Through HRM this paper deals with police organization as part of public administration. Based on European pilot study it analyzes the leadership competencies’ impact on successful change management in police organizations. Change management is measured with the change-performance measurement model through the transformation of cultural values in public administration organizations. Preliminary results show that traditional and new cultural values co- exist within the organization, and there is a statistically significant correlation between them. Also, significant positive correlation exists between new cultural values and ‘acceptance and approval to change'. The implications of these findings for police organizations are discussed.

Abstract
In this paper we examine the extent to which organizational culture, police enforcement strategies, and occupational role influence the job satisfaction of police officers in Slovenia. More specifically, we ask if these factors shape perceptions of satisfaction among police officers working in different departments and to what extent they differ among various occupational groups within the same organization. These groups include law enforcement officers, police investigators, and state border officers. Using data from a sample of 995 Slovenian police officers, our analyses suggest that officer demographic characteristics alone do little to explain variation in job satisfaction, whereas the introduction of organizational and environmental factors such as opportunities to innovate, perceptions of citizen cooperation, and job challenges vastly improve the models. Similarities and differences between the occupational groups are discussed, along with implications for policy and future research.

This paper deals with the presentation of police activities and crime in the mass media. We carried out a literature review in which we focused upon the construction of a theoretical framework for further qualitative research of media reports about a selected case of police activity. The paper has
two objectives: first, to find out how the media report police activities and crime and, second, to compare and contrast reports from different media. In this case we have focused especially on the media representation of police activities concerning a specific case, a bank robbery in Ljubljana.
In the theoretical part of the paper we explain our views on media reports about crime, factors that influence people working within the media (for example, the occupational context of journalist and editor roles) and the influence of the media on crime perception and fear of crime. We have also focused on the connection between media interests (defined by their commercial nature as private companies) and the consequence of such commercial characteristics upon the media content. In the second part of the paper we present our qualitative research in which we have used macro-preposition analysis of media reports to focus upon media coverage of the bank robbery in Ljubljana and subsequent police activities.

Purpose
This study describes peacekeeping issues found in the journal of Armed Forces & Society. Peacekeeping is an important aspect of civil-military relations because it attempts to normalize the relationship between society and the armed forces of a nation. As the premier journal on civil-military relations Armed Forces & Society should cover topics dealing with peacekeeping. Peacekeeping operations are undertaken to repair the negative relationship between a society and its armed forces. The journal has proven to be the benchmark in discussing civil-military relations and therefore should incorporate content on peacekeeping.
The peacekeeping issues are organized using a taxonomy found in Report of the Panel on United Nations Peacekeeping Operations. This study breaks down peacekeeping operations into four categories and describes the level of discussion Armed Forces & Society gives to each category. This study illustrates how the journal Armed Forces & Society, contributes to the scholarly literature of peacekeeping.
Methodology
Peacekeeping is reduced to four major categories. Categories used in the content analysis include: internal characteristics, operational characteristics, authorization characteristics and the political and military context of a peacekeeping operation. The categories of peacekeeping operations are modeled on a framework derived from the United Nations' Report of the Panel on United Nations Peacekeeping Operations produced in 2000. A content analysis of articles found in the journal Armed Forces & Society from the first issue in 1974 to the October 2009 issue is used to describe the peacekeeping content.
Results
This study measures and describes the frequency of discussion by Armed Forces & Society concerning peacekeeping operations. Peacekeeping categories and sub-categories are ranked to show the level of contribution made to the peacekeeping literature. Peacekeeping issues such as personnel, personnel behavior and training are discussed at length and contribute greatly to the peacekeeping discussion. Some areas of peacekeeping, such as the behavior of 3rd party actors, Security Council Mandates and the command and control of an operation are partially represented. After presenting the findings of this study recommendations are made to assist future scholars and journal leadership in contributing to the peacekeeping literature.

Cet article entend apporter un éclairage nouveau sur les modalités de la fabrique du droit en contexte colonial à partir de deux discussions juridiques concernant la nature des relations entre les Aborigènes et la police dans les petites villes des Nouvelle-Galles du Sud après la Seconde Guerre mondiale. Le premier cas concerne une série de débats à propos de la justification des pouvoirs spéciaux dont jouissaient les policiers dans les réserves et stations de l’Aboriginal Welfare Board, l’institution coloniale qui avait la charge des Aborigènes de l’État. Le deuxième revient sur l’interdiction qui était faite aux Aborigènes de consommer de l’alcool : il s’agira de décrire dans le détail un procès dont l’issue inattendue, en 1961, conduisit à une remise en cause du droit de la police à arrêter les Aborigènes pour des infractions à l’Aboriginal Protection Act (APA).

We start with a broad overview of how employees are selected, then focus on what is going on in today’s police departments. The same strategy is used in our presentation on promotion systems before we move on to specific issues confronted when organizations engage in assessment and use the information to make employment decisions. The chapter concludes with a brief over- view of legal issues facing police agencies as they attempt to identify talent to join the organization or to move up the rank structure and how we can successfully design and implement programs that encompass best practices and avoid legal complications.
