A comunicação baseia-se no resultado de pesquisa realizada entre 2004 e 2005 sobre a tramitação do Projeto de Lei da... more A comunicação baseia-se no resultado de pesquisa realizada entre 2004 e 2005 sobre a tramitação do Projeto de Lei da Biossegurança no Congresso Nacional brasileiro. Tal legislação visou regular a pesquisa e comercialização de organismos geneticamente modificados (OGMs) e a pesquisa com células-tronco embrionárias humanas (CTEHs) no país. Originalmente realizada dentro do escopo da teoria do ator-rede (ANT), em especial conforme delineada por Latour em seu Políticas da Natureza, a análise do material empírico posteriormente suscitou importantes questões a serem colocadas para a própria teoria. Em especial, o lugar (cosmológico e prático) central do livre-mercado e da ideologia do progresso na composição da rede que deu forma final às regras para OGMs, e, no caso das células- tronco, uma hierarquização interna à categoria do "humano" guiando a liberação parcial de embriões excedentes para a pesquisa terapêutica com CTEHs, parecem sugerir a necessidade de um diálogo maior entre a ANT e outras vertentes teóricas, por exemplo, economia política e estudos sobre a noção de "pessoa". A comunicação traz uma tentativa de tal diálogo no último caso, onde um maior aprofundamento histórico e comparativo em torno das noções de "indivíduo", "vida", e "humano" mostrou-se profícuo para refinar a compreensão teórica sobre a problemática dos embriões.

Resumen
Este artículo examina las relaciones entre Brasil y España en el plano bilateral, en la Comunidad Iberoamericana y en el marco interregional de las relaciones entre la Unión Europea y América Latina y el Caribe. Las relaciones bilaterales se han caracterizado por un rápido desarrollo, así como por su continuidad y pragmatismo pese a las visibles diferencias ideológicas entre los gobiernos de ambas partes. Sin embargo, el creciente liderazgo de Brasil en América del Sur y el proceso de europeización de la política exterior española introducen nuevos elementos en la relación que debilitan el compromiso iberoamericano de Brasil y suponen crecientes problemas de coherencia de política para España y la UE. A partir de una conclusión exitosa de las negociaciones UE-Mercosur, el artículo identifica estrategias para profundizar la alianza estratégica entre España y Brasil.
Abstract
This article analyses the relationship between Brazil and Spain, by considering the bilateral level, the Ibero-American Community and the European Union-Latin America and the Caribbean interregional frameworks. Bilateral relations have been characterised by rapid development, as well as by continuity and pragmatism which is visible despite the ideological differences between the governments of both parties. However, Brazil’s growing leadership in South America and the Europeanisation process of Spain’s foreign policy have introduced new elements into the relationship, which weaken the Ibero-American commitment in Brazil, and point to an increase in policy coherence problems for Spain and the EU. Bearing in mind an eventually successful negotiation between EU and Mercosur, the article identifies strategies to strengthen the “strategic alliance” between Spain and Brazil.

The purpose of this chapter is to discuss the ways in which private interests engage with the Brazilian State... more The purpose of this chapter is to discuss the ways in which private interests engage with the Brazilian State apparatus in two distinct historical moments: during the Estado Novo and during the period of the military dictatorship. With regard to the first experience, I analyze the institution that substituted the houses of political representatives (at the state and federal levels) that were made extinct by the 1937 Constitution: the Conselhos Administrativos dos estados (CAEs). In relation to the latter moment, I discuss the predominance, in the area of economic policy, of a considerable number of inter-ministry councils, and their prevailing role in the decision-making system. These two cases, which are particularly illustrative of the forms taken by State-society relationships in Brazil, exemplify the complementary modes of "economic corporatism" and "political corporatism" in non-democratic contexts.

There is a striking contrast between the dissemination of the concept of neopatrimonial rule in Africa and its more parsimonious mobilisation outside the continent. The increasing assimilation of the African neopatrimonial state to integral and predatory forms of politics has contributed to its perception as a global prototype of the ‘antidevelopmental’ state. The article contrasts this trajectory with those observed in Latin America, South East Asia, Russia and Central Asia. There, patrimonialism and neopatrimonialism have been associated with
a greater axiological neutrality than in Africa due, inter alia, to the
preservation of an analytical dichotomy between regulated and predatory forms of neopatrimonialism. Neglected for all too long, the study of regulated forms of neopatrimonialism in Africa calls for fresh empirical and theoretical attention.

