In view of theoretical approaches, the study states that Montesquieu and Tocqueville start from the problem of the decline of virtue to think about the problem of corruption in modern republics, in order to find different solutions in the normative plan of their political philosophies. The contribution of this article is to think about the scope of corruption in modern politics, with an eye to conceptual innovation and the methodological approach of Montesquieu and Tocqueville for modern political philosophy.

This article analyzes the relationship between the development of new public administration and the perception of... more This article analyzes the relationship between the development of new public administration and the perception of corruption in Brazil under democratic rule. We contend that the reason for the persistently widespread perception of corruption in Brazil is that despite important changes in the institutions with oversight of the Brazilian state, such administrative reforms have assigned limited priority to frontline civil servants. Organizational progress in the new public administration has focused on upper-level public employees, with little impact on the middle and lower echelons, so that practices like graft and bribery between public employees and ordinary citizens are still commonplace. Thus, the management changes have failed to produce a perception of improvement in accountability, and corruption is still seen as common, even within a context of administrative changes.

This concept paper emphasises that a shared consensus between partner countries, policy-makers and academics is
critical. donors should situate themselves in a position from which they are able to provide the necessary analysis and
support required by partner countries in their own anti-corruption efforts.
The main objective of this paper is to provide insights into the current thinking on anti-corruption in developing countries
in order to enable the EU staff (at the Commission, EEaS and in EU delegations) :
• acquire useful tools to analyse corruption in a given local setting;
• Become better equipped to support the implementation of anti-corruption strategies and policies; and
• to better identify relevant anti-corruption measures so as to improve the mainstreaming of anti-corruption in European
Commission development assistance.

Donors, State Building and Corruption: lessons from Afghanistan and the implications for aid policy

This article critically analyses the state-building agenda from a governance and aid policy perspective, and from an... more This article critically analyses the state-building agenda from a governance and aid policy perspective, and from an anti-corruption viewpoint in particular, highlighting potential problems with both theoretical and practical applications of state building in a development context. Inconsistencies and contradictions between the state building and anti-corruption work have not been adequately explored or reconciled. In particular, the article explores these tensions using the example of the Performance-Based Governors' Fund (pbgf) in Afghanistan, where some donors are looking to reduce corruption in local government, encouraging often ‘warlord’ governors to run their administrative offices with integrity. The article argues that the pbgf approach—with its themes of being realistic, going for indirect strategies over the long term and building integrity rather than fighting corruption, provide important lessons for the anti-corruption community as a whole, both at the level of theory and practice.

If... more Compressive sensing provides a framework for recovering sparse signals of length N from M << N measurements. If the measurements contain noise bounded by ɛ, then standard algorithms recover sparse signals with error at most Cɛ. However, these algorithms perform suboptimally when the measurement noise is also sparse. This can occur in practice due to shot noise, malfunctioning hardware, transmission errors, or narrowband interference. We demonstrate that a simple algorithm, which we dub Justice Pursuit (JP), can achieve exact recovery from measurements corrupted with sparse noise. The algorithm handles unbounded errors, has no input parameters, and is easily implemented via standard recovery techniques.

with corruption indicators and the oversimplification of the term
corruption as well as calls for a more comprehensive approach to
studying corruption.
