Ankara, bu yüzyılın sonuna doğru eski Yugoslavya’daki silahlı şiddet olaylarının bastırılmasına yönelik çabalara... more Ankara, bu yüzyılın sonuna doğru eski Yugoslavya’daki silahlı şiddet olaylarının bastırılmasına yönelik çabalara bütünüyle dâhil olmuşken, meydana gelebilecek olayları önceden görebilmiş, sürekli olarak derhal çok taraflı müdahale çağğısında bulunmuş ve Batı’daki konuya ilişkin müphem durumun aksine saldırgan ve mağdur ayrımına dair kararlı bir tutum sergilemiştir. Siyasi partilerin politikalarının temelinde Türkiye’nin Balkan mirası/kimliği, saldırganlığa karşı duruşu ve Balkan geçiş yollarının Türkiye için önemi bulunmaktaydı. Bu çalışma, üç zaman diliminde ele alınan meclis tartışmalarından elde edilen ayrıntılı ampirik verilerden yola çıkarak, inşacı çerçevede Türk ‘devleti’nin, kimliğinin, çıkarlarının ve karşılıklı öznelliklerinin hangi koşullarda işlediğini incelemektedir. Son olarak, Ankara’nın savaşa ilişkin dış politikasının, farklı siyasi geleneklerden gelen partilerin oluşturduğu koalisyon hükümetleri bulunmasına rağmen iyi hazırlanmış olduğu belirtilmektedir.

The paper gives a comparative analysis of the territorial development in the Belgrade
metropolitan area and in the region of the Danube river basin in Serbia. An identification of main results is
undertaken by application of a regional comparative analysis, shift-share analysis and Spider method. The
paper shows that the consideration of the national share, industrial mix and regional share in total shift share
of both regions indicate very strong process of deindustrialization. It is evaluated that allocative component of
economic growth of Belgrade and Danube basin regions has positive value, reflecting the above-average
sectoral productivity in these regions compared to the national average. The empirical results show that interregional
differences in economic growth are almost entirely explained by the differences in regional
specificities in terms of employment. Results are important for the increase of regional competitiveness and
territorial distribution in this area.

This paper concerns political (ir)responsibility in Republic of Serbia after the year 2000. Author compares pre-election promises of political parties which have formed the governments and results that were achieved afterwards. Only the parliamentary elections have been analyzed, leaving out president and local elections. In the concluding remarks, author offers possible reasons for which political irresponsibility appears in such broad manner. Also, author claims that a certain degree of political responsibility is one of the conditions of a transition from minimal to liberal democracy.

The security environment of the European continent has been steadily shifting over the past two decades resulting in... more The security environment of the European continent has been steadily shifting over the past two decades resulting in the emergence of a new concept of collective security based on democratic principles, regional co-operation and partnership. With the collapse of Yugoslavia and the resulting conflicts of the 1990s, the question of where Serbia lies within this re-conceptualization of security has become increasingly evident as talks of enlargement of the European Union become more frequent and the democratic transition of the region becomes more pronounced. The 2009 National Security Strategy of the Republic of Serbia is the first and only strategic document of its kind for Serbia, representing a starting point for strategic development and continuous improvement of security policy with regards to the establishment of national interests and the identification of threats that challenge its survival.

The 1990s saw the emergence of authoritarian governments and the outbreak of civil war in the Caucasus and the Balkans. After a decade of turbulence, the peoples of Georgia and Serbia overthrew corrupt regimes. In both countries, transforming the security and intelligence services that had been pillars of the previous regimes was a priority for the new governments.
This thesis will examine the reform of the security and intelligence services in Georgia and Serbia. It will test the hypothesis that the main challenges to successful reform are a lack of determination on the part of the political elite and institutional continuity with pre-revolutionary services.

There are shown some basic elements of the prospective future through the use the scenario approach.
Post-socialist Transition and Empirical Evaluation of the Future Spatial Development of Serbia

Due to different political and economic factors during its post-socialist transition Serbia has been isolated
from the mainstream trends of European integration and convergence. The country’s comparative advantages and
competitiveness have worsened in two key aspects - in its structural qualities and in its territorial capital. The
economic recovery after the changes in 2000 onwards has the form of “growth without development”, while the
spatial development patterns have appeared to be rather unsustainable. Today, Serbia has found itself in the
position of an economic, ecological and financial semi-colony of few powerful international political, economic
and financial actors. In the last part, we will present results of an empiric evaluation of the three scenarios for
spatial development of Serbia until 2020 based on comparative analysis of 29 indicators by applying the Spider
method.

environmental assessment (SEA) in Serbian legislation was inevitable as a part of the accession process to the European
Union. The first part of this paper will focus on presentation of the SEA system in Serbia and its implication as the result of
current geopolitical and environmental trends.
Taking into consideration the economic importance of the mining regions, but also the damage to the surrounding environment,
in the second part of this paper the authors will try to review the significance of SEA implementation in spatial planning of
Kolubara lignite basin.

Achievement gaps between immigrant and native students indicate failure to assure educational equity in the majority... more Achievement gaps between immigrant and native students indicate failure to assure educational equity in the majority of countries assessed by the Programme for International Student Assessment in 2009 (PISA, 2009). The present article explains disparate achievement results in Europe, first testing the hypothesis of old and new democracies. In further contextualisation of the achievement results, the analysis seeks explanations beyond the common education system explanatory model. Specifically, the article considers results from Croatia, Serbia and Slovenia, highlighting the significance of language distance between native and immigrant students as well as migration regimes as important factors in creating or reducing the achievement gap between native and immigrant students. Evidence has been found that immigrant students score worse in countries with guest labour immigration regimes than in the countries with large scale forced immigration of people of the same ethnic (linguistic) origin.

This master thesis tries to make a suggestion for a system of support for displaying a greater number of museum artefacts. The main goal of the thesis is to propose a way of making the museums more available to the general public, thus fulfilling the main purpose of the museums.
The paper starts from the following general hypothesis: only a small percent of the overall number of museum artefacts is displayed in museums in Serbia. This entails another hypothesis – that creating a system for support through various cultural and economical instruments could engage a larger part of the collections in Serbian museums.
Some specific hypotheses are:
• lack of space for displaying artefacts prevents museums from displaying a larger part of the collections
• lack of research leading to specific goals and resulting in a museum exhibition prevents museums from displaying a larger part of the collections
• high insurance costs for artefact display and transportation prevent museums from displaying a larger part of the collections
• there are no specific systems of support, in terms of economical and cultural instruments, that try to engage a larger part of the collections in Serbian museums
• adapting museums to the contemporary tendencies (e.g. the concept of new museology and new technologies) is a part of the solution to the problem of availability.
