasında genişletilmiş Dickey Fuller birim kök testinden yararlanılmış ve durağan olmayan serilerin birinci dereceden farkları alınarak durağanlaştırılmıştır. Son aşamada, regresyon analizi yöntemiyle bağımlı ve bağımsız değişkenler arasındaki ilişki ortaya koyulmuştur. Yapılan araştırma sonucunda rezerv opsiyon mekanizması kullanımı ile TCMB brüt döviz rezervleri arasında pozitif yönlü bir ilişki olduğu, toplam kredilere (mali kesim hariç) anlamlı bir şekilde etki edilmediği ve cari işlemler hesabı arasında negatif yönlü bir ilişki olduğu sonucuna ulaşılmıştır. Abstract Reserve option mechanism has been put into practice by Central Bank of Turkey as a new approach of required reserve ratio in 2011 to prevent the negative effects of excessive volatility in capital movements on financial stability. In this study, the regression relationship between the use of the reserve option mechanism and the changes on CBRT gross foreign exchange reserves, total loan volume, current account is investigated. Augmented Dickey Fuller unit root test was used to test the stationarity of time series and the non-stationary series were stabilized by taking the first degree differences. At the last stage, the relationship between dependent and independent variables was revealed by regression analysis method. As a result of the research, it was found that there is a positive relationship between the use of the reserve option mechanism and the CBRT gross foreign exchange reserves, no significant impact on total loans and it is concluded that there is a negative relationship between the current account.

Hong Kong is eager to promote CBDCs, not only through testing the Digital Yuan for cross-border payments, but also through engaging in other CBDC-related projects, such as the Inthanon-Lion Rock Project. However, when it comes to cryptocurrencies, the approach in Hong Kong is different from that in the Mainland: the Special Administrative Region is more friendly towards cryptocurrencies, although the proposed new legislation has some areas that should be discussed and perhaps even amended, such as excluding retail investors from accessing virtual asset services in Hong Kong

This course explores the legal developments of the global monetary architecture and looks into the political and economic rationales underpinning international monetary law and its practices. The aim is to help students acquire the analytical tools needed to understand and critically reflect on the significant changes of the multilateral system, notably in the aftermath of the 2008 and the COVID-19 crises. The focus is on how monetary power relations are legally and politically re-configured over time and how this process is currently reshaping the global governance of money. The course covers (1) the legal foundations of the international monetary system and the international money (i.e., global currencies, the legal design of the eurocurrencies, and the challenges posed by cryptocurrencies); (2) the roles and evolving responsibilities of the International Monetary Fund (IMF), and the main political and economic challenges to the development of the Fund's mandates; and (3) the legal forms of monetary cooperation at bilateral and regional levels (e.g., currency swaps between central banks; the Chiang Mai Initiative Multilateralization-CMIM; the European Stability Mechanism-ESM).

L’histoire de la Banque centrale du Brésil (BCB) est caractérisée par une très faible représentation des femmes à sa tête. Depuis 1965, l’autorité monétaire n’a connu que quatre femmes parmi 113 gouverneurs (ce qui représente une proportion de seulement 3,54 %). Aucune d’entre elles n’a jamais assumé la présidence de la banque. Actuellement, le conseil des gouverneurs ne compte que deux femmes parmi ses neuf membres.
En l’absence d’une stratégie politique destinée à corriger ce grave problème institutionnel, la parité ne serait atteinte qu’en 2070. Cependant, cette estimation doit être considérée avec prudence puisque la présence des femmes à la tête de la BCB est si réduite qu’il est impossible de construire une projection cohérente du rythme de leur inclusion dans ce qui est l’une des plus importantes autorités du pays. Pour changer cet état de fait, il faudrait une prise de conscience politique forte puisque, selon la Constitution brésilienne, les membres du conseil des gouverneurs de la BCB doivent être nommés par le Président de la République et approuvés par le Sénat fédéral.
Toutefois, les banques centrales, notamment la BCB, peuvent aussi jouer un rôle fondamental pour changer cet état de fait : celui de former et de faire confiance à des femmes pour des postes à responsabilités pour qu’elles puissent, un jour, dépasser cet obstacle institutionnel.

En 2010, la Banque centrale européenne (BCE) a publié une déclaration favorable à la diversité de genre et a adopté plusieurs mesures pour soutenir l’équité — mesures qui ont été renforcées en 2020. Depuis, une étude empirique a mis en évidence l’un des impacts de cette politique : la réduction de la disparité femmes-hommes. Aujourd’hui, parmi les 56 postes de managers et secrétaires générales, 17 sont occupés par des femmes (30,36 %). Cependant, parmi les 25 membres du conseil des gouverneurs de la BCE, composé par le directoire et les dirigeants des autorités monétaires de la zone euro, on ne compte que deux femmes : Christine Lagarde et Isabel Schnabel.

