El artículo analiza algunas características de la circulación internacional de ideas urbanas a partir del despliegue de una serie de inicitaivas urbanísticas en Buenos Aires y Rosario entre 1979 y 1993. Sólo algunas de las numerosas ideas y estrategias del debate internacional “llegan” a Buenos Aires y Rosario, y lo hacen de una manera desarticulada. Así, se abordan algunos elementos del discurso ´español´ en torno al “urbanismo de los arquitectos” y la planificación estratégica. Se analiza su contexto de recepción, revisando el debate disciplinar y considerando las condiciones políticas y económicas en las aquellas ideas “llegan” y los actores públicos y privados que participan en estos procesos. Respecto a Rosario, se analiza la presencia del arquitecto catalán Oriol Bohigas y su anteproyecto para Parque España realizado en el año 1979. En Buenos Aires, se examina el inicio de la operación Puerto Madero.
The aim of this paper is to analyse various characteristics of the international circulation of urban ideas from the point of view of their applications in Buenos Aires and Rosario between 1979 and 1999. Only some of the numerous ideas and strategies of the international debate arrived at Buenos and Rosario, and they did so in an unarticulated manner. I take into account some elements of the Spanish discourse around urban projects and urban management. The context of the reception of those ideas requires a review of the disciplinary debate around urban projects and urban management as well as the political and economical conditions in which they arrive and the public and private actors involved. For Rosario, I look into the presence of the Catalan architect Oriol Bohigas and his project for the Parque España (1979). In Buenos Aires I examine the revitalized industrial area of Puerto Madero.

Abstract:
The land use planning (which in this paper we call “LUPlanning”) is a complex matter that needs of clearness and standardize methods. This work proposes an effective tool for strategic planning, which provides the use of informatic systems to aid the decision makers and insiders of public body that are not professionals. The use of informatics makes easier and real time the public participation, an important critical point of planning, often difficult to implement for scepticism and in many town hard to really carry out, due to inadequate means.
The aim of the proposed tool is to furnish a way to simplification of LUPlanning process and decision, using available and cheap hardware and software solutions. Computerization is not just a fad, but is almost inevitable evolution of management systems, so make it the most for the municipality means facilitating the work of technicians and insiders and the active involvement of citizens, for a more effective, rational and strategic land planning.

The evolution from a focus on product design to one on process and product design in improving organizational competitiveness has included the development of a field of study called business process reengineering (BPR). BPR is a organizational development tool that requires a number of stages of analysis, design and implementation. The literature in the past few years has provided a number of tools and techniques to aid in BPR efforts. One area in this relatively new organizational change philosophy that has not received much attention is the selection or prioritization of a set of candidate business processes or projects that should undergo reengineering. Since business processes by definition are elements of a broader strategic system, the candidate evaluation and selection process must be strategically oriented. To aid in this evaluation process a strategic multiattribute evaluation and justification framework and methodology is presented. The methodology includes an activity based analysis and linkage of traditional (financial) and strategic considerations. The evaluation methodology may also have implications for post-implementation evaluation of BPR projects and other phases of BPR.

Employees or corporations can deploy impression management strategies in order to manipulate others’ perceptions of them. Cultural knowledge is powerful capital in impression management, yet this has not been sufficiently explored in previous literature. This chapter argues that impression-motivated employees or corporations need to perform a three-step knowledge audit: (i) knowing what their impression deficits are; (ii) knowing what impression management strategy is needed to address that deficit, based on the taxonomy of impression management strategies tabulated here; (iii) knowing what societal (e.g. collectivist culture or individualist culture) or organization-specific cultural adjustments are needed. A cultural knowledge base can thus be created through cross-cultural training of and knowledge transfer by expatriates. Multinational corporations can also benefit from utilising the knowledge presented in this chapter in their international public relations efforts.

In 1983, the author undertook a period of post-doctoral study based in the operations research departments at Massachusetts Institute of Technology (MIT) and Lancaster University, England. The objectives of the overseas study were to report on practical developments in using systems technologies applied to planning activities. Of special concern was the application of such techniques to strategic planning and R&D planning. The report details the itinerary of the tour, observations, and recommendations.

In business situations there is a strong emphasis in providing computer-based end-user oriented systems often using graphics and microcomputers
Artificial intelligence approaches, especially expert systems have already begun to be used by industrial practitioners.
In the United States, research into the planning and operation of flexible manufacturing systems (such as networks of robots) is a topic of high concern amongst operations researchers.
Strategic management is developing a strong discipline in its own right, with traditional operations research techniques being viewed as one of many available analytical tools.
The availability of both software and hardware computer technologies far exceeds the capacity of even large organisations to identify where the technology could be applied, what benefits might occur and how to adopt the technology.
The report recommends that New Zealand’s principle industrial and scientific organisation (DSIR) should play a major role in encouraging the construction of a ‘knowledge infrastructure’ that facilitates effective communication of technological know-how between national knowledge centers. The first generation of such an infrastructure are now emerging, but in a fragmented fashion. DSIR’s attention should focus on the strategic specification of the knowledge infrastructure needed by New Zealand in 1990. This specification will then identify pilot projects that should be commissioned over the next five years to provide the necessary base of experience for the detailed systems design. The report details specific proposals for achieving the recommendations.

Aspects of the model’s systems design are discussed in relation to the development of an interactive user-oriented system.
