A methodology is provided for the application of Light Detection and Ranging (LiDAR) to automated solar photovoltaic... more A methodology is provided for the application of Light Detection and Ranging (LiDAR) to automated solar photovoltaic (PV) deployment analysis on the regional scale. Challenges in urban information extraction and management for solar PV deployment assessment are determined and quantitative solutions are offered. This paper provides the following contributions: (i) a methodology that is consistent with recommendations from existing literature advocating the integration of cross-disciplinary competences in remote sensing (RS), GIS, computer vision and urban environmental studies; (ii) a robust methodology that can work with low-resolution, incomprehensive data and reconstruct vegetation and building separately, but concurrently; (iii) recommendations for future generation of software. A case study is presented as an example of the methodology. Experience from the case study such as the trade-off between time consumption and data quality are discussed to highlight a need for connectivity between demographic information, electrical engineering schemes and GIS and a typical factor of solar useful roofs extracted per method. Finally, conclusions are developed to provide a final methodology to extract the most useful information from the lowest resolution and least comprehensive data to provide solar electric assessments over large areas, which can be adapted anywhere in the world.

Five years after joining the European Union, Romania and Bulgaria continue to lag behind not only in the absorption of European funds, but also in reaching the planned regional development targets for 2015. The present report unveils two major causes which represent impediments not only for the proper implementation of the Regional Operational Programme 2007 – 2013 without whose elimination the improvement of the Agencies for Regional Development administrative capacity for the next 2014 – 2020 Financial Framework would be impossible:
- The weak correlation between the objectives of the National Development Plan, the targets of the Programme in question and the actual work at regional level;
- The present centralized approach which does not allow the regions to prioritize between projects according to the local development needs, nor does it encourage the strengthening of their administrative capacity for the future Framework.
Such factors prevented these funds from reaching their planned impact, despite the fact that the absorption rate is superior to the other types of available funds in Romania. The measures that would allow Romania to reach all the pre-established targets are belated for the current framework, but it is vital for the next 2014 – 2020 period that the institutional, legal and procedural structure are reorganized in favour of an empowerment of regions versus the centre.

The paper gives a comparative analysis of the territorial development in the Belgrade
metropolitan area and in the region of the Danube river basin in Serbia. An identification of main results is
undertaken by application of a regional comparative analysis, shift-share analysis and Spider method. The
paper shows that the consideration of the national share, industrial mix and regional share in total shift share
of both regions indicate very strong process of deindustrialization. It is evaluated that allocative component of
economic growth of Belgrade and Danube basin regions has positive value, reflecting the above-average
sectoral productivity in these regions compared to the national average. The empirical results show that interregional
differences in economic growth are almost entirely explained by the differences in regional
specificities in terms of employment. Results are important for the increase of regional competitiveness and
territorial distribution in this area.

The package r.sun within the open source Geographical Resources Analysis Support System (GRASS) can be used to compute... more The package r.sun within the open source Geographical Resources Analysis Support System (GRASS) can be used to compute insolation including temporal and spatial variation of albedo and solar photovoltaic yield. A complete algorithm is presented covering the steps of data acquisition and preprocessing to post simulation whereby candidate lands for incoming solar farms projects are identified. The optimal resolution to acquire reliable solar energy outputs to be integrated into PV system design software was determined to be 1 square km. A case study using the algorithm developed here was performed on a North American region encompassing fourteen counties in Southeastern Ontario. It was confirmed for the case study that Ontario has a large potential for solar electricity. This region is found to possess over 935,000 acres appropriate for solar farm development, which could provide 90 GW of PV. This is nearly 60% of Ontario’s projected peak electricity demand in 2025. The algorithm developed and tested in this paper can be generalized to any region in the world in order to foster the most environmentally-responsible development of large-scale solar farms.

This paper aims to study whether the local variation in unemployment rates is related to labour turnover and what is... more This paper aims to study whether the local variation in unemployment rates is related to labour turnover and what is the sign of such relationship. In addition, the paper aims to assess the relative impact of inflow and outflow from unemployment on the dynamics of the local unemployment rate. The empirical analysis is based on a newly available unique dataset from the employment registry of a transition economy (Poland), encompassing nine years of monthly data (from 2000 to 2008) at a county (poviat) level. We find that turnover, as well as inflows and outflows separately, are ceteris paribus positively related to the unemployment level. This general conclusion is robust to sub-sampling that addresses potential heterogeneity of the analysed local labour markets. It is also robust to the use of different panel estimators, such as fixed effect and alternative GMM specifications, as well as for spatial clustering of poviats. Nonetheless, point estimators differ, reflecting the diverse adjustment patterns. We also find that elasticity is larger in the case of the inflow rate than for the outflow rate. Finally, we demonstrate that the effect is stronger in low unemployment regions.

Purpose: The purpose of this explanatory study is to evaluate factors that contribute to the frequency of municipal... more Purpose: The purpose of this explanatory study is to evaluate factors that contribute to the frequency of municipal annexation among select southern U.S. cities with populations between 25,000 and 50,000. The research method is analysis of aggregated data in order to explain factors contributing to the frequency of municipal annexation. Data on 160 cities from select southern U.S. states were compiled to understand the effect, if any, that form of government, age of municipality, demographic disparities between city and county, competition, and statutory annexation authority have on frequency of municipal annexation. Overall findings suggest that three of the five factors do not significantly contribute to the frequency of municipal annexation. However, competition and statutory annexation authority are found to be related to frequency of annexation. In particular, the effect of statutory authority on frequency of annexation is opposite of the expected effect.

We present an analytical framework for analyzing the functions of failure and success ascriptions in public... more We present an analytical framework for analyzing the functions of failure and success ascriptions in public administration. The framework incorporates concepts and insights from Michel Foucault, Mieke Bal, and other discourse theorists, enriched with notions derived from Niklas Luhmann's theory of social systems. The Dutch system of spatial planning serves as a context to investigate the rhetorical functions, performance, discursive configurations, and consequences of success and failure. Two cases nested in the Dutch context are used to elaborate on the performance and performativity of success and failure. We discuss the performance of success and failure in terms of productive competition between discourses and organizations, and emphasize the self-reinforcing nature of success and failure ascriptions in the creation of developmental pathways of the governance system.

O município de Cascais possui uma carta arqueológica desde 1991, tendo tido uma acção pioneira na utilização da... more O município de Cascais possui uma carta arqueológica desde 1991, tendo tido uma acção pioneira na utilização da informação nela contida em instrumentos de gestão territorial de âmbito municipal. Embora a Carta Arqueológica do Concelho de Cascais continue a ser uma referência fundamental na gestão do património cultural do município, é sentida a necessidade da sua revisão a vários níveis, desde a actualização de conteúdos face à presente da ocupação do espaço, até à sua adequação a mecanismos de ordenamento e gestão do território. Apresentam-se os desafios que se colocam a esta revisão, orientada pelo princípio de que a Carta Arqueológica de Cascais se deve assumir como (mais um) instrumento de planeamento do município. Dá-se a conhecer o trabalho que está a ser desenvolvido com recurso a sistemas de informação documental e geográfica, na perspectiva da gestão em rede e da eficaz disponibilização da informação.
