Abstract
While it is officially recognized that Kenya is a multilingual state, necessary mechanisms for the effective management of this diversity have not been effected. With English and Kiswahili occupying the "official language" positions, the other more than forty local languages are excluded and have no "official" recognition. The relatively recent development of vernacular mass media has not only provided an impetus for the re-examination of the status of indigenous languages in Kenya, it has also brought with it opportunities and challenges which are yet to be critically examined. Many questions are being raised regarding the status of the vernacular mass media, their possible influence on the local languages, the possible challenges they raise within the national language policy, and their role in the public domain. This paper addresses these questions and examines the relationship between the
vernacular mass media and the Kenyan indigenous languages.

This essay seeks to provide parallel and interchangeable approaches to teaching Ramón del Valle-Inclán's challenging... more This essay seeks to provide parallel and interchangeable approaches to teaching Ramón del Valle-Inclán's challenging play Luces de bohemia. A greater understanding of the cultural and mental frameworks of the early twentieth-century Spanish spectator will permit students to penetrate the dense intertextuality that characterizes Valle's best-known work. To this end, I outline two approaches that can be used separately or in tandem: 1) a study of the Spanish commercial stage at the dawn of the twentieth century and the revista genre; 2) an investigation of the rise of Spanish journalism in the late-nineteenth and early-twentieth centuries. These thematic studies give students the proper insight to understand the episodic structure, endless parade of characters, and countless historical and political allusions in Luces de bohemia as an attempt to reconstruct the frenetic public life of early twentieth-century Spain.

La comunicación política española arranca en los años de la Transición Política. Un retorno a la democracia que se traduce en la actualización del sistema político, reincorporando antiguos actores e incorporando a otros nuevos, en las nuevas formas de comunicación. Un corto período de tiempo, el que separa el arranque de la democracia hasta el momento actual, en el que la comunicación política española ha evolucionado, de manera temprana, en sus formas, adaptándose a las prácticas mayoritarias de las sociedades europeas y estadounidense. La profesionalización de los partidos políticos, el empleo de las técnicas y herramientas del marketing comercial, la personalización, son características de la nueva comunicación política española que resultan coincidentes con el modelo estadounidense.
Spanish political communication starts in the years of the Political Transition, a return to democracy that translates into an updating of the political system, re-incorporating old actors and adding other new ones, in new forms of communication. This is a short period, between the start of democracy and the present moment, during which forms of Spanish political communication have evolved in an early fashion, adapting to the majority practices of European and American societies. The professionalization of political parties, use of the techniques and tools of commercial marketing, personalization... are characteristics of the new Spanish political communication that coincides with the American model.

El siguiente artículo entrega importantes antecedentes para comprender la construcción periodística en torno a la delincuencia juvenil en Chile. Los resultados aquí expuestos fueron el producto de una investigación encargada por UNICEF, cuyo objetivo fue describir la cobertura mediática de la entrada en vigencia de la Ley de Responsabilidad Penal Juvenil (LRPJ) en Chile. En el análisis de los resultados se constató que las principales fuentes utilizadas por los discursos periodísticos son aquellas consideradas ‘oficiales’ (actores políticos) y aquellos que están vinculados al sistema judicial/penal. Además, los dichos de estas fuentes suelen ocupar lugares más destacados dentro de la construcción de la noticia.
Abstract
This article presents important background information to understand the journalistic construction around Youth Crime in Chile. The results here shown were the outcome of research commissioned by UNICEF, which aimed to describe the media coverage related to the rule of the Youth Penal Responsibility Law (LRPJ) in Chile. The analysis of the results confirmed that the main sources used by journalistic discourses are those considered ‘official’ (political actors) and those linked to the judicial/penal system. In addition, what these sources say is usually placed in the most prominent places in the news’s construction.

The issue of potential media effects on psychological health of youth and young adults has been debated
for decades. Research on media effects has not always been consistent. One issue that has been raised
regards whether the relatively modest media effects found in some research might be explained through
mediating personality variables. This hypothesis was examined in three samples of young adults: Mexican–
Americans (n = 232), Croatians (n = 455) and English (n = 150). Results indicated that trait aggression
was a consistent predictor of both violent crimes and depression across samples. General
personality variables were less consistent predictors of violence, although neuroticism consistently predicted
depression across samples. Media violence exposure did not predict negative outcomes except
among Croatians for whom exposure to violent video games predicted fewer violent crimes, and exposure
to television violence predicted increased violent crimes.

Las formas en que el cine se ha insertado en el inconsciente no sólo se quedan en la aportación de personajes y sus cualidades, actores o escenarios, sino que las tramas oníricas pueden tener una inferencia directa en cómo sueñan hoy día los universitarios: invasiones extraterrestres, holocaustos zombie, persecuciones de terroristas o de asesinos seriales. Las tramas del sueño encuentran cierta configuración a partir de las tramas televisivas o cinematográficas.
Este estudio es resultante de un trabajo doctoral en el que se analizan dos grupos sociales de estudiantes universitarios de la carrera de Comunicación. El prmer grupo es de una escuela de paga, mientras que el segundo es de una universidad pública. Los resultados apuntan hacia las similitudes más que a los contrastes que entre ambas comunidades surgen a partir de lo que se reproduce en sus fantasías nocturnas y sus imágenes oníricas. El sueño es una estructura delatora de lo que inconscientemente se selecciona como material representativo de la vida cotidiana. Esto nos lleva a la deliberar sobre los contenidos del sueño pues aún, hoy en día en un mundo moderno, la gente sigue tomando decisiones a partir de lo que se le presenta en el mundo onírico. Cabría preguntarse si las imágenes cinematográficas tienen algún efecto en estas decisiones diarias.

