"Minding the gap" between policy visions and service implementation: lessons from Connexions

From 2001, Connexions was phased in across England to meet policy visions centred on uniting youth-oriented services... more From 2001, Connexions was phased in across England to meet policy visions centred on uniting youth-oriented services into a coherent whole, and providing universal advice and guidance alongside targeted support. Recent evaluations suggest that the service was not fulfilling these visions successfully, and current policy remains focused on implementing a new co-ordination of services to meet broadly similar visions. This paper draws on research evidence to explore the reasons for this failure in Connexions. It highlights a range of problems in service implementation from initial contact and assessment through to final interventions. It locates these problems in the political, bureaucratic, financial and social contexts in which the service existed. Notably the requirements to pursue a broad remit and meet hard targets with limited resources, instigate joint-working across existing professional boundaries, and unite and adapt disparate working paradigms presented significant challenges that are likely to remain relevant for future services.

The social exclusion which exists predominantly in deprived urban areas of Great Britain affects children and young people especially. Young people are particularly vulnerable in such environments as they are exposed to a variety of specific inter-linked negative factors at a crucial age. Without doubt, growing up in such surroundings usually has a detrimental impact on a young person which can lead to poor health, poor educational achievement, unemployment, anti-social behaviour and criminality.
When Tony Blair became Prime Minister in 1997, New Labour declared it was going to urgently tackle the issue of young people living in deprived inner cities. This would take place within the context of a wider project of urban regeneration or renewal of areas with high rates of social exclusion in order to create safer, stronger and sustainable communities. What are the problems that affect urban socially excluded young people in particular? What has the government done in the intervening nine years to address the issue of young people living in urban deprived areas? Has it been successful in improving their circumstances?
This article will first illustrate the challenging situation of young people living in inner city deprived areas at the end of the 1990s. It will then present New Labour’s thinking and policy regarding the improvement of such young people’s lives. Finally it will attempt to ascertain if there has indeed been amelioration – a true urban renaissance - for socially excluded young people living in deprived inner city communities.

Le 6 mai 2010, le parti travailliste – au pouvoir au Royaume-Uni depuis mai 1997 – a perdu la direction du pays au... more Le 6 mai 2010, le parti travailliste – au pouvoir au Royaume-Uni depuis mai 1997 – a perdu la direction du pays au bénéfice du parti conservateur / a conservé la direction du pays à la suite d'une quatrième victoire consécutive aux élections législatives. Cet article fait le bilan des treize années de politiques publiques de jeunesse en Angleterre et en particulier des dispositifs d’actions publiques en faveur de la jeunesse. En raison de la décentralisation de certains pouvoirs en 1999, il ne sera ici question que de l’Angleterre. Nous allons étudier la façon dont les principaux dispositifs ont vu le jour dans le contexte national, les principes de base et les objectifs du gouvernement, les dispositifs et leur fonctionnement, ainsi que leur impact sur les populations ciblées. De la sorte, nous allons évaluer l’efficacité des dispositifs publics mis eu place en faveur de la jeunesse anglaise depuis treize ans.

Avec Connexions, conçu comme guichet unique d’accueil, d’information et d’orientation, le principal objectif du gouvernement était de réduire le nombre de jeunes de 16, 17 et 18 ans en grande difficulté. Nous étudions d’abord les origines et le fonctionnement de Connexions pour ensuite expliquer les mutations de ce service. Puis nous examinons ses points forts et les critiques dont il fait l’objet, avant de nous interroger sur son avenir.

This paper analysis the National Youth Policy 2010 which was the foremost work undertaken by Ministry of Youth and Sports which was formed after signing the peace accord. This document analysis the evolution of the policy taking into consideration of how super ordinate bodies, political will and demographic opportunities paved way for the policy. The controversial age bracket in defining youth and its underlying reasons are also explored. The last section analyzes the implementing challenges due to the crosscutting nature of priority areas identified by the policy. While analyzing the policy, an effort to see it through the academic lenses formation considering different theories and stages has been made.
