This part provides a description of the scope of the problem. In addition, it provides a justification for doing this research. Basically, the introduction discusses briefly the lack of established guidelines to follow in the development of national strategies of e-government. It states that this study will be pointed at analysing a heterogeneous group of national strategies of e-government. Furthermore, it provides justification for the selection of countries in this sample. The aim is to abstract a generic e-government strategy suitable to draw from a strategic framework of e-government that is based on best practice. The next section stresses the importance of such a strategic framework of e-government. It argues the missing benefits of this framework. It clarifies the potential benefits of incorporating such a framework in the national e-government strategies. The paper presents next a literature review that demonstrates a clear neglect of the problem scope and shows a gap in both literature and practice. The research methodology to structure the framework is described next followed by a consensus of what “best practice” is to form a baseline for this study. The paper then presents a structured view of e-government strategies. This view is used as a foundation for structuring the framework. The paper explores each element in the generic abstract of e-government. Vision, strategic objectives, guiding principles, focus areas of e-government and building blocks of e-government are all analysed for common components. The paper gives particular attention to replication. Finally, the paper discusses modularity and how important it is for designing the framework. Based on all the findings at this point, the framework is then introduced. The conclusion summarises the main findings and accentuates the contributions made. In addition, some recommendations are provided. The conclusion also highlights some future work.

Re-interpreting the Relevance of eAccessibility from the Perspective of the Individual Public Authority

Counterintuitive results of eAccessibility policy may be explained by applying Niklas Luhmann’s theory of social systems. According to Luhmann, society may be understood as a complex system of communication turned into a network of interconnected social subsystems through which the world is interpreted in various ways. Research suggests that the limited improvements in eAccessibility may in some part be due to a lack of understanding the benefits of eAccessibility by the responsible authorities. This may be explained by the different logics of the individual authorities. Recent political communication does not seem to catch on to the relevance and success criteria of the individual authorities to a sufficient degree, thus leading to a limited diffusion of eAccessibility. The analysis suggests that by targeting information and communication about eAccessibility to the affected public authorities, eAccessibility can be integrated into their communication and workflows on an everyday basis, leading potentially to an improvement in the accessibility levels of public sector web sites.

Many of the chapters in this... more The information government paradigm focuses on how information flows through government. Many of the chapters in this volume concentrate on the potential impact of technology on information flows. This chapter’s focus is the converse, asking what the impact of information flows on the use of information technology in government is. The role of the institutions, informal networks, and other mechanisms of information diffusion are critical to understanding how information and communication technology (ICT) is integrated into government because ICT creates a novel malleability to information flows, which poses substantial challenges to government managers. Novelty by its nature poses risks to any manager for two reasons: first, there is the possibility of unanticipated consequences, and, second, there are costs involved in trying to minimize what is unanticipated. One critical mechanism that individuals use to manage novelty is to learn from others’ experiences. People learn from each other by multiple mechanisms—through personal networks, from organizations, through news media. Within the organization, such a learning network generally includes peers and individuals involved in the relevant processes. In addition, organizations rely heavily on others’ experiences. Intergovernmental organizations are especially important in bridging distant parts of a diffuse policy community, as well in aggregating information by offering their take on what constitutes good practice. In short, it takes a (human) network to process the information involved in building a (transformational ICT) network. Drawing on interview data we collected from e-government projects (see Binz-Scharf 2003; Binz-Scharf and Lazer 2007), we begin by examining the collective (human) information processing challenges that the development of e-government presents to organizations. The implementation of e-government involves, in significant part, a search—for information, solutions, opportunities. Because e-government is a global phenomenon, many individuals are simultaneously engaged in parallel searches to deal with similar issues. How those individuals are connected must have a major impact on the course of development of e-government globally. In this chapter, we begin with a discussion of the challenges of managing novelty. We then turn to the diffusion of information literature to examine how the structure of a network might affect the performance of the system. We break this down into two subsidiary questions: (1) How does the network affect the diffusion of information? (2) How does the system sustain the creation of new information? We then examine the roles of different intra- and interorganizational networks in the e-government arena.