Growth in popularity of computer (video) games is a noticeable change in recent years. Electronic entertainment increasingly engages the wider society and reaches to new audiences by offering them satisfy of wide variety of needs and aspirations. As a mass media games not only provide entertainment, but they are also an important source of income, knowledge and social problems. Article aims to bring closer look on the common areas of games and comics. On the one hand designers and artists working on games are often inspired by comic books, as well as they create their licensed adaptations and separate „interactive issues”. On the other hand more and more often we can see comics based on popular games. Study present the areas of agreement, cooperation or dependence like: technologies used to create games and comic books, use of comic books to comment events in the gaming industry and organization of exhibitions or events popularizing the works from both fields.

W ostatnich latach dostrzegalny jest wzrost popularności gier komputerowych (wideo). Elektroniczna rozrywka angażuje uwagę coraz to szerszych kręgów społecznych i dociera do nowych grup odbiorców oferując im zaspokojenie najrozmaitszych potrzeb i aspiracji. Jako środek masowego przekazu gry dostarczają nie tylko rozrywki, ale stanowią też istotne źródło dochodów, wiedzy i problemów społecznych. Celem artykułu jest przybliżenie wspólnych obszarów gier i komiksu. Z jednej strony projektanci i artyści pracujący nad grami często czerpią inspirację z komiksów, jak również tworzą ich licencjonowane adaptacje i odrębne, „interaktywne numery”. Z drugiej zaś coraz częściej publikowane są komiksy bazujące na popularnych grach. Opracowanie przedstawia również takie obszary porozumienia, współpracy, bądź zależności jak: technologie wykorzystywane przy tworzeniu gier i komiksów, zastosowanie komiksów w komentowaniu wydarzeń branży gier oraz organizowanie wystaw i imprez popularyzujących twórczość z obu dziedzin.

This dissertation seeks to improve our understanding of the process by which emotions enable citizens to learn about public affairs and engage in political activities during electoral campaigns. It advances a theoretical model that incorporates the dynamics of emotions, various forms of media use, interpersonal communication and political involvement. This affective citizen communication model integrates into a single framework the insights of affective intelligence theory (Marcus, Neuman, & MacKuen, 2000) and the work on communication mediation (McLeod et al., 1999, 2001) and its two iterations, cognitive mediation (Eveland, 2001) and citizen communication mediation (Cho et al., 2009; Shah et al., 2005, 2007). More specifically, it suggests that the effects of emotions triggered by political candidates (e.g., enthusiasm, anxiety, anger) on knowledge of the candidates’ stands on issues and on political participation are largely mediated by communication variables, including news media use, political discussion and debate viewing. By positing emotions as an antecedent of both mediated and interpersonal communication, the study extends current research based on affective intelligence theory. At the same time, the study adds emotions to communication mediation processes, which to date have been studied from a mostly cognitive perspective.
To test the relationships between the variables identified in the affective citizen communication model, I rely on panel survey data collected for the 2008 and 2004 U.S. presidential elections by the American National Election Studies (ANES) and the National Annenberg Election Surveys (NAES), respectively. Two types of structural equation models are tested, cross sectional (to relate individual differences) and auto-regressive (to relate aggregate change across waves). Results suggest that positive emotions spark media use, whereas negative emotions spark political discussions, and both types of communication behavior influence issue knowledge and participation in campaign activities. Furthermore, the theorized structure is found to perform better than an alternative structure where communication variables cause positive and negative emotions. Thus, results provide strong support for the proposed affective citizen communication model. Refinements to the proposed model, connections with existing theories of political communication, such as agenda setting and partisan selective exposure, and directions for future research are also discussed.

Traditionally, the mass media has been identified as not only a significant factor in opinion-formation, but also an essential tool for an active and legitimate democracy. When Irish citizens went to the polls to vote on the European Union’s Lisbon Treaty in June 2008, the Irish media provided a major if not the most important source of facts, arguments and other information on which voters based their decisions.
This study of the Irish media’s coverage of the referendum questions the effectiveness of the Irish print media in adequately preparing citizens to make a properly informed decision in the 2008 referendum and how this compares to coverage prior to the second referendum in the autumn of 2009. This question, therefore, indirectly asks whether referendums are an appropriate democratic mechanism for complex issues that may lack salience and understanding among the general population. The discussion provides an empirical study of the media coverage of the referendum in three Irish daily newspapers in the week preceding each referendum. The empirical analysis tests the theoretical concept of the media as an “information shortcut” to making an informed decision.
The Irish Independent and the Irish Times as well as the Evening Herald, a tabloid, are analyzed for attitudes regarding the treaty, accuracy, and utility of the published arguments. The observations reveal that while there was certainly no lack of coverage of the Lisbon referendum in 2008 or 2009, the coverage failed to provide citizens with the adequate tools to make a reasonably informed decision. With this in mind, it is appropriate to suggest that the referendum did not perform the democratic function it was designed for.

Changes to how police forces in England and Wales are working to manage their public image in an environment of... more Changes to how police forces in England and Wales are working to manage their public image in an environment of heightened accountability and transparency are explored. The locus of control of information shaping the portrayal of the police in the news media is discussed, as is the impact of the Freedom of Information Act 2000. The findings from case studies of two police forces in the East Midlands are reported. The case studies indicate that, whilst police and media co-operation is not a new phenomenon, UK police forces are becoming increasingly proactive, strategic and professionalized in their use of the news media. For their part, the media are dependent on the news ‘fed’ to them on a regular basis by police press relations units. Nevertheless, thanks in particular to their use of the FOIA 2000, the media continue to play a role as independent watchdog and reporter of police activity.