En 2014, la Banque d’Angleterre a quant à elle mis en place un plan stratégique dont le premier pilier était d’élargir la diversité de ses collaborateurs. L’objectif ambitieux de 35 % de femmes accédant à des postes hiérarchiques supérieurs a presque été atteint. En effet, la Banque a enregistré une proportion de 32 % en 2020, alors qu’il n’atteignait que 17 % en 2013. Actuellement, sur les 13 postes de direction, six sont occupés par des femmes.

Depuis 2015, l’Official Monetary and Financial Institutions Forum, un think tank international dédié aux banques centrales et à la politique économique, publie un rapport annuel sur la parité femmes-hommes. En 2020, l’Espagne est arrivée en tête du classement mondial : les femmes occupent huit des dix-huit postes du conseil des gouverneurs. En Amérique Latine, les pays qui montrent le plus important taux de parité sont ceux de l’Amérique Centrale et des Caraïbes : Aruba, les îles Caïmans, Trinité-et-Tobago, Belize et Cuba.

Toutefois, même si ces initiatives existent, la tendance mondiale est moins optimiste : si l’on regarde les banques centrales membres du Fonds Monétaire International (FMI), par exemple, seules treize parmi 189 banques sont présidées par des femmes (environ 7 %). Cela représente moins de 30 % de l’économie mondiale si on prend en compte aussi l’autorité monétaire de Cuba, dirigée par Marta Sabina Wilson González. Toutefois, ce taux tombe à 4 % si l’on exclut la BCE, présidée par Christine Lagarde.

Climate change will inevitably start effecting all aspects of society.  Currently increased nature disasters are changing the ability of financial relief and insurance operations. Financial institutions and central banks need to start preparing for long-term implications of climate change on interest rates.  This paper evaluates the exchange rates, interest rates and central banks role in climate change.

Purpose This study aims to examine the impact of regulation and other micro-and macroeconomic factors on banks' productivity growth. It investigates the impact of different regulatory reforms on banks' performance of total factor productivity (TFP) and its component efficiencies, along with their association with bank-specific variables of profitability and equity, and with macro-level variables of economy and freedom. That is, through analysing the influence of regulatory and supervisory policies related to Basel accords pillars of capital and market discipline through private monitoring; restrictions on bank activities; and economic and financial freedoms on TFP growth and year-end performance in banking. Design/methodology/approach The authors examine TFP for commercial banks in response to regulatory reforms on an international scale. To estimate the TFP, the authors use a non-parametric frontier technique by calculating the Malmquist output-oriented index, following Delis et al. (2011) and Worthington (1999). The components of the Malmquist index are ratios of distance functions making its estimation a straightforward technique using activity analysis or data envelopment analysis methods. This allows controlling for efficiency changes depending on the reallocation of production frontiers signalling the technical change and the technical efficiency at once. Findings Results show that high capital requirements enhance productivity growth in North and Latin American banks, but not in European African or Asian banks. Supervisory powers drive bank productivity growth in all regions except Europe and Central Asia. Restrictions on real estate, insurance and securities activities impede productivity change in all income level groups but not in high-income economies. The results also show that market volatility and Z-score drive technological change and scale efficiency growth, but negatively impact pure technical efficiency. Originality/value This paper contributes to the literature by examining the relationship between the implementation of regulatory standards and the performance of the banking sector following a structural model of the banking firm and the concept of optimisation. Dopo quasi un anno di lockdown e di “stato di emergenza” pressoché continuo, si ha l’impressione di trovarsi di fronte a uno straordinario esperimento di ingegneria sociale. Il recente meeting organizzato dal World Economic Forum di Davos, che ha coinvolto esponenti ai massimi livelli delle élite politiche, economiche e finanziarie mondiali, conferma il timore di un’agenda orientata a una governance globale, in cui gli spazi di libertà dei piccoli paiono destinati a restringersi sempre più.
In poche parole, il giro mentale è quindi il seguente: se vogliamo che il mondo sopravviva occorre ricostruire un «nuovo patto sociale», in una prospettiva di un rinnovato multilateralismo, in cui gli Stati devono collaborare tra loro e con i grandi gruppi economici e finanziari nella prospettiva del «build back better», ovvero di «ricostruire in modo migliore», secondo il motto della nuova amministrazione Biden. Un “Grande Reset”, quindi, in cui non ci si potrà più affidare alla libertà di iniziativa e al ruolo della piccola e media proprietà privata: le economie dovranno essere “guidate” dall’alto per divenire «più verdi, sostenibili e inclusive».
Dopo un anno “sospesi” in un limbo di aperture e chiusure a fisarmonica, gestite con varie sfumature paternalistico-poliziesche dai pubblici poteri del mondo, scopriamo quindi che, come scrive il Prof. Klaus Schwab nel The Great Reset: «La pandemia rappresenta una rara ma stretta opportunità per ripensare, reimmaginare e resettare il nostro mondo». Occorre quindi agire, e in fretta: «Never let a good crisis go to waste!», ovvero «Mai lasciare che una buona crisi vada sprecata!», per citare la celebre raccomandazione ai leader del primo ministro inglese, Sir Winston Churchill (1874-1965), poi fatta sua dall’attivista e scrittore radicale statunitense Saul Alinsky (1909-1972).

