Сегодня в ключевых экологических акторов превращаются быстрорастущие (формирующиеся рыночные) страны. Именно от их усилий по решению глобальных и региональных экологических проблем (разумеется, при содействии развитых государств) будет зависеть жизнь всего человечества. Китай и Индия среди стран бывшего "третьего мира" пользуются большим политическим влиянием, что вкупе со значительными масштабами воздействия экономик этих стран на окружающую среду позволяет говорить о них как об экологических сверхдержавах. Если уровень потребления в Индии и Китае приблизится к уровню потребления в развитых странах, то мир ожидает экологическая катастрофа. В то же время возможность сразу перейти к устойчивой модели развития, минуя негативные экологические последствия промышленного развития, представляется малореальной. Вопрос о том, будет ли найден компромисс между стремлением к экономическому росту и ограниченными природными ресурсами, остается открытым. От того, какой путь развития изберут эти страны в ближайшие годы, во многом будет зависеть развитие всего мира.
Factors to consider in evaluating the management and conservation effectiveness of a whale sanctuary to protect and conserve the North Atlantic right whale (Eubalaena glacialis).

This paper examines key factors used in protecting the migratory North Atlantic right whale within the context of a... more This paper examines key factors used in protecting the migratory North Atlantic right whale within the context of a MPA system, using the Grand Manan Whale Conservation Area, in New Brunswick Canada, as a case study example. Designated as a conservation area in 1993, before the Oceans Act came into effect, the Grand Manan conservation area currently does not form part of the Canadian network of MPAs. Given the possibility that MPA designation may occur, the paper examines factors that should be considered in meeting IUCN MPA design criteria and IUCN evaluation model requirements. A MPA evaluation framework based on an IUCN evaluation model [1] is designed to assess the effectiveness of a MPA in protecting a migratory right whale. Case study results indicate that current management and research activities for the Grand Manan conservation area address most governance, biophysical and socio-economic issues under an IUCN evaluation framework. On a site basis, it is recommended that the Grand Manan conservation area be designated as a component of the Canadian network of MPAs and that regulations be developed and implemented under the Species at Risk Act to clearly define activities considered damaging or destructive to right whale critical habitat. Recommendations also suggest the preparation of a combined site management-action plan for the Grand Manan conservation area indicating how activities specified in North Atlantic Right Whale Recovery Strategy will be implemented locally. On a regional and international basis, recommendations call for an internationally coordinated and integrated approach to right whale protection within the context of a network of designated critical habitat areas. Recommended activities include: continued Canadian participation in cross-border research and actions to mitigate threats to the right whales over their migratory range; development of a regional right whale management and monitoring strategy; and designation of additional critical habitats in national/international waters. It is further recommended that the evaluation framework developed by this paper be used as a model in assessing the conservation and management effectiveness of MPAs protecting other migratory marine species.

The relationship between water resource management and the ‘upstream’ determinants of health is emerging as a new... more The relationship between water resource management and the ‘upstream’ determinants of health is emerging as a new portfolio of research, policy and practice. This development is informed by growing attention to ecosystem management in the context of catchments (also known as watersheds or river basins) and the potential ‘win-win’ of integrated strategies that improve both health and sustainability within these settings. Sustainable and equitable watershed management can be seen as an upstream driver of the determinants of health – with influences ranging from livelihoods and poverty, to cultural values, food security and lifestyles, as well provision of basic water services and infrastructure. Drawing on an integrated framework and the key concepts of ‘living systems’, ‘livelihoods’, and ‘linkages’ between ecosystems and equity, this paper examines integrated catchment management as the basis for an ecosystem approach that promotes water for life, health and sustainability. These concepts will be examined in the context of a community catchment health project in New Zealand, with cross-reference to initiatives in Hawai’i, Ecuador, Canada and the Philippines. Implications will be discussed in relation to capacity building for governance, research and education that values catchment management as a collaborative, cross-sectoral initiative with interrelated benefits for health, ecosystems and society.

For managing this complex problem, and Adaptive Environmental Assessment and Management (AEAM) approach is considered. The use of a series of workshops of the key actors, the development of a dynamic system model and the potential role of geographic information systems are discussed. Details of the procedure for operationalizing the AEAM process for the Chennai project are presented.

A monitoring campaign in a horizontal subsurface flow constructed wetland under the influence of transient loads of... more A monitoring campaign in a horizontal subsurface flow constructed wetland under the influence of transient loads of flow-rate, organic matter, nitrogen and suspended solids showed an irregular removal of COD and TSS and lower both removal efficiencies and mass removal rates than the ones observed in other studies for similar operating conditions. This circumstance is associated to the presence of large amount of particulate organic matter from non-point sources. The mass removal rate of ammonia increased 39% as both the water and soil temperatures increased from weeks 1–8 to weeks 9–14. A good correlation between mass load and mass removal rate was observed for all measured parameters, which attests a satisfactory response of the bed under to transient loads.

Two bed media were tested (gravel and Filtralite) in shallow horizontal subsurface flow (HSSF) constructed wetlands in order to evaluate the removal of ammonia and nitrate for different types of wastewater (acetate-based and domestic wastewater) and different COD/N ratios. The use of Filtralite allowed both higher mass removal rates (1.1 g NH4–N m2 d1 and 3 g NO3–N m2 d1) and removal efficiencies (>62% for ammonia, 90–100% for nitrate), in less than 2 weeks, when compared to the ones observed with gravel. The COD/N ratio seems to have no significant influence on nitrate removal and the removal of both
ammonia and nitrate seems to have involved not only the conventional pathways of nitrification–denitrification.
The nitrogen loading rate of both ammonia (0.8–2.4 g NH4–N m2 d1) and nitrate (0.6–3.2 g NO3–N m2 d1) seem to have influenced the respective removal rates.

