Connecting the Port and City of Prince Rupert- An Institutional Analysis

Prince Rupert, British Columbia is a small port city located on British Columbia’s northern coast, approximately two... more Prince Rupert, British Columbia is a small port city located on British Columbia’s northern coast, approximately two days sail closer to Asian ports and manufacturing centers than Vancouver. Although port development remained relatively stagnant for much of the past century, a combination of rapidly growing Asian commodity markets and institutional change with regards to Canadian port governance led to the Port of Prince Rupert’s rapid development of port facilities during the past decade, particularly within the past five years. While the Port of Prince Rupert’s recent growth has proven to be astronomical, the same cannot be said for the local economy within the City of Prince Rupert. This paper intends to investigate the historical and institutional factors causing the economic divide between the Port and City of Prince Rupert, how this Port-City compares to the similar Port-City of Richards Bay, South Africa, and how future Port development at Prince Rupert could better include the local community, of which the Port is a part.

The first analysis was carried out using data which were collected from surveys amongst the
owners of 36 privately owned farms and the managers of 14 limited partnerships. The data
cover the period between 1994 and 1997.
The incentive to conduct research on large farms in the Gorzów Voivodeship using the Data
Envelopment Analysis method (DEA) lay in the outcome of various earlier studies on the
financial standing of limited partnerships leasing real estate from APA in the Gorzów
Voivodeship in 1996 and 1997. Apart from general adjustment processes, these inquiries
proved that, in 1997, the economic condition of the farms analysed was worse when compared
to the situation in 1996; the following ratios worsened: the financial support ratio, the liquidity
ratio, the turnover ratio, the profitability ratio and the cost level ratio (see Świtłyk, 1998,
1999).
These results determined the focus of our research, namely input efficiency in particular
limited partnerships. The base of our calculations was a research model which consisted of
efficiency measures focusing on firms’ inputs The analysis was carried out on a sample of 90
firms in the years between 1995 and 1997 (30 firms every year). Other data material was
collected from national statistical office reports on incomes, costs and financial results (F-O1)
and statistics about land usage, crop area and yields (R-O5).
In the next section we briefly discuss privatisation in agriculture. Sections 3 and 4 present
results from our survey. Section 5 concludes.

In this paper, I conduct an historical examination of the nature of local radio ownership and regulation in Aotearoa... more In this paper, I conduct an historical examination of the nature of local radio ownership and regulation in Aotearoa New Zealand. Currently much of local radio is mass-branded and privately owned by a foreign-owned corporate oligopoly of two major networks: Mediaworks and The Radio Network. Yet, local provincial radio has a diverse history of change through successive government policy and regulation. Radio began under private ownership. The state then took control and ownership of private radio. Private broadcasting licences were not allowed to be issued until the 1970s. Following the 1980s, deregulation and privatisation occured. By examining a history of provincial radio broadcasting in Aotearoa New Zealand, I uncover the various regulatory frameworks between the 1920s and 1990s that have contributed to the development of local radio where the majority of its ownership is represented today through homogeneous, networked brands.

Communicative informatics reflects the interactive complexity of web-based communication and a paradigm shift away... more Communicative informatics reflects the interactive complexity of web-based communication and a paradigm shift away from mass communication. Three discursive spheres (database and information systems, human computer interaction, and active audiences) work together to control online communication openness and its consequences for post-mass media society’s public common. This has implications for communication freedom, creativity, and constraints in an information-based society. Four propositions shed light on how online audience activity is encouraged by and imperative to corporate interests; how audience creativity can create, accept, or reject messages; how the online audience is monitored; and how online rhetoric can produce or inhibit public commons. Evidence shows that social media’s corporate interests can be at odds with online privacy and citizen communication. This tension is explored with a unique focus on rhetoric, argument, and the communication between audience members and Internet-based corporate media by way of digitized communication feedback loops.
