Labour turnover and the spatial distribution of unemployment. A panel data analysis using employment registry data

This paper aims to study whether the local variation in unemployment rates is related to labour turnover and what is... more This paper aims to study whether the local variation in unemployment rates is related to labour turnover and what is the sign of such relationship. In addition, the paper aims to assess the relative impact of inflow and outflow from unemployment on the dynamics of the local unemployment rate. The empirical analysis is based on a newly available unique dataset from the employment registry of a transition economy (Poland), encompassing nine years of monthly data (from 2000 to 2008) at a county (poviat) level. We find that turnover, as well as inflows and outflows separately, are ceteris paribus positively related to the unemployment level. This general conclusion is robust to sub-sampling that addresses potential heterogeneity of the analysed local labour markets. It is also robust to the use of different panel estimators, such as fixed effect and alternative GMM specifications, as well as for spatial clustering of poviats. Nonetheless, point estimators differ, reflecting the diverse adjustment patterns. We also find that elasticity is larger in the case of the inflow rate than for the outflow rate. Finally, we demonstrate that the effect is stronger in low unemployment regions.

Chorography is a little-known field of theory and practice concerned with the significance of place, regional... more Chorography is a little-known field of theory and practice concerned with the significance of place, regional description/characterization, local history, and representation. A well-established discipline and methodology with demonstrable roots in antiquity and an important role in the development of antiquarian research, regional studies and the establishment of modern archaeology, chorography is useful for understanding the history of scholarship and may continue to provide sound theoretical principles and practical methods for new explorations of archaeological monuments and landscapes. This paper discusses the historical uses of chorography, beginning with practitioners from classical antiquity but emphasizing the uniquely British chorographic tradition of the sixteenth through eighteenth centuries. Attention is also given to more recent efforts at exploring this tradition by literary scholars, historiographers and archaeological theorists. Careful analysis of works of—and about—chorography allows for the explication of key theoretical principles and practical methods, which are presented and elaborated upon. It is argued that chorography offers a coherent, viable and valuable approach to evaluating the long-term significance of landscapes, monuments and regions, crossing conventional disciplinary divides and connecting past and present. The paper concludes with some thoughts on the benefits of chorography for contemporary research and its potential role in modern archaeology.

We find that higher unemployment... more This paper looks at regional unemployment inequality using individual-level data. We find that higher unemployment regions are those with higher inflow rates to unemployment rather than higher durations of unemployment. This indicates that high unemployment is related to high rates of destruction of job-worker matches in Poland. Econometric analysis of the probability of flowing into unemployment from a job reinforces this impression, showing how middle-aged workers in particular and also those in manufacturing are much more likely to enter unemployment if they live in high unemployment counties. These results are evidence against theories of regional unemployment, which work through variations in the rate of job-finding.

The article aims to present and discuss estimates of levels of human and social capital in Italy’s regions over the... more The article aims to present and discuss estimates of levels of human and social capital in Italy’s regions over the long term, i.e., roughly from the second half of the nineteenth century up to the present day. The results are linked to newly available evidence for regional value added in order to begin to form an explanatory hypothesis of long-term regional inequality in Italy: convergence in value added per capita is tested in light of the neoclassical exogenous growth approach, which incorporates human capital and social capital as conditioning variables into a long-term production function. In contrast with conventional wisdom (e.g. Putnam 1993), we find that social capital was not a significant predictor of economic growth in post-Unification Italy: It grew in importance only in the last decades. Conversely, human capital was more important in the first half of the twentieth century. Results suggest that there was not one single conditioning variable over the long run, thus supporting the view that, in different periods, conditioning variables can be determined by technological regimes.

This chapter seeks to deconstruct the implications of shifting security’s frame of reference from the state to the... more This chapter seeks to deconstruct the implications of shifting security’s frame of reference from the state to the individual, and the potential for this scalar adjustment to be colonized by the purely economic goal of market preservation. These concerns are placed in the empirical context of Cambodia’s UN sponsored transition in the early 1990s, which effectively served as the pilot programme of the emerging human security agenda. The UN’s orchestration of the Cambodian ‘peace process’ is argued to have allowed the organization to formalize the newly minted human security doctrine during a self-congratulatory fervor that followed in the wake of what was presumed to be a successful transition to peace. However, the violence that swelled both during and after the transition reveals the human security discourse as deceptive, having very little to do with the prevention of violence other than in a rhetorical sense. Rather, the (in)actions of the international community in response to extrajudicial murders, threats of secession, electoral fraud, and coup d'état suggest that human security can be read as a pretext that effectively translates into the acceptance and promotion of the political status quo, as secured hegemony for the reigning political party means a secured marketplace open to foreign interests.

