This section deals with people’s natural instinct to build
homes and lives for themselves, with or without help from
NGOs or expert advice. For this reason it is conceived as a
miscellaneous collection of useful details and practical advice
for constructing small buildings in the Sumatran postdisaster
environment. The details can be used to add to an
existing dwelling (such as a ‘core house’) or to be built from
scratch.
The details approach the situation assuming that there
are very few conventional building materials available and
that they have to be used sparingly. In their place, we have
suggested and specified lateral alternatives: recycled debris
and local materials - unusual details, sourced from as far
away as Mexico and Nepal. It must be noted that some of
these unusual and creative concepts haven’t been tested, so
a good deal of common sense and conservatism in construction
is required. When in doubt, it’s wise to make structures
stronger by over specifying beam thicknesses, reinforcing
etc.
In addition to the details, there are 3 complete house
plans here. Of course these can be built using the methods
and specified details, but they are really intended to give
people an idea of how a collection of miscellaneous details
can come together.

An Applied Research Project submitted to Southwest Texas State University. The paper begins by describing the issue of homelessness in a national context, as well as federal programs created to alleviate homelessness. The discussion then focuses on the administration of the federal Emergency Shelter Grants Program (ESGP) for the homeless through a state agency, the Texas Department of housing and Community Affairs (TDHCA). The conceptual framework for the research is developed from the Request for Proposals for ESGP, issued by TDHCA. Proposals submitted for Fiscal Year 1998 are analyzed to see if they conform to the requirements of the Request for Proposals. The methodology and results of the research are described in the latter half of the paper, and recotnmendations are developed in response to the results.

Die Auswertung dieser ‚Fundgrube‘ könnte wesentlich dazu beitragen, Fehler in der Zukunft zu vermeiden und entsprechende Lernprozesse zu initiieren. Diese Arbeit versteht sich als ein Beitrag zur Dokumentation, Auswertung und Reflexion von Erfahrungen des Wiederaufbaues von Wohngebäuden nach der Tsunami Katastrophe. Die hier dargestellten Daten sollen die Erfahrungen der am Wiederaufbau beteiligten Personen reflektieren.

Not a lot is known about most mental illness. Its triggers can rarely be established and nor can its aetiological dynamics, so it is hardly surprising that the accepted treatments for most mental illnesses are really strategies to manage the most overt symptoms. But with such a dearth of knowledge, how can worthy decisions be made about psychiatric interventions, especially given time and budgetary restrictions?
This paper introduces a method, extrapolated from Salutogenics; the psycho-social theory of health introduced by Antonovsky in 1987. This method takes a normative stance (that psychiatric health care is for the betterment of psychiatric patients,) and applies it to any context where there is a dearth of workable knowledge. In lieu of guiding evidence, the method identifies reasonable alternatives on the fly, enabling rational decisions to be made quickly with limited resources.