This article evaluates the degree of policy change and continuity at the intersection of human rights and foreign... more This article evaluates the degree of policy change and continuity at the intersection of human rights and foreign policy in the early period of the Dilma Rousseff administration in Brazil. The smooth character of succession of power in Brazil that Dilma’s election represented suggests significant policy continuity with her immediate predecessor Luis Inácio Lula da Silva. In the area of human rights, however, there have been some early indications of policy shifts. Four particularly salient dimensions of both change and continuity in the areas of human rights and foreign policy are examined: (i) Brazil’s role as an advocate for global governance reforms; (ii) its efforts to foster South-South relations; (iii) the character of Brazil’s power projection; and (iv) its regional leadership role. The article also evaluates the emergence of Brazil as a pivotal player in global governance and assesses the implications for the engagement with international human rights by Brazilian foreign policy. Brazil will have to manage increasing expectations that the country should play a more active and forceful role in shaping the development of the international human rights regime.

Com o advento das técnicas de fertilização in vitro no final da década de 70, abriu-se um debate mundial sobre o... more Com o advento das técnicas de fertilização in vitro no final da década de 70, abriu-se um debate mundial sobre o estatuto do embrião produzido em laboratório, assim como sua manipulação experimental na pesquisa científica. O objetivo do artigo é analisar comparativamente dois destes debates no âmbito dos parlamentos britânico e brasileiro. O primeiro resultou na Human Fertilisation and Embriology Act de 1990, e o segundo, nas disposições da Lei de Biossegurança de 2005 relativas às células-tronco embrionárias. A análise, partindo da literatura antropológica sobre o tema, pretendeu demonstrar não só a abertura contemporânea das fronteiras do "humano" a uma negociação explicitamente política, como também os principais vetores que vêm conformando tais negociações no caso da pesquisa científica com embriões humanos.

The sustainable development debate has been ongoing amongst global discussion circles for decades. Fears of the effects caused by increasing global population growth are becoming a reality, and are only recently being taken seriously. With mass movements from rural landscape to urban centers, the heavy carbon footprint is causing some to rethink our current development system. The numerous metropolitan regions of Brazil were faced with this predicament of capitalist expansion and population growth without the capabilities of adaption, nor accommodation. This created an immediate necessity for restructured development policies, and strategies which would acclimate to rising globalization in a sustainable manner. Due to its creative planning, Brazil is now seen as one of the leading countries in the world for participatory planning.1 This report will discuss how these policies remove duality within the same city, as well as combat against some of the globe’s environmental issues.

This paper aims to examine how political conversations take place on the digital discursive tools offered as part of... more This paper aims to examine how political conversations take place on the digital discursive tools offered as part of the Digital Participatory Budget (OPD) in Belo Horizonte (Brazil). The authors propose an analytical model based on deliberative theories in order to investigate the discussions over this participatory program. The main sample consists of the messages posted by the users (n=375) on the commentaries section. The results show that reciprocity and reflexivity among interlocutors are rare; however, the respect among the participants and the justification levels in several arguments were high during the discussion. The authors conclude that, even in a situation in which there is no empowerment of the digital tools, the internet can effectively provide environments to enhance a qualified discursive exchange. In spite of low levels of deliberativeness, the case study shows that there are important gains concerning social learning among the participants.

Within Brazilian Political Sociology, there are four different views on state Administrative Departments, apparatuses... more Within Brazilian Political Sociology, there are four different views on state Administrative Departments, apparatuses created by the Vargas dictatorship in 1939 as a complement to the system of federal interventors. On the basis of these interpretations, there are also four different ways of looking at the New State regime (1937-1945) itself. Views on administrative departments diverge both according to observers' convictions regarding the way the authoritarian political system functions and according to which of these agencies' roles (political, economic, bureaucratic) the analyst considers as most salient. In this essay I analyze existing interpretations on this issue; I emphasize that which I consider to be their major difficulties and limitations in explaining the relationship between old state political elites and the new federal political institutions springing up in the Brazil of the 1940s.
