RETHINKING THE DESIGN OF KINDERGARTENS – EVALUATION OF THE EXISTING BUILDING STOCK IN SERBIA IN CONTEXT OF ITS CAPACITY FOR RENEWAL

This paper deals with the phenomenon of evolution of design principles for the kindergartens that is followed by needs... more This paper deals with the phenomenon of evolution of design principles for the kindergartens that is followed by needs for the renewal of old kindergartens built in Serbia. Ageing of the buildings and their lifetime cycle is considered here as social, functional and constructional problem. Refurbishment and revitalization are being tenable processes of in order to buildings meet standards that are expected today. As a result of comprehensive living standards in our society and the country, the renewal of buildings in Serbia is neither in the focus of society nor regulative responsible for this field. Except the old historical buildings that are mostly discussed, the rest of our building stock is basically neglected and do not have program for regular maintenance and refurbishments. Starting from the position in which are most of the public buildings in Serbia that are part of social network (e.g. pre-school and scholar buildings); this paper examines one building type – kindergartens, through several examples, giving an overall look into the existing building praxis in Serbia. Then, in this paper has been examined the possibilities for refurbishment processes in accordance with contemporary design models and standards for the kindergartens that are present in developed countries. Discussion is led in order to provide a basic framework for further assessment in reconstruction processes of kindergarten buildings, especially those ones built in period of ’70s and ’80s, from which the most of the kindergartens in Serbia are dated. Design and construct principles were compared also to the known sustainable principles and results are also discussed, as one of very important goals that expected renewal of the buildings should achieve. Because used construction models and tradition had different goals to achieve compared to contemporary kindergarten design praxis and sustainable building praxis, it is inevitably to perceive new ideas in refurbishment process that are proposed here as a conclusion. Here, it is stated that the reconstruction can be processed by comprehensive evaluation and transformation of institution that building represent in terms of physical structure, function and social importance.

This article, based on an interview study of public engagement with the new Welsh Assembly building – the Senedd –... more This article, based on an interview study of public engagement with the new Welsh Assembly building – the Senedd – theorizes the limits and opportunities of ‘political tourism’, or visits to sites of political importance.To understand visitors’ engagement with the assembly building, we explore how they account for their
reasons to visit, and their perceptions and expectations of the new building and institution.We identify two principal types of vocabulary displayed by members of the public in making sense of the building, those of political engagement and tourist
consumption. Both are informed by what we refer to as practices of the ‘democratic gaze’. Both vocabularies reveal, to varying degrees, the social mechanics of the gaze, and the inscription and interpretation of agency around the building’s design.We conclude by exploring how this study can inform discussions of political engagement and tourism practices.

This study outlines the trend of waterfront (re-)development in Japan during the recent decades by presenting some... more This study outlines the trend of waterfront (re-)development in Japan during the recent decades by presenting some significant urban and architectural projects located in large cities, such as Tokyo, Osaka, and Kobe, and other local and regional centers. These projects, analysed and proposed as exemplary case studies, present a concise overview that is representative of the Japanese approach to the design of waterfront environments. This approach ranges from mega-scale urban projects with high international ambitions, typical of the sustained economic growth since the early 1980s, to a more limited scale that aimed to create friendlier and community-oriented environments.

Réactualisée par le récent débat sur l'adhésion de la Turquie à l'Union européenne et par la crise ukrainienne, la... more Réactualisée par le récent débat sur l'adhésion de la Turquie à l'Union européenne et par la crise ukrainienne, la question des confins de l'Europe apparaît de manière contrastée dans le cas d'une ville comme Odessa. Dès son origine, elle a été conçue comme une ville libre et ouverte tout en servant de capitale à la Nouvelle Russie. Construite à l'européenne par des architectes français, elle a vu d'emblée s'installer différentes communautés nationales, et Pouchkine a pu dire à juste titre qu'on y «respire l'Europe».

Néanmoins, Odessa reste d'un point de vue géographique «doublement périphérique» par rapport à la Russie et à l'Europe. Tout au long du XIXe siècle, on y «exile» les intellectuels exclus des capitales de l'Empire des tsars. La ville prospère, mais de Paris, Londres ou Berlin, elle paraît en marge de l'Europe urbaine et culturelle. En 1847, Balzac ne vit lui-même «de la frontière européenne à Odessa qu'un même champ de la Beauce». Le triomphe de la révolution bolchevique introduira une véritable coupure dans l'histoire de la ville et de ses relations avec l'Europe.

Par un jeu de miroirs, le cas d'une ville-carrefour comme Odessa, lieu emblématique d'une Europe multiculturelle et multinationale, dit quelque chose du sens multiple de l'Europe, témoigne de ses déchirements et de ses conflits intérieurs. Elle permet aussi de mieux cerner les contenus de la civilisation européenne et de préciser les contours du Vieux Continent.
