The paper analyzes organizational development activities as complicated, situated and technically mediated interactions between different actors. According to the relational evaluation the outcomes of development interventions are not reducible to any individual factor, but they are rather collectively produced by the different human and non-human elements. The approach is illustrated by a case where the processes and outcomes of development activities in 12 social welfare offices are followed and evaluated and where evaluation is harnessed to facilitate the development activities.

The work was undertaken on behalf of Mansell Construction Services Ltd in response to plans to construct a Primary Care Centre, Village Hall and Day Nursery on the site. Eleven evaluation trenches were excavated and 19 sub-surface archaeological features were recorded. Of these, 6 were pits, 6 were linear features (for drainage or boundary demarcation) and 8 were whole burials of pigs or piglets. All features were of late-medieval or post-medieval date.
Post-socialist Transition and Empirical Evaluation of the Future Spatial Development of Serbia
WSEAS TRANSACTIONS on ENVIRONMENT and DEVELOPMENT
Issue 9, Volume 6, September 2010
Due to different political and economic factors during its post-socialist transition Serbia has been isolated
from the mainstream trends of European integration and convergence. The country’s comparative advantages and
competitiveness have worsened in two key aspects - in its structural qualities and in its territorial capital. The
economic recovery after the changes in 2000 onwards has the form of “growth without development”, while the
spatial development patterns have appeared to be rather unsustainable. Today, Serbia has found itself in the
position of an economic, ecological and financial semi-colony of few powerful international political, economic
and financial actors. In the last part, we will present results of an empiric evaluation of the three scenarios for
spatial development of Serbia until 2020 based on comparative analysis of 29 indicators by applying the Spider
method.

As evaluation has become enrooted in public sector organizations as a means for renewal, there is a need for empirical knowledge of how evaluative activities lead to learning and development. This study focuses especially on the use of internal self-evaluation in the bottom-up development of work and services. The study uses a multiple case study design to look at eight separate work communities in social care organizations. The use of evaluation is explored from two perspectives. First, the article focuses on the use of evaluation results; it identifies critical components for producing development goals on the basis of evaluation results and for implementing development activities. The trialogic view of learning helps to conceptualize a mediating role for different artifacts in the process of developmental evaluation. Second, the article explores process use as well as the outcomes of developmental evaluation. The case studies suggest that the process of developmental evaluation can generate cognitive, behavioral, attitudinal and affectional effects in the work communities.

Sharing responsibility for learning through formative evaluation: moving to evaluation as learning
When gathering student feedback on courses and programmes in higher education, the emphasis is often placed on... more When gathering student feedback on courses and programmes in higher education, the emphasis is often placed on adaptations that academic staff can make to enhance teaching approaches and thereby improve the learning experiences of students. These are commendable aims, however, it is argued in this paper that the focus on academic staff making changes to teaching and learning misses an opportunity for students to reflect upon their influences over, and potential to enhance, their learning experiences and those of their peers. Many undergraduate and postgraduate programmes aim to develop students’ skills in critical analysis and autonomous learning, with some courses specifically requiring participants to engage in critical reflection on their practice. Yet it is relatively uncommon for evaluation of courses to include any requirement for students to evaluate their own role in the learning experience. An example is presented of a simple, small-scale formative evaluation exercise where course participants were encouraged to give feedback on a course, their learning experiences and on the teaching approach used. However, this evaluation also required participants to reflect on the role they played in their own and others’ learning. It is argued that the approach described in this paper that encourages student self-reflection on learning as an integral part of evaluation processes, is a form of evaluation as learning. This is an approach that could be adapted for use in a wide range of courses for the purpose of encouraging students to reflect more deeply on their role in their own and others’ learning.
Evaluation: Community development through employment creation and improved migration management in Tajikistan 2007-09
full version available on request
The project aimed to combat human trafficking from Tajikistan through policy development and community-based
employment measures. It was based on a two-pronged
strategy: 1) empowering people and communities through income-generating activities, training and awareness raising; and
2) assuring the protection of Tajik migrant workers and their families through better migration management. The main beneficiaries of this project were potential migrant workers (most of them men) as well as disadvantaged women and young people from the Rasht valley. The overall goal of this project was to increase the level of human security of people from the Rasht region of Tajikistan, in particular socio-economic and personal security of people on the move and of women that are left without income.