In particular, we highlight two extraordinary managerial challenges that e-government poses: novelty and cross-agency cooperation. E-government is novel because it offers some fundamentally new possibilities for how government does business. The management of e-government is, in significant part, the management of ideas, creativity, and knowledge. E-government requires cross-agency cooperation because of functional needs for scale, consistency, and integration. We examine how four governments that have adopted a project-based approach to the introduction of e-government have coped with the challenges of novelty and cross-agency collaboration. Our findings indicate that e-government projects experience different activities and coordination mechanisms according to the stage of completion of the project and the complexity of the task at hand. We discuss the implications of our findings for the management of e-government projects.

This study aims at reviewing the TRNC e-government studies by considering
Turkey’s e-government best practices based on the institutional isomorphism
theory with its three mechanisms, namely coercive isomorphism, mimetic
processes, and normative pressures. Turkey has a lot of experience with the best
practices and their successful application on e-government projects, especially
legal issues, technological systems, local and governmental authorities, etc. Thus,
the TRNC should make use of this opportunity by utilizing these practices and
making its own strategic plan based on the national information policy. The
requirements and adaptability points of e-government issues between the
countries will be discussed here. Consequently, neither mimetic, normative
isomorphism, nor coercive isomorphism is enough to be modeled by the TRNC egovernment
efforts. Instead, the concept of ‘spontaneous isomorphism’ was
created in the study and discussed as an alternative institutional isomorphism
between the TRNC and Turkey based on the Best Practices e-Government Models.

O papel da informação na sociedadecontemporânea pode ser reunido em duas vertentes distintas, a revolucionária e evolucionária. A primeira apregoa que pormeio da informação surgiu uma nova sociedade e a segunda expressa que a informatização é uma continuação das relaçõessociais já existentes. A abordagem da presente pesquisa é predominantemente qualitativa, de caráter descritivo. Os dados dapesquisa são de origem documental, obtidos por consulta aos anais dos principais eventos e alguns periódicos brasileiros daárea. Os resultados obtidos sugerem que os pesquisadores brasileiros adotam predominantemente a corrente teóricaevolucionária para a observação dos aspectos relacionados ao uso da Tecnologia da Informação no setor público no país.

A adoção da tecnologia Short Message Sevices (SMS) mostra-se como uma alternativa de prestação de serviços públicos bastante eficiente, fácil e barata. Este projeto investigou a adoção da tecnologia SMS segundo a perspectiva do governo. O projeto de pesquisa iniciou pesquisando as aplicações da tecnologia no Brasil e exterior, e também estudando a Metáfora da Hospitalidade que foi utilizada como estrutura teórica. Em seguida, um roteiro de entrevista foi construído e aplicado para quatro funcionários, em cargos de gestão, que foram responsáveis por projetos governamentais de uso da tecnologia no estado do Paraná. Com o Atlas.TI, geraram-se 11 redes na forma gráfica, para organizar as idéias que emergiam das entrevistas. Entre os resultados, demonstraram-se as experiências com aplicações governamentais da tecnologia SMS e sua adoção segundo a Metáfora da Hospitalidade. Assim, identificaram-se dimensões teóricas: “aprender fazendo”, “tecnologia à deriva”, “emoções/sentimentos”, “caráter dúbio” e “reinterpretação do ator”; e também outros aspectos relevantes como: propósito, desafios, vantagens, usos, acomodação dos atores à tecnologia, participantes da adoção e aceitação.

Este estudo debruçou-se sobre a experiência do Governo do Estado do Paraná com o uso de telefone celular para... more Este estudo debruçou-se sobre a experiência do Governo do Estado do Paraná com o uso de telefone celular para prestação de serviços ao cidadão, investigou como surgiu e como se deu a construção do Projeto Governo Móvel (m-Gov), no período de 2000 a 2010. Para saber de que forma este fenômeno surgiu e evoluiu no tempo, e suas implicações no presente, utilizou-se o Método Histórico de Mason, por oferecer vantagens para compreender fenômenos contemporâneos relacionados ao uso de TI. Apesar de mais de uma década de projetos de governo móvel no Brasil e dos números da penetração de telefones celulares em todas as camadas da população - em 2011 são mais de 200 milhões de aparelhos – estes ainda não são um canal para a disponibilização em massa de serviços públicos. Estudos apontam que esta situação pode estar pautada na dificuldade de estabelecer relacionamento entre os múltiplos atores de m-Gov, das instituições governamentais e da iniciativa privada. O Projeto m-Gov do Estado do Paraná passou por fases distintas, 1) da gênese à institucionalização - prospecção e pré-projeto do m-Gov; 2) da institucionalização do e-Gov à troca de governo - amadurecimento do m-Gov; 3) da troca de governo à descontinuidade do e-Gov - fomalização do m-Gov; 4) da descontinuidade do e-Gov à saída da CELEPAR - declínio do m-Gov; 5) da saída da CELEPAR à troca de governo - sobrevivência do m-Gov. Reconhecendo que a diversidade de processos negociais e práticas governamentais subjacentes à operação deste canal é ainda muito pouco conhecida, este trabalho, ao resgatar a história do m-Gov do Estado do Paraná - projeto referência a diversos governos, oferece subsídios para os gestores de projetos corporativos complexos como são os de governo móvel.

