The authors first identify those articles that contributed to the cumulative knowledge in this domain. A scoping review of the 1,930 papers published in the Journal yielded 126 papers that dealt with online research. Of these, 14 explicitly addressed issues with (and advantages of) online research. The authors summarize their findings, concluding that the Journal’s foresight in this field has positioned it well for understanding and exploiting the Internet. The authors further posit that the cumulative tradition built will be pivotal in the field’s evolution.

The article describes a new combination of methods for identifying a set of online documents to compare with offline documents via content analysis. These three media present very different views of the copyright debate. Hearings present a rough balance of both coalitions' messages. Newspapers lean slightly toward stronger fair use but have little coverage. The online debate features a deluge of strong fair use arguments. These findings highlight different communication strategies and suggest broader lessons about the changing nature of policy advocacy and the policymaking process.

This paper describes a variety of resources available for the health research and public health sector to use for managing and sharing their data. The Go-Geo! service is one resource which offers an SDI for the eclectic range of disciplines using GIS in UK academia, including health informatics.
The benefits of data management and sharing are immense, and in these times of cost restraints, these resources can be seen as solutions to find cost savings which can be reinvested in more research.
History in the making: The NBN roll-out in Willunga, South Australia

On these measures, the South Australian town of Willunga was described as a ‘small rural town’ with ‘dispersed housing’. It thus served as a model for the country constituencies crucial to securing support for the Federal Government’s large-scale infrastructure investment. But what else is there to know about Willunga that made it an ideal first-release site? Are there local histories that shed light on the decision to grant its residents access to high-speed broadband before the rest of the country? This paper shares findings from ethnographic research conducted in Willunga during the 2011 NBN roll-out to answer these questions.

This paper investigated online communication patterns inside of four student project groups. The main goal of this study was to get insights to regularities that influence the selection of specific communication patterns out of the overwhelming range of
online communication applications. A communication pattern was defined to consist of a task, a communication function and a channel. Respondents were told to make conceptual diagrams by connecting pre-defined snippets for tasks, channels and
functions in a way that represents their individual communication for the project. Afterwards they have been interviewed about their conceptual diagrams. The results show that those patterns are influence both by individual group processes and by specific technological factors that are not group specific.

Although statewide testing results suggest that public school students are showing academic improvement, assessing the effectiveness of high-stakes testing policy should consider more complex factors. This research uses the literature to develop a conceptual framework based on three categories or criteria for determining whether high-stakes testing policy is useful. These categories are student learning, student motivation, and student preparation for college. Methods: This study utilizes survey research to describe the attitudes of young college graduates in Texas. The survey was distributed to college graduates between the ages of 21-28 electronically, through email and the online social networking site, Facebook. Descriptive statistics were then used to analyze the results of the survey. Findings: Results indicate that the cohort of young college graduates surveyed have strong opinions regarding the efficacy of high-stakes testing policy. The majority of respondents disagreed that preparing for or participating in high-stakes testing was beneficial for their learning, motivation, or college preparation. Perhaps the most remarkable finding is that high-stakes testing did not stimulate these former Texas public school students' interest, engagement, or creativity in the classroom

Digital democracy and participatory tools. Text in Portuguese. Abstract in English available: The article examines the difficulties faced by government projects aimed at fostering citizens' political participation by using the Internet. After presenting the participatory tools found on two institutional websites (the Brazilian Presidency and the House of Representatives), I examine how the constraints pointed out by a relevant part of the literature in e-participation are reflected on such initiatives. The discussion grounded on empirical evidences highlights the argument that promoting online participation needs more than providing communication resources, since civic culture and other issues are still key factors in influencing our patterns of political involvement. A participatory use of digital tools will then depend more on circumstances such as institutional willingness than on the technical mechanisms available.

Abstract in Portuguese: Esse artigo busca avaliar trocas discursivas realizadas no fórum online do orçamento participativo digital (OPD) de Belo Horizonte, Brasil.

Abstract in English available: This article examines the opportunities of participation offered by six Brazilian Parliament websites: the Federal House of Representatives, and its corresponding Assemblies in five states (Bahia, Goiás, Pará, Rio Grande do Sul, and São Paulo). In order to consider how adequate the participatory resources found in these websites are, one takes into account the deliberative model of democracy. All the experiences but the Federal House of Representatives website are shy regarding the employment of the tools technically available.

Abstract in English available: This article examines specific questions about democracy and digital technologies of communication. The paper begins presenting the notion of public sphere as a guide to evaluate the possibilities of a virtual version of this discursive space. Then, it discusses certain arguments offered by authors for and against the notion of virtual public sphere. Such arguments give the necessary background to develop the proposal of virtual public sphere neither as a genuine discursive space nor as a space that refuses the requisites of a normative public sphere. In other words, this paper defends that most of the discursive spaces found in the internet act in a more efficient way as places dedicated to what is called civic conversation. Most of the debates in lists and online forums serve as a way to improve the given and take of opinions. The conclusion considers that democracy has through the internet an alternative way to foster citizen s participation..

The authors propose an analytical model based on deliberative theories in order to investigate the discussions over this participatory program. The main sample consists of the messages posted by the users (n=375) on the commentaries section. The results show that reciprocity and reflexivity among interlocutors are rare; however, the respect among the participants and the justification levels in several arguments were high during the discussion. The authors conclude that, even in a situation in which there is no empowerment of the digital tools, the internet can effectively provide environments to enhance a qualified discursive exchange. In spite of low levels of deliberativeness, the case study shows that there are important gains concerning social learning among the participants.