The digital yuan will certainly bring many opportunities and benefits to China: domestically, it will facilitate consumers’ retail payments, among many other advantages, while, non-domestically, a cross-border deployment of the digital yuan will help take some of the USD-denominated exports and convert them into yuan-based exports, thus challenging the global domination of the USD (this is why the upcoming tests in Hong Kong and Macau will be so relevant, to test the feasibility of a cross-border application of the Digital Yuan).

What are the latest developments in this area, though?

One of the things that makes this topic so fascinating, and so complicated at the same time, is the fact that there are constant developments. I will mention the two latest ones here: China´s BSN Blockchain network plans on a multinational CBDC pilot this year and the ATM tests in Shenzhen.

Readers of the judgment in Public Protector v South African Reserve Bank will be taken aback by evidence that the South African intelligence services got involved in efforts to change the core mandate of the country’s central bank. This involvement of the state’s security arm, together with the country’s ombudsman (i.e., the Public Protector), brings up several questions.

What connects central banking to national security? What did the Public Protector mean by the central bank’s “vulnerability”, a concept that she used to justify her investigation into the central bank and her meetings with the President and the intelligence services? If the Public Protector had misgivings about the central bank’s mandate, why not simply suggest to the national executive to initiate legislation to amend the relevant provisions in the Constitution and the South African Reserve Bank Act? Perhaps, most disturbingly during litigation, why did the Public Protector lie under oath?

This case has created a great puzzle difficult to piece together. Even the judges of the Constitutional Court who decided this case split 8-2 on this issue.

2008-09 Küresel Finansal Krizi ile birlikte, rezervlerin yeterliliğinin tespit edilmesi amacıyla kullanılan geleneksel yöntemlerin kısmen yetersiz kalması ve genellikle birbiriyle çelişen sinyaller vermesi, özellikle gelişmekte olan ülkeler ve düşük gelir düzeyine sahip ülkeler için, ülkelere özgü dinamiklerin göz önünde bulundurularak, geleneksel yöntemlerde odaklanılan riskleri çok yönlü ele alan yeni bir metriğin geliştirilmesi ihtiyacını doğurmuştur. Bu çalışmanın amacı, Türkiye için, Uluslararası Para Fonu (IMF) tarafından, rezerv yeterliliğinin tespit edilmesine yönelik geliştirilen yeni metriğin kullanılarak, rezervlerin yeterliliğinin araştırılmasıdır. Çalışma dönemi, 2005:Ç42019:Ç4 dönemi verilerini kapsamaktadır. Analizde, Im vd. (2014) tarafından geliştirilen, RALS (Residual Augmented Least Squares) ADF birimkök testi kullanılmaktadır. Analiz sonuçları, Türkiye’de, söz konusu dönemde rezervlerin yeterli olduğunu; diğer yandan istikrarlı bir trende sahip olmadığını göstermektedir.

Les crypto-monnaies, comme le Bitcoin ou Ethereum, animent le débat public depuis au moins 10 ans. A leur avènement, les banques centrales se sont montrées pour le moins frileuses. Ainsi, dans un rapport publié en 2013, la Banque centrale européenne (BCE) avertissait que la nature non réglementée de ces monnaies pourrait exposer leurs utilisateurs à des risques élevés. Plusieurs années plus tard, les banquiers centraux reconnaissent maintenant leur potentiel. La Banque d’Angleterre, la Banque centrale suédoise et la BCE étudient toutes intensément la possibilité d’émettre leur propre monnaie numérique (ci-après dénommée «monnaie numérique de banque centrale» ou «central bank digital currencies» en anglais). Last year, a plan to create a #digitalcurrency consisting of the Chinese yuan, Japanese yen, South Korean won and Hong Kong dollar was proposed. The proposal described the currency as a “stablecoin”.The plan also suggested creating a regulatory sandbox and scaling up the system in Hong Kong over time to improve cross-border payment services between the four countries/regions.