Wetland plants (reed and willow), contribute to pollutant removal, particularly of organic and nitrogen loads. Root exudates stimulate microbial activity and elevate oxygen levels in the rhizosphere which promotes nitrification. This study investigated the effects of reed and willow on bioremediation of LL in comparison with an unplanted control by measuring redox potential levels in the rhizosphere of microcosm systems in a greenhouse. Redox potential in the reed rhizosphere was consistently the highest, with the willow rhizosphere consistently the lowest. Redox potential fluctuated in the willow rhizosphere during daylight hours, with large decreases in the morning. Levels of NH4+ decreased dramatically in the first day of the experiment and remained at similar low levels in all tanks. Removal of ammonia took place in the control tank with peaks in NO2- and NO3-, but levels of NO3- remained high. Removal of ammonia was also observed in the reed tank with a peak in NO2-, but there was no peak in NO3-, as well as in the willow tank, but there were no peaks in NO2- or NO3-. Final levels of total-nitrogen, nitrate and chemical oxygen demand where considerably lower in the reed and willow tank than the unplanted control.

Pulp mill sludge produced in the Cova da Beira region (Portugal) contains organic matter (11–47%), nitrogen (38–2560mg N/kg) and phosphorus (167–370mg P/kg), which may be valuable for increasing soil productivity. The levels of heavy metals are below the limits recommended by legislation and the
amount of nitrogen and phosphorous to be introduced in soils does not present a risk for nutrient leaching.
After identifying the environmental and technical restrictions on its application, an area of 1650 ha was identified where the sludge can be applied in forage crops, fruit trees, olive groves and vineyards. A suitable area was also found for a biosolids storage centre. The use of GIS allowed to define a sludge
application index and to produce land-use suitability maps, which can be useful for sludge management.

As the EU expands eastward, it absorbs millions of highly skilled knowledge workers and opens opportunities for western European organisations to capitalise on this workforce. The migration of these skilled workers is a macro-exercise in eastern European knowledge management, and could have far-reaching implications at the regional, industry and organisational levels. This paper explores the context and implications of knowledge worker movement across fading borders.

In this paper, the characterization of the hotels located in the Spanish province of Huelva was carried out from three points of view. First, the level of development of their systems of environmental management; secondly, the vision that the people in charge of these units have of the consequences of environmental measures on the competitiveness of the company, and finally, the managers' perception of the influence of a series of factors which pressurized the adoption of these environmental measures. The possible link among these three elements is also treated, and a statistically significant and strong (positive) relation between the level of development of environmental management systems and the level of pressure exerted by the determining factors of the environmental preoccupation of the company was found. This did not happen with the perception of the relation company-environment. The control variables, category, type of location and size of the hotel which were considered, do not seem to condition these co-relations. The methodology used includes a univariable, bivariable and multivariable statistical treatment.
Neste artigo realizou-se uma caracterização dos hotéis situados na província espanhola de Huelva segundo três aspectos: o nível de desenvolvimento dos seus sistemas de gestão ambiental; a visão que os responsáveis destas unidades possuem das vantagens da adopção de medidas ambientais na competitividade da empresa e, finalmente, a percepção dos gestores sobre a influência de diversos factores que conduzem à adopção destas medidas ambientais. A possível ligação entre estes três aspectos foi também abordada, e verificou-se uma relação estatística significativa e positiva entre o nível de desenvolvimento dos sistemas de gestão ambiental e o nível de pressão exercido pelos factores determinantes da preocupação ambiental da empresa. Este facto não se verificou com a percepção da relação empresa--ambiente. As variáveis de controlo que foram consideradas - categoria, localização e tamanho do hotel - parecem não condicionar estas correlações. A metodologia utilizada inclui um tratamento estatístico univariável, bivariável e multivariável.

This research discusses the SECI Model of Knowledge Conversion as it relates to the 10 Central and Eastern European Countries (CEECs) that are now part of the European Union (EU). The socio-economic conversion from socialism to capitalism of these societies is unique in historical precedence, whereby utilising the contextual models in knowledge conversion are applicable for understanding the implications of such a phenomenon. The results indicate that there is a unique set of variables that need to be considered within this context and for future similar situations.

This paper provides an evaluation of the literature pertaining to the autopoietic, connectionist, and cognitivist epistemological paradigms. These paradigms exist at the individual and organisational level through diametrically opposed functionalist versus interpretive and integrative socio-technical knowledge management perspectives. The alignments of individual and organisational epistemologies are essential to the effectiveness of a knowledge management system. Knowl-edge management should consider the roots of knowledge theoretically in order to share or man-age knowledge dissemination successfully in organisations. The term ‘knowledge sharing’ has been emphasised and discussed comprehensively through its epistemological influential factors. This paper concludes the development of a Knowledge Management Epistemological Synthesis Model (KM-ES Model) and a comprehensive discussion and conclusion section focussing on the implications of epistemological influences on the knowledge management system of an organisa-tion. The results from this study provide both researchers and academicians with a clear under-standing of the interplay between epistemologies and a foundation for establishing an effective organisational knowledge management system.
