The availability and promise of social networking technologies with their perceived open philosophy has increasingly... more The availability and promise of social networking technologies with their perceived open philosophy has increasingly inspired citizens around the world to participate in political activity on the Web. Recent examples range from opposing public policies, such as government funding cuts, to organizing revolutionary social movements, such as those in the Middle East and North Africa. Although online spaces create remarkable opportunities for various forms of political action, there are concerns over the power of existing institutions to control and even censor such interaction spaces. The objective of this article is to draw together different insights on the online engagement phenomenon, highlighting both its potential and limitations as a mechanism for fostering democratic debate and influencing policy making. We examine recent examples from Europe, the Middle East and Latin America. Finally, we summarize the implications of our work and outline directions for further research.

The evolution of internet access and use in Brazil in the direction of social inclusiveness and to guarantee uses that... more The evolution of internet access and use in Brazil in the direction of social inclusiveness and to guarantee uses that promote individual and community development is the focus of the present paper. Previous evidence on the subject initially presented indicates the prevalence of contrasting aspects: some outstanding positive initiatives and results towards democratization of the internet, as well as the maintenance of great digital inequalities. New evidence on the evolution of internet access and use is also discussed herein, based on analyses of longitudinal data obtained from the Brazilian Census Bureau’s Annual Survey (IBGE/PNAD, 2005, 2008). After describing aspects of increase in access to the internet, we focus on the evolution of different types of everyday life internet uses, particularly those that might contribute to individual and community development. How accesses and uses are gradually incorporating the less privileged sectors of the Brazilian adult population is also considered in the analyses. The results obtained reinforce the previous contrasting evidences: outstanding growth in access and in diversified uses are observed - suggesting intensive appropriation of internet technology and resources by the population - as well as the persistence of great inequalities. These circumstances indicate that the digital divide in Brazil is still a great challenge to be faced through comprehensive and long-term policies and initiatives.

New occurrences of Apiomerini species are recorded: Apiomerus arnaui Costa Lima, Seabra & Hathaway and Apiomerus... more New occurrences of Apiomerini species are recorded: Apiomerus arnaui Costa Lima, Seabra & Hathaway and Apiomerus gallegoi Costa Lima, Seabra & Hathaway from Brazil, and Heniartes scutellatus Wygodzinsky from Surinam. Remarks on the color variation of Agriocleptes bahianus Wygodzinsky, Apiomerus evanidus Distant, Apiomerus gallegoi, and Heniartes scutellatus are given. Based on color variation within a single population and the absence of structural differences between the two forms, Heniartes australis Wygodzinsky is placed in synonymy with Heniartes jaakkoi Wygodzinsky. Observations on sticky substances on fore legs of live nymphal instars of Apiomerus mutabilis and Heniartes jaakkoi are provided. Occurrence of eggs of Tachinidae on adults of Heniartes jaakkoi and Apiomerus mutabilis Costa Lima, Seabra & Hathaway is recorded for the first time for the tribe Apiomerini.

Photographs in dorsal and lateral views are provided for this new species. Notocyrtoides Carvalho, Costa & Gil-Santana, 2001, is considered to be a junior synonym of Coilopus Elkins, 1969, with N. tuberculatus Carvalho, Costa & Gil-Santana, 2001, as a junior synonym of C. vellus Elkins, 1969. New occurrences of other Harpactorini species are recorded for the first time from Brazil: Harpactor rhombeus (Erichson, 1848), Orbella exceptio Bérenger, 2007, and Orbella putshkovi Bérenger, 2007; and from Surinam Notocyrtus dorsalis (Gray, 1832). Remarks on the color variation of these species and Notocyrtus ricciae Gil-Santana & Costa, 2001, and Notocyrtus dispersus Carvalho & Costa, 1992, are given.

Abstract:
Just when John Penman thought Nodal Logistics Corporation (NLC or "Nodal") was ready to move into Brazil, a new hurdle was thrown in his path. Only a few days ago-on December 11, 2007-he had finally obtained approval from the U.S.-based company's executive board to invest $45 million in an 800,000 square foot industrial property project in S o Paulo, Brazil. But that was before yesterday's phone call from the legal department. Nodal's legal staff had received confirmation from their S o Paulo-based associate that under Brazilian law, commercial real estate contracts must be denominated in Brazilian reais. One of Nodal's basic operating practices which had been so important to its international success had been to write all industrial real estate agreements in U.S. dollars. This posed a serious problem, as most industrial leases ranged from as short as five years to more than 12, and that was a very long time to be exposed to the Brazilian currency. John now had to delve into the multitude of strategies and derivatives that might allow the company to manage the currency risk; otherwise, the deal was dead.
Teaching:
This case is used in a graduate business class in international corporate finance to focus on currency risk management alternatives related to long-term/continuing transaction exposures. The case also provides an opportunity for students to learn the basics about real estate investment trusts (REITS). The primary objective, however, is to challenge the student to do a detailed quantitative analysis of a number of hedging alternatives, but focusing on a series of cash flows over time rather than a single transaction exposure.

Through study of the constitutional history of the norm, it elaborates a definition for tax immunity for the purpose of interpretation. The paper defends using a three-part hermeneutic method to get the essence of the immunizing rule, targeted to the guarantee of access to culture and knowledge. It develops a doctrinal and judicial analysis of the immunity towards popular e-readers, with the purpose of determining characteristics of inclusion in the constitutional rule. In the end, the paper proposes the use of preponderance as a means to evaluate how close or distant these devices are in the eyes of the concepts brought by the Constitution.

The present article aims to outline the latest developments of Competition Law and Policy in Brazil. The so-called Brazilian Competition Policy System has become increasingly more active over the past decade. Since the beginning of the 2000s, a commodities boom has fueled strong growth and lowered poverty across Latin America. Once hobbled with high inflation and highly susceptible to worldwide crises, Brazil now has wide foreign reserves and a rousing consumer market. Furthermore, Brazil achieved an investment grade status for its sovereign debt in 2008 and 2009.
The BCPS is internationally recognized for creative initiatives to further increment the effectiveness of their enforcement activities, including a strong and creative cartel enforcement program and efforts to streamline merger review procedures.
This article aims to provide a brief perspective and commentary on such developments. In order to do so, it will focus on the following topics: (a) the foundations of competition policy in Brazil; (b) an overview of the current Brazilian Competition Policy System; and (c) the enactment of the new legislation and its main changes.
