We... more This paper considers the implementation of a universal basic income, a neglected area in basic income research. We identify and examine three important practical bottlenecks that may prevent a basic income scheme from attaining the universal reach desired and proclaimed by its advocates: (1) maintaining a population-wide cadaster of eligible claimants ensuring full take-up; (2) instituting robust modalities of payment that reach all intended beneficiaries; and (3) designing an effective oversight mechanism in a policy context that actively opposes client monitoring. We argue basic income faces unique implementation challenges that its proponents must consider carefully.

Tijdens honderden inspraak- en informatie avonden en via allerlei artikelen in dagbladen, tijdschriften en op het internet, is het Natura 2000 beleid door velen bekritiseerd. Ook in politieke arena’s is regelmatig in negatieve zin gesproken over Natura 2000, met als spraakmakende voorbeeld de brief die de toenmalige premier Balkenende heeft gestuurd aan de toenmalige voorzitter van de Europese Commissie Barroso, met het vriendelijke verzoek om de Europese richtlijnen te versoepelen. In dit artikel gaan we na wat de implicaties zijn van deze negatieve ideeen en beeldvorming voor de implementatatie van het Natura 2000 beleid.

The link between European environmental policies and spatial planning and decision-making in Member States is... more The link between European environmental policies and spatial planning and decision-making in Member States is complicated and the subject of much debate among students of the European Union and the processes of Europeanization. This paper focus on policy meaning, and analyses the mechanisms of divergence and convergence that are at work in planning and decision-making practices in which the Birds and Habitats Directives are implemented. While many of the mechanisms are unconscious and unintentional and thus cannot be affected, others can be used intentional and strategically during the formulation and implementation of the policies.

Recent evaluations of the... more European integration has consequences for environmental planning in the European Union. Recent evaluations of the European Commission show that implementation of environmental directives proves to be a challenging task for the responsible authorities. This paper discusses the relation between the implementation of the Water Framework Directive and the Birds and Habitats Directives in The Netherlands. Studies from this member state show that legal and procedural aspects of planning and decision making gain the most attention and that environmental goals are fading into the background. We study the integration of the two directives from a policy and practice perspective and discuss the difficulties that arise in the implementation process. The implementation of the Birds and Habitats directives has been problematic in many member states of the EU. In the... more The implementation of the Birds and Habitats directives has been problematic in many member states of the EU. In the Netherlands, many decision-making processes have ended in judicial intervention. This paper analyses the problematic implementation of both directives in the Netherlands. It shows that nature conservation legislation has gained importance in decision-making processes, but that this does not automatically mean that nature conservation goals have been achieved. Because of the emphasis that is placed on the procedural aspects of decision making, the costs involved have increased, while the substantial goals of the European Birds and Habitats directives are fading into the background.
