one of the biggest obstacles on the way of using the national information exchange space and internet interactions, is the lack of security and the occasional abuses occurring in the process of financial exchange. Therefore, prevention of the illegal breaching and identification of the crime are among the important issues for financial firms, banks and security centers.
In this paper, an intelligent system of recognition and prevention of users’ abuse has been introduced, which has the capability of recognizing the unusual and suspicious behavior of the users in interaction and exchange-based systems such as electronic banking. Since different users’ behaviors are ambiguous and uncertain, this system has been created based on the phasic theory and as well as my own previous experiences in designing the cyber criminal identification system (cyber police) and is able to classify different suspicious behaviors according to their intensity.

In the 16th century, the length and the scope of both Ottoman–Habsburg and the Ottoman Safavid Rivalry convinced the Ottomans to establish an intelligence network that gathered information in a large geography. Nevertheless, in the war of information between the Ottomans and their rivals, the success of Ottoman information-gathering was intertwined with the efficiency of Ottoman counter-intelligence. In order to gain an advantage in “politics of information”, the Ottoman secret diplomacy successfully refused its enemies a comfort which it sought for itself: access to information about the adversary.

The purpose of this paper is to comment on one of the developments arising from the 2011 summer riots in England, where a website was set up so that the public could identify those involved and report them to the Police. The use of modern technology to identify insurgents could be a response to the lack of working censuses in many areas where stability operations are conducted, seen by some observers as a major weakness.
The central idea is to tell friend from foe, or in classical Maoist terminology, fish from the water, using some of the widely available tools which, on the other hand, seem to have been used to spread the violence in the UK.
The use of a website to spread pictures of violent incidents and have the perpetrators identified by the population would be a way to plug a gap in police capabilities, since the British authorities are unlikely to have the necessary manpower and knowledge to do so on their own.
This is why we can talk of "decentralized intelligence collection and analysis."
