Factors Influencing Effectiveness of the Provincial Administrative Organizations in Providing Infrastructure Public Services
The objectives of this research were: (1) to study the effectiveness of Provincial Administrative Organizations in... more The objectives of this research were: (1) to study the effectiveness of Provincial Administrative Organizations in providing infrastructure public services under the concept of Balanced Scorecard from 4 perspectives, i.e., internal process perspective, financial perspective, learning and growth perspective and customer perspective; (2) to study factors influencing effectiveness of Provincial Administrative Organizations in providing infrastructure public services under the concept of Steers from 4 types, i.e., the organizational structure, the organizational environment, the individuals in the organization and policy of administration and operation; (3) to create forecasting equations to forecast the effectiveness of Provincial Administrative Organizations in providing infrastructure public services; and (4) to study guidelines for developing the provision of infrastructure public services of Provincial Administrative Organizations. The results revealed that: (1) the effectiveness of Provincial Administrative Organizations in providing infrastructure public services was at a high level; (2) organizational structure factors, organizational environment factors, and the individuals in the organization factors had a positive relationship with the effectiveness of Provincial Administrative Organizations in providing infrastructure public services at a rather high level, and policy of administration and operation factors had a positive relationship with the effectiveness of Provincial Administrative Organizations in providing infrastructure public services at a rather high level; and (3) the variables of organizational culture, communication, change management, strategic management, organizational structure, conflict management, technology, motivation, personnel quality, and politics and law can jointly interpret the variance of the effectiveness of Provincial Administrative Organizations in providing infrastructure public services at 77%.

We begin by sketching a... more The aim of this article is to provide an overview of the emergent Italian Web TV ecosystem. We begin by sketching a summary of the Italian media scenario, focusing on three related aspects: the Rai-Mediaset duopoly, the Berlusconi anomaly and digital revolution of the TV system. We then switch to the Italian digital resistance scenario and describe some of the most interesting experiences developed in the Italian context. In the third part, we dissect and analyze the phenomenon of Italian Web TVs, exploring its roots, legal status, producers and audiences. We conclude by providing a reflection on Italian Web TVs as an ecosystem, both by pointing out some future challenges it will face within the Italian media scenario and by focusing on the role of active citizens and unprofessional producers in changing the scenario and in advocating pluralism and creativeness.

Papers will be selected for publication in one Special Issue of Public Money & Management. The goal of the conference and special issues is to advance the knowledge on a world-wide phenomenon to all public organisations’ stakeholders (academic researchers, practitioners, state and local government organizations, international organisations - such as EC, IMF, WB and OECD - and rating agencies, media and the public, among others) due to its significant implications on the political, social, and economics state of affairs.

I explain why seismic hazard should constitute an issue for development by showing how developing countries suffer disproportionately from the effects of severe earthquakes compared to more advanced economies. I go on to offer reasons for why earthquake mitigation measures have been marginalised within the development community. Finally a series of policy solutions are proposed, casting the earthquake resistance project in terms of a coherent network of knowledge-sharing from the international to the local levels.

Özet
Günümüz dünyasında önde gelen kentsel sorunlardan birisi kentsel yoksulluktur. Bu nedenle gerek merkezî yöntemler gerekse yerel yönetimler, yoksullukla mücadele kapasitelerini artıracak yeni yöntemler bulma arayışındadırlar. Bu bağlamda sosyal belediyecilik, yerel yönetimlerin sosyal risk gruplarına yönelik “eğitim, sağlık, konut” ve benzeri alanlarda hizmetler geliştirme ve özellikle yoksul kesimlere yönelik devlet tarafından belirlenen yoksullukla mücadele politikalarının yerel düzeyde uygulayıcısı olma misyonlarını ifade etmektedir. Bu çalışmada,
(i) sosyal politika perspektifli sosyal belediyecilikle ilgili kuramsal bir arka plan oluşturulması ve (ii) Bursa-Yıldırım Belediyesi örneğinden hareketle bu uygulamaların tüketicileri konumunda olan vatandaşlar tarafından, sosyal belediyeciliğin nasıl algılandığının ortaya konması hedeflenmektedir. Çalışmada, sosyal belediyeciliğin genel olarak belediyenin muhtaç durumda olanları koruması ve yoksulluğun azaltılmasına katkı sağlaması şeklinde “algılandığı” saptanmıştır.

Abstract
Urban poverty is one of the leading urban problems at the present day. For that reason both the central and local governments are seeking to find new methods to increase their capacity to fight against poverty. In this context, the social municipality, refers to the missions of local governments to develop services in education, health, housing and other related areas for social risk groups and to be an implementing institution at local level in fighting against poverty policies which are constituted by the state particularly for poor people. In this study it is aimed to (i) develop a theoretical background in social municipality with a social policy perspective and (ii) reveal how the social municipality is perceiced by the citizens which are at the consumer position of these practises,based on the example of
Bursa-Yıldırım Municipality. The research indicated that the social municipality, in general, is understood as the protection of people in need by the municipality and a contribution in order to decrease poverty.

Making use of knowledge from a wide range of disciplines, this thesis analyses the interactions of culture and economy, particularly regarding the influence of nineteenth-century historiography, on Shetland’s present-day economic development.
Shetland’s local identity concept is strongly influenced by this North Sea archipelago’s Norse history. This is in part the result of the islands’ late nineteenth- and early twentieth-century national romantic literature, which was inspired by Continental and mainland British trends in anthropology and philology. The theories of fairy origins proposed in the 1890s by the Edinburgh anthropologist David MacRitchie exerted a great influence on Shetland writers. His theories – since shown to be incorrect – led to the historiographic dehumanisation of the islands’ pre-Norse population and permitted the complete valorisation of the Vikings, most notably in the work of the Shetland author Jessie Saxby. Since the 1930s, a variation of MacRitchie’s theory has been repeated in nearly every local book concerning Shetland folk belief.
These conceptions of history continue to inform the sense of local identity felt by many Shetlanders. This has come into conflict with the local government’s efforts at place brand, tourism, heritage, and economic development, all of which tie into a broader struggle between fostering Shetland’s national awareness and expanding Shetland’s jurisdictional capacity. Particular attention is paid to how history is used variously by the community to express exclusivity and by the local government to promote inclusivity.

En los últimos años, el reconocimiento de los defectos de la democracia representativa y la intensificación de la puesta en práctica de nuevas experiencias participativas, especialmente
en el ámbito local, no han zanjado el debate sobre cómo mejorar las democracias. Incluso los más entusiastas de las virtudes de las nuevas prácticas participativas son capaces también de reconocer sus defectos. Si entre las virtudes pueden reconocerse algunas como su efecto en la mejora de la calidad
de los servicios públicos o el enriquecimiento de la democracia local mediante, por ejemplo, la puesta a disposición de los ciudadanos de un amplio catálogo de instrumentos participativos; del lado de los defectos, se critica principalmente el hecho de que la mayoría de los métodos participativos no
implican la llamada «auténtica participación». Aun así, el desarrollo creciente de estos instrumentos y su análisis cada vez más detallado, hacen que se pueda ser optimista de cara a la mejora de estas iniciativas. En este artículo se trata de ilustrar este argumento mediante el análisis de las experiencias
participativas puestas en marcha por los gobiernos locales de Alemania, Francia, Reino Unido y España en las últimas décadas.