Aside from that, in mid-October, three Japanese scholars and advisors published an article in VoxEU (CEPR) in which they advocated the introduction of an Asian digital common currency covering the whole of the East Asia region as a multilateral synthetic currency comparable to the euro

La reciente e inesperada pandemia del Covid-19, además de ocasionar una gravísima crisis sanitaria, está teniendo un muy relevante impacto en la economía de los Estados miembros. En este sentido, las consecuencias de la enfermedad en el tejido económico se han revelado como especialmente severas al afectarse tanto a la demanda, con una caída de la inversión y el consumo derivadas del confinamiento, la incertidumbre y la disminución de la renta disponible de los hogares, como a la oferta, por el cierre de fronteras y de empresas o por la falta de suministros. Como resultado de estos factores se han producido caídas en la producción no vistas desde hace prácticamente un siglo, y que aparecían vinculadas a contextos bélicos.

Para la mitigación del impacto de estas perturbaciones los distintos Estados miembros han adoptado, con el respaldo de la Unión Europea, diversas medidas de carácter anticíclico, en múltiples áreas, como reducciones o moratorias de tributos y cotizaciones, fórmulas para el mantenimiento del empleo, creación de nuevas prestaciones sociales, concesión de avales públicos o flexibilizaciones en materia concursal.

Sin embargo, y al margen de estas disposiciones, resulta también esencial la labor del Banco Central Europeo, quien está garantizando el necesario flujo de fondos hacia el sector productivo y, de forma indirecta, hacia los emisores soberanos. A este respecto, y pese al cuestionamiento desde algunas instancias, el Banco Central Europeo ha redoblado su compromiso con la estabilidad financiera de la eurozona, a través de la intensificación de sus programas de compra de activos y oferta de liquidez a los operadores. Para ello se ha procedido a la movilización de nuevos fondos, se han introducido condiciones más ventajosas, y se han relajado los requerimientos exigidos a las contrapartes de las transacciones.

Por lo que se refiere al papel de esta institución de la Unión, son de sobra conocidas sus funciones en sede de definición y ejecución de la política monetaria de la zona euro, o las asumidas recientemente en el área de la supervisión microprudencial. Sin embargo, quizás sea menos notoria la forma en la que dicho banco central adquiere bienes, servicios y obras para desarrollar las competencias que le han sido asignadas.

Sobre este particular, el presente trabajo pretende detenerse brevemente sobre el régimen contractual al que se somete el Banco Central Europeo, a fin de determinar las reglas que han de disciplinar sus licitaciones. Una vez delimitado el referido régimen se analizarán algunos de sus principales rasgos, y más concretamente aquellos que dotan al organismo de un mayor grado de flexibilidad. El detenimiento sobre estos elementos más flexibles permitiría discernir si los mismos son, de alguna forma, trasladables a otros ámbitos, de modo que pudieran afrontarse de mejor manera coyunturas críticas como la vivida, caracterizadas por la urgencia en las adquisiciones.

Viviamo tempi strani, in cui è diventato di moda parlare male della proprietà privata in un gioco dove, paradossalmente, sono quelli che ne detengono molta a eccellere. Contro ogni irrealistico pauperismo è invece importante ricordare, alla scuola di san Tommaso d'Aquino (1225-1274), che «un po' di avere è necessario per ben essere»: la persona, costituita non solo di anima bensì anche di corpo, ha per natura necessità radicale di possedere qualcosa. La famiglia, poi, ha sempre trovato nella proprietà di alcuni beni, a partire dall'abitazione e dagli attrezzi del lavoro, un usbergo imprescindibile a tutela della propria autonomia, dignità e libertà. La proprietà privata dei beni, non solo di consumo ma anche di produzione, è necessaria affinché la ricchezza si moltiplichi in modo ordinato, pacifico e diffusivo, consentendo a tutti, con il frutto del proprio lavoro e ingegno, di migliorare le condizioni di vita, anche materiali, di se stessi e della propria famiglia, oltre che di aiutare il prossimo bisognoso. Una pre-condizione, questa, affinché tutti i volenterosi possano impegnarsi per ascendere socialmente, fino a potere diventare anche imprenditori, se ne hanno la vocazione.
