After the 2010 earthquake, much of the infrastructure in the capital area was destroyed, including many hospitals and clincics. The paper-based records stored within were destroyed. Many tent-hospitals staffed by international volunteers had to treat trauma patients without any sort of medical record. An electronics health record (EHR) system could have maintained records for use in this crisis. This paper analyzes several EHR systems that have been implemented in the past in countries with HDI similar to Haiti, develops a typology for analyzing these systems, and proposes a path toward implementing a new EHR system.

This study investigated research meteorologists' current usage and evaluation of information and communication technologies (ICT) in performing research tasks and the current relationship between meteorologists' ICT use and content characteristics of their research outputs.
It surveyed research meteorologists working in three NOAA funded research institutes based at universities. Follow-up interviews with two selective samples of the survey participants were conducted to provide additional evidence to survey results and make suggestions for future measurement development work.
Multiple regression analysis was performed to test the hypothesized relationships between meteorologists' ICT use and two substantive characteristics of their research---data integration and intra-/interdisciplinarity. Descriptive statistics were calculated to discern inferences of the scientists' current state of use and their degree of satisfaction with ICT tools. Follow-up interviews were transcribed and analyzed qualitatively with open coding and axial coding.
The study findings contradicted the two assumptions of ICT effects on meteorological research by showing that the greater frequency of networked ICT use is not significantly associated with either greater data integration in research analysis, or greater intra- or interdisciplinary research. The major ICT barrier is the lack of a data and information infrastructure and support system for integrated, standardized, specialized, and easily accessible data and information from distributed servers. Suggestions were provided on the improvements of technical, social, political, and educational settings to promote large-scale date integration and intra-/interdisciplinary research.
By moving further from theoretical assumptions to practical examinations, the research findings provide empirical evidence of Bowker's theories on the social shaping and social impact of infrastructure in sciences and affirmed some of Bowker's arguments regarding both social-political aspect and technical aspect of e-science practice. The results also provide implications for Computer-Mediated-Communication theories. The knowledge helps information system developers identify several important issues in current systems planning and development. The study also helps librarians, information scientists, and meteorologists both recognize the importance of and develop their collaboration in data, information, and knowledge management. Finally, the study could aid research institutes and government funding agencies to develop appropriate strategies to optimize the effective use of ICT resources and augment its positive impact on sciences.
Citizen Empowerment and E-government Application: Differences in 27 EU Countries

It has complemented the reforms in the... more E-government has added to the transformation of the public sector worldwide. It has complemented the reforms in the public administration, as well as the necessity for public consultation in policy-making at the beginning of the 21st century. The present study offers both an analytical framework of and empirical evidence on the key aspects of online engagement initiatives in the countries of the European Union. It focuses on top-down opportunities of online civic participation through the ministerial websites of education in the EU27 by providing a classificatory typology meant to assess the development of e-government in connection with initiatives for public engagement, based on two dimensions: interactivity and public outreach. The findings of this research, conducted in May 2009, point towards a trend of increased access to information in education-related policymaking, with 93% of the cases scoring high on this aspect. However, only 32% of the websites analyzed proved successful on the public outreach dimension. A comparison between Western and Eastern Europe e-government web-based applications reveals slightly lower standards for the post-communist countries, with the potential of fast modernization.

Abstract: This article discusses the current state and possibilities of the mobile phone technology in the context of the public policies regarding development and social inclusion in Venezuela. This debate is carried out within the scope of hardware and software manufacturing in the context of the theory of assimilation of technologies during structural economic changes. The article uses the development of mobile phone technologies in Venezuela as a case study in order to explore and assess the policies of re-industrialization, generation of added value, knowledge creation and social inclusion strategies.

Resumen: En este artículo se discute la situación actual y las posibilidades del desarrollo de tecnología móvil celular en el contexto de las políticas de desarrollo e inclusión social en el caso venezolano. Esta discusión se produce en el ámbito del desarrollo y fabricación de plataformas tecnológicas (hardware) y contenidos (software) y en el contexto de la teoría de ‘asimilación de tecnologías durante cambios estructurales en la economía’. El artículo analiza la situación actual de la telefonía móvil celular en Venezuela como caso de estudio en el marco de políticas de reindustrialización, desarrollo de valor agregado, generación del conocimiento y estrategias de inclusión social.

Résumé: Cet article propose une discussion sur la situation actuelle de la technologie de téléphonie mobile dans le cadre des politiques du développement et d’inclusion sociale du Venezuela. La discussion se situe à deux niveaux, celui du développement et fabrication des plateformes technologiques (hardware), celui des applications (software), et celui de la théorie de l'assimilation de technologies au cours d'un changement structurel de l'économie. L'analyse de la situation actuelle de la téléphonie mobile au Vénézuéla se présente comme une étude sur le sujet des politiques de réindustrialisassions, de développement de valeur ajoutée, sur la production de connaissances et les stratégies d'inclusion sociale.

Abstract:
This article discusses a new view of leadership in the context of “the information renaissance.” The article describes and clarifies the current era as a historical period, beyond the information revolution, that most resembles the dynamic and challenges of the European renaissance. Recognizing parallels and characteristics helps leaders understand the era’s serious challenges and develop its historic opportunities.
Using expertise in information networking as its basis—the movement and use of information—individuals need to develop a leadership model based on the role of renaissance man and renaissance woman, and organizations need to add knowledge-value to everything they touch. Despite the era’s paradoxes and risks, leadership approaches like these enable individuals and organizations to succeed and prosper in the information renaissance.
The article is in five main sections: 1. Context of the era—Information Renaissance; 2. Characteristics of the European and Information Renaissances; 3. This paper utilises a school-improvement perspective to examine the role of a curriculum coordinator in the... more This paper utilises a school-improvement perspective to examine the role of a curriculum coordinator in the integration of Information and Communication Technologies (ICT) into primary schools. The nature and impact of this role is examined in seven primary schools in Australia. These seven schools were drawn from a large-scale longitudinal intervention that provided additional ICT related resources and personnel to the schools. An instrument, referred to as the Learning Outcomes and Pedagogy Attributes (LOPA) measure, was developed and charted for the seven schools over the five-year data collection period. The changes in LOPA score over time were then analysed in terms of the conditions at the school with regard to curriculum ICT coordination. The study concludes that the coordinator role, and school leadership in general, play critical but varying roles in the complex process of ICT integration into schools. Success appeared to be associated with the support provided for the role, the extent to which the role was connected to school leadership, personal leadership characteristics of those in the role, and the strategies employed within the role.
