A political scientist investigates the trajectory of Russian center-regional relations from the early 1990s to the... more A political scientist investigates the trajectory of Russian center-regional relations from the early 1990s to the present. A wide range of sources including interviews and the national and the regional press are used to delineate and compare processes of regional enlargement in Perm and Tyumen oblasts. This comparison is employed to examine the direction of new Russian federalism and related issues: variance in forms of regional integration, the center's ability to shape politics in the regions, and the relationships of regional elites with the center. Examination of how enlargement processes have unfolded in the Russian Federation is used to consider broader issues of borders as indicators of the state's capacity, identity, and legitimacy.

This article confronts the puzzles at the heart of Vladimir Putin’s decision to eliminate Russia’s gubernatorial elections: specifically, the lack of resistance among the regions to Putin’s proposal, and the relative ease and speed with which electoral institutions were dismantled. It considers explanations at the central and regional levels, revealing that the Kremlin engaged regional interests and incentives to make the system of appointments seem appealing. After considering competing accounts of Putin’s objectives, analysis then focuses on the Kremlin’s revival of Soviet-era institutional practices as serving
to make the elimination of gubernatorial elections seemingly inevitable while rendering compliance as obligatory.

These achievements are now threatened by the global financial crisis, which weakens the Russian central state and widens existing divisions between the centre and the regions. While the crisis does not portend a revival of a 1990s-style regionalism, it exposes the Kremlin's over-centralization of power in the form of stress within the ruling party, United Russia, and rising internal defections among regional elites. As a result, the regime is increasingly vulnerable to social protest and its potential transformation into anti-regime nationalism.

The 1648 Treaty of Westphalia is regarded by scholars of international relations as the first international agreement that established the concept of sovereignty, introducing the principles of noninterference and the legal equality of states. In recent times, this concept has been challenged by the
global convergence of many states and innumerable non-state actors, leading to what has become known as ‘global governance’. It is in the midst of such global transformation that the European Union (EU), which evolved five decades ago, aims at making a major impact by uniting the nations of Europe.
The EU undoubtedly is as an exemplary regional organization, one that other continents such as Africa are trying to mimic. This research will argue that the EU has emerged as a global power that can counterbalance the power of the US and other nascent economic and political powers. However, the Union faces major challenges that can render it redundant if not proactively dealt with. The research will examine the challenge of the absence of a European identity which results from the lack of democratic legitimacy, and also the issue of regional inequality or the uneven levels socio-economic development among Member States.
These are issues that, despite the relative success with the euro and through trade agreements, will not engender a strong European culture or people outside the boundaries of their respective states. Vivien Schmidt calls it a “fragmented democracy” (2004; 982), and Blacksell and Williams (1994) see the Union as a “capitalist organization characterized by class and income inequalities.” By focusing on such debates, the research seeks to build on the knowledge and literature already existing on the EU. The paper will also seek to offer alternative suggestions and ways the Union can best handle the many tests of these globalizing times.
Regional Organizations and International Politics: Japanese Influence over the Asian Development Bank and the UN Security Council

Japan has consistently sought influence over the United Nations Security Council (UNSC), a platform from which it... more Japan has consistently sought influence over the United Nations Security Council (UNSC), a platform from which it seeks to shape global affairs. As Japan has a privileged position in the governance of another international organization – the Asian Development Bank (ADB) – we investigate whether Japan leverages its power in this international financial institution to facilitate project loans for the elected members of the UNSC. Analyzing panel data of ADB loan disbursements to 24 developing member-countries from 1968 to 2009, we find evidence that temporary UNSC membership increases ADB loans particularly during the post-1985 period, when Japan asserted greater influence in multilateral organizations. We estimate an average increase of about 30 percent in ADB loans when countries serve on the UNSC. Because of Japan’s history of imperialism and the regional tensions generated by the powerful US-Japanese alliance, the ADB provides a convenient mechanism by which to obfuscate favors for politically important countries. The organization can be used as a “nonpolitical cloak” to “legitimize controversial policies, helping Japan to share the risks and the blame” (Yasutomo 1993a: 339).

Se basa fundamentalmente en la aplicación de la Teoría de los Complejos de Seguridad Regional de la Escuela de Copenhague y el desarrollo teórico de la comunidad de seguridad de Karl Deutsch. El presente trabajo desarrolla un estudio estructurado de la realidad internacional para lograr un mejor control de las variables intervinientes y de este modo realizar una explicación comprehensiva de la arquitectura de la seguridad global.

Świat arabski jest regionem geograficznym, który cechuje się najmniejszym stopniem wewnętrznych powiązań handlowych i... more Świat arabski jest regionem geograficznym, który cechuje się najmniejszym stopniem wewnętrznych powiązań handlowych i ekonomicznych. Eksplorując uwarunkowania relatywnego zacofania społeczno-gospodarczego regionu, opracowanie prezentuje zróżnicowane sposoby postrzegania globalizacji w świecie arabskim oraz różne ujęcia problematyki rozwoju w islamie jako nadrzędnej ideologii regionu bliskowschodniego. Jednocześnie, w efekcie analizy dotychczasowych doświadczeń państw arabskich w zakresie regionalnej współpracy politycznej i gospodarczej, podjęta zostaje próba wskazania przyczyn niewłaściwego funkcjonowania regionalizmu. Za czynniki najbardziej istotne uznane są: wpływ aktorów międzynarodowych, problemy w relacjach między państwami arabskimi, sytuacja wewnętrzna oraz specyfika gospodarki w regionie. Autor konkluduje stwierdzeniem, że w obliczu globalizacji i wyzwań rozwojowych jakie stoją przed światem arabskim, region prędzej czy później będzie zmuszony do otwarcia się na handel międzynarodowy oraz przynajmniej częściową demokratyzację.