In the information society, citizens must have access to computer tools and telecommunications, combined with... more In the information society, citizens must have access to computer tools and telecommunications, combined with knowledge of use, allowing them to receive, produce and transmit information and make use of electronic services. Since the 1990s, Brazilian governments invest in building portals to provide services, but it remains unclear who the users of electronic public services are. This research has raised the profile of those users. We obtained a sample of 4402 valid forms, from users of 70 government web-sites throughout Brazil. The results of the study show that, although it’s not possible to state that electronic public services are excludent, i.e., that there is a digital divide, the sample of people who answered the questionnaire is not similar to the Brazilian population. Services are available for a limited group of users. However, some segmentations show that there is a high willingness to use these services; when people cannot access those electronic services from home, they use them when they are at work, when in the homes of friends or relatives as well as in telecentres or cyber-cafes. Also, the profile of people attracted by the provision of electronic government services is different from that of people attracted by the Internet in general.

This paper aims to analyze successful cases of Information Technology and Communication (ICT) implementation in public... more This paper aims to analyze successful cases of Information Technology and Communication (ICT) implementation in public administration. It describes the characteristics of e-government initiatives and their evolution in recent years, and identifies relationships between the characteristics of e-government initiatives. This research is characterized by being an exploratory study, in which successful cases, extracted from an observatory of practices of ICT in public administration, were analyzed. We analyzed 65 cases of successful e-government initiatives that contributed to the understanding of this topic in Brazil. As a result, we identified a relationship involving level of government and the sector where the application was developed. The survey found that most of the awarded initiatives come from the southeast region of Brazil. Administration sectors were privileged with more e-government initiatives and there was a difference in the pattern of e-government implementation in Municipalities and States. Municipalities implemented more initiatives relating to the social care sector and States more initiatives in the health care sector. On the other hand, we found no relationship involving level of government and categories or types of e-government initiatives.

The State Reform processes combined with the emergence and use of Information and Communication Technology (ICT)... more The State Reform processes combined with the emergence and use of Information and Communication Technology (ICT) originated electronic government policies and initiatives in Brazil. This paper dwells on Brazilian e-government by investigating the institutional design it assumed in the state’s public sphere, and how it contributed to outcomes related to e-gov possibilities. The analyses were carried out under an interpretativist perspective by making use of Institutional Theory. From the analyses of interviews with relevant actors in the public sphere, such as state secretaries and presidents of public ICT companies, conclusions point towards low institutionalization of e-gov policies. The institutional design of Brazilian e-gov limits the use of ICT to provide integrated public services, to amplify participation and transparency, and to improve public policies management.

The new potential offered by the Information and Communication Technologies and widespread use of the Internet is encouraging governments around the world to introduce ICT tools to transform bureaucracy, reduce cost, improve governance, increase effectiveness, efficiency, reach and to fast-track economic and social progress. It has been suggested in public administration literature that the introduction of e-Governance and ICT led automation of government departments may lead to organisational changes in the way public services are delivered.
This research investigates the impact of e-Governance projects from a practical context, and aims to identify whether the implementation of e-Governance projects leads to a transformation of bureaucracy, administrative structures and how departments function.
After conducting an empirical research and analysing its findings, the researcher has concluded that implementation of e-governance projects indeed lead to changes in government organisations. Also, evidence is obtained for the transformational potential of ICT tools and the requirement to have necessary reforms prior to the implementation of e-Governance. However, available evidence does not suggest a complete transformation of bureaucracy, administrative structure and departmental functions. They instead confirm that transformational effects vary across a spectrum of areas.
