Communication in public bodies: can it support new public spheres?

Communication practices in public bodies could be considered a process enhancing transparency, visibility, accountability, and citizens’ participation. But in another perspective they might be a means of public control made by political marketing, something influencing both the media and the public visibility of government activity. The boundaries between the two perspectives are often fluid and overlapping. In this research on communication practitioners employed in Italian public local bodies, we have highlighted some questions both on the different organizational positions and the self representations of their role in public bodies. In fine we suggest some questions about a moral entrepreneur’s role of communicators in contemporary public spheres.

Abstract
Controlling sources of information in crisis situations leads to reat conflict between actors (the media and those in charge of communication for the administration). This phenomenon has been seen in the last few years in recent and familiar episodes, such as the sinking of the Prestige off Galicia (2002), the Madrid bombings Madrid (2004) and the case of Carmel accident in Barcelona (2005). This article investigates the conflict between actors based on the coverage provided by five media of the Carmel accident, of which we have studied the sources used by the journalists, the control of information on the part of the political system and the deontological problems created by the media coverage.

While the productive role of social interaction between peers in promoting cognitive
development has been clearly established, the communicative processes through which this is achieved is less clearly understood. Earlier work has established that different types of conversation become established between children as they work together on a problem, and that these types have different implications for the progress of a nonconserver. The paper focuses on the forms of recognition that emerge within these different conversation types. It reports further analyses of a study in which 226 6.5- to 7.5-year-old children were presented with a Piagetian task of conservation of liquid. Conservers and non-conservers were asked to discuss in pairs their conflicting answers and agree upon a joint response. Cognitive progress was assessed by pre- to post-test gains. Analyses of the conversational moves made by each of the participants to the conversation indicates that both non-conservers and conservers not only make characteristic contributions, but that these contributions vary across the conversation types, and hence also relate differentially to the non-conserver’s progress. More detailed qualitative analyses of the different conversation types provide insights into the ways in which different forms of recognition emerge through these interactions. These results are discussed in relation to a socio-cognitive account of development.

As a case study, this paper evaluates People for the Ethical Treatment of Animals' (PETA) controversial 2003-04 international "Holocaust on Your Plate" vegetarian campaign to determine its strengths and weaknesses from the standpoint of public relations ethics, using TARES principles and ethical theory as a guide. Issues of respect and minimizing harm take center stage. Both speciesist and nonspeciesist perspectives are considered.
UN Security Council Resolution 242 and the Path of Israeli-Palestinian Peace

In 2009 the Administration of US President Barack Obama has decided to renew American efforts to broker a comprehensive and lasting peace between the State of Israel and the Palestinian authority.
The aim of the paper is, first, to elucidate the exact sense in which November 1967 UN SC Resolution 242, a foundation for the entire Arab-Israeli peace process, contains an ambiguity, thus sustaining the conflict of interpretations and posing a serious obstacle to the Israeli-Palestinian peace negotiations. In other words, the paper primarily aims to answer the question of the aspect of the 242 that generates and prima facie justifies the interpretive conflict concerning the Resolution. Secondly, the paper offers some legal and linguistic considerations that seem irreconcilable with a major part of the interpretation of the 242 by John McHugo. Thirdly, it points to a number of divergent and dissonant historical narratives concerning the post-242 developments of the Arab-Israeli and wider international-political relationships, and explains such narrative dissonance in the light of the 242 ambiguity. Hence, the paper emphasizes the need to recognize relative and only limited merit of the key historical accounts concerning the post-242 international political developments, and consequently to refrain from passing an unambiguous judgment on either the agents or the character of such developments. Finally, from a critical-rationalist and, broadly speaking, discourse-ethical perspective, the paper proposes some preliminary guidelines for a start of effective disambiguation of the 242, outlining the ways in which the notion of moral/legal right is intertwined with our use of language in general, and with interpretive practice in particular.

Since the late 1950’s, it has been well known that communication enhances cooperation in social dilemmas. This paper reports a meta-analysis of this literature (45 effect sizes) and finds a large positive effect of communication on cooperation in social dilemmas (d = 1.01). This effect is moderated by the type of communication, with a stronger effect of face-to-face discussion (d = 1.21) compared to written messages (d = .46). The communication-cooperation relationship is also stronger in larger, compared to smaller, group social dilemmas. Whether communication occurred before or during iterated dilemmas did not statistically affect the communication-cooperation effect size. Results are discussed according to theory and research on communication in social dilemmas.

However, with the advent of new media technologies such as the internet and cellular phones, children and adolescents are no longer merely consumers of this sexual ideology, but also creators of digital content that performs this ideology. Such content can range from the relatively tame “girls making out” images found on sites such as collegehumor.com to sexually explicit photographs transmitted through cellular phones within a circle of friends that draws the attention of law enforcement. In this essay, I discuss the practice of adolescent sexting (the practice of sending sexually explicit text messages) by reviewing some of the more prominent cases covered in the media; next, I explore the legal aspects surrounding the practice of sexting; finally, I consider the ethical issues surrounding sexting, exploring the issue of harm to both the individual and society by rooting the practice within a culture that celebrates, yet remains suspicious of, adolescent sexuality.
