The IMF remains fundamentally an instrument of advanced and creditor countries, to force contractionary adjustments on poor, indebted countries.
The impression the IMF creates with its reports is akin to that of the pro- fession as a whole, which was unable to revise its own principles and admit the significant problems with the dominant paradigm, even in the face of the Global Crisis of 2008.

For this, it is criticised to have broken away from the principles o f the Bretton Woods conference where it was conceived. On July 18-19, 2008, leading international scholars and senior policy makers from around the world met to discuss their experiences with the International Monetary Fund (IMF), IMF reform and regional cooperation. This report summarizes the main conclusions reached by the conference, focusing on what different regions consider their priorities in the IMF reform debate.
The International Monetary Fund
Introduction and overview: the purposes and operations of the IMF2013 •
The global financial crisis moved the International Monetary Fund (IMF) back to the center stage, after some years of disengagement by major emerging markets and developing countries (EMDCs). Neo-liberal institutionalism predicts that crises in a highly interdependent world induce states to strengthen multilateral institutions. In the case of the IMF, many observers believed that a more effective IMF was contingent on giving EMDCs a larger voice. However, the 2010 Quota and Governance Reform at the IMF fell below expectations in this regard. Based on an analysis of the ex ante preferences and power relations of the major players, we show that this should not come as a surprise and that the 2010 reform agreement has reached the boundaries of the politically possible. Hence, this empirical case-study brings in power and preferences to qualify the more optimist neo-liberal institutionalist accounts against the backdrop of an increasingly multipolar world.