Focusing exclusively on external forces risks producing an over-generalized account of a ubiquitous neoliberalism,... more Focusing exclusively on external forces risks producing an over-generalized account of a ubiquitous neoliberalism, which insufficiently accounts for the profusion of local variegations that currently comprise the neoliberal project as a series of articulations with existing political economic circumstances. Although neoliberal economics were initially promoted in the global south through the auspices of structural adjustment programs designed by the International Financial Institutions, powerful global south elites were only too happy to oblige. Neoliberalism frequently reveals opportunities for well-connected government officials to informally control market and material rewards, allowing them to easily line their own pockets. It is in this sense of the local appropriation of neoliberal ideas that scholars must go beyond conceiving of ‘neoliberalism-in-general’ as a singular and fully realized policy regime, ideological form, or regulatory framework, and work towards conceiving a plurality of ‘actually existing neoliberalisms’ with particular characteristics arising from mutable geohistorical outcomes that are embedded within national, regional, and local process of market-driven socio-spatial transformation. What constitutes ‘actually existing’ neoliberalism in Cambodia as distinctly Cambodian is the ways in which the patronage system has allowed local elites to co-opt, transform, and (re)articulate neoliberal reforms through a framework that ‘asset strips’ public resources, thereby increasing peoples’ exposure to corruption, coercion, and violence. It is to such an 'articulation agenda' that this article attends, as in seeking to provide a more nuanced reading to recent work on neoliberalism in Cambodia by outlining some of its salient characteristics, I reveal a more empirical basis to theorizations of ‘articulated neoliberalism’.

Over the two last decades, the regional policies have increasingly met the need to foster the economic competitiveness of regional and local economies, in order to face globalisation challenges. However, these actions have privileged the direct competition, oriented to catch investment and consumption flows by improving the regional/local attractiveness, than the indirect one, which is based on the social and institutional interplay involving the regional/local actors.
The increasing relevance of the indirect competition brings back on stage the public sector, namely the various levels of territorial government. Yet, the most successful experiences in Europe demonstrate that this renaissance of the public guide in spatial policies is intimately linked to the involvement of local systems of actors and implies a ‘constructed’ idea of territory. This paper seeks to enlighten some features of this process, introducing the concept of multilevel governance and place-based policies as the basic building blocks of the regional policies.

El món s'està fent petit. En l'actualitat, amb l'expansió de la política global i
dels contractes econòmics a escala internacional, està creixent la demanda de
coneixement del món que ens envolta, que va més enllà de les fronteres del
propi país. És per això que l'estudi de la geografia regional del món té un paper
cada vegada més important.
El problema, però, sorgeix quan es vol regionalitzar i estudiar la diversitat o
la convergència d'aspectes entre regions. Com que la superfície de la Terra pot
ser subdividida en multituds d'escales, d'acord amb la varietat de mètodes i de
criteris, establir uns criteris de regionalització a escala mundial és un treball de
molta envergadura, que depèn del context i dels requeriments de cada estudi
en particular.
És per aquest motiu que la regió s'ha estudiat des de molts enfocaments teòrics,
i és reiteratiu que es parli del concepte de regió com una construcció
intel·lectual o un estat de la ment.

Teza de la care a pornit acest demers științific a fost aceea că
actualele regiuni de dezvoltare, valabile din 1998, nu sunt structuri “naturale”, și implicit funcționale, capabile să susțină și ulterior, să impună o dezvoltare regională echitabilă. Deși o serie de instituții publice încearcă să copieze comportamentul spațial în propriile structuri regionale, soluția aleasă se dovedește a fi o decizie pur politică, fără o justificare științifică. În schimb, mediile private nu urmăresc caroiajul non-administrativ al acestora, structurile lor regionale fiind definitivate ca urmare a unor tendințe adaptate noilor cerințe socio-economice.

Some time between 2005 and 2010 the country’s population began to shrink and, although history has an unerring, and unnerving, habit of delivering unexpected outcomes, based on current trends the National Institute of Population and Social Security Research projects that the nation will continue to decline in size at a rate of approximately 800,000 people per year between 2010 and 2050. This is equivalent to losing a city the size of Niigata—Japan’s 15th largest—annually for the next forty years. Alongside this the country is getting progressively older, and ageing is expected to reduce the size of the labour force still further such that Japan’s ratio of dependents to active workers will approach 1 to 1 by around 2030. These two interdependent processes therefore have the potential to deliver great changes to the country in the coming decades.
