La comunicación de crisis supone hacer frente a un proceso de incertidumbre y de confrontación sobre la validez de las normas y de los valores que regulan el juego político.
La discusión sobre esas normas y valores es un proceso mediático que adopta la forma del escándalo o de la polémica. Mientras los primeros son un mecanismo de control social hacia los políticos, las polémicas son una propuesta de cambio de los políticos a la sociedad.  En los escándalos se busca restaurar el valor de la norma, mientras que en las polémicas se busca legitimar la transgresión poniendo en evidencia el agotamiento de la normativa y propiciando el cambio social.
Ambos procesos comunicacionales ocupan en la actualidad, un lugar central en la agenda pública mediática. El discurso periodístico tiende a considerarlos como una degradación de la calidad del debate político y centran en ellos sus críticas hacia el sistema político. Tienden de este modo, a generar un clima de sobre-escandalización, potenciando las actitudes anti-políticas, la apatía y la distancia entre la ciudadanía y los políticos (Heredia, Juan  Mora y Rodríguez Guillén, Raúl; 2004).
En el presente trabajo se analizarán las características y funciones que ambos procesos de asignación de valores tienen en la comunicación política; así como las estrategias discursivas que los actores políticos (según estos sean oficialismo u oposición) despliegan para imponen sus propias jerarquía de valores al resto de la sociedad. A partir de ejemplos de  la realidad política argentina contemporánea se analizarán las características de estos procesos comunicacionales en la agenda público – política.

The rejection of the Italian Referendum in December 2016 resulted in the resignation of Prime Minister Matteo Renzi. This event has been reported as part of the populist wave in 2016 that led to Brexit and the election of Donald Trump. Previous research has suggested that the referendum vote was dominated by aspects of economic and partisan voting, with Italians using the vote as a referendum on Prime Minister Renzi. What has been less examined is the role that the actual policy changes contained within the referendum had on the vote. Moving beyond correlational analysis, this note analyzes the strength of economic, partisan, and sincere voting on the referendum. By analyzing both voters’ referendum vote and opinion of the referendum, a distinction can be drawn between what motivated the vote as compared to what motivated opinion on the referendum. While opinions towards government policy and partisanship should not be ignored in understanding one's ultimate vote, sincere opinions of the referendum and political knowledge had a role in an individual's overall assessment of the referendum and vote choice.

This report presents research findings from eight focus groups that discussed genomic data, their diverse uses, the risks and expectations associated with the data, and the establishment of a national Genome Centre. The discussions were held in four locations in 2017. The participants were people in different age, population and occupational groups. The concept of genome was unknown to many of the group members, but after having learned about it, almost everyone considered genomics research and the use of genomic data in healthcare to be a good thing. It was thought that genomic data can help to achieve better health and promote the common good. However, the discussions did not support the view that Finns would only be happy to give their data unselfishly for any kinds of uses. Motives for supporting genomics research were linked, in particular, to people’s own experiences of hereditary diseases. It was hoped that genomics research would help — if not the participants personally — then at least others in the same situation. The group members also set conditions and restrictions for the use of genomic data. In particular, the commercial exploitation of the data raised doubts. The return of benefits from commercial activity to Finnish healthcare or public health was considered especially problematic. It was also feared that inequality would increase and the healthcare system would have insufficient resources for the use of genomic data.

RESUMEN Ante el contexto de la alternancia de grupos políticos más próximos a la extrema de-recha en países de América Latina en las últimas elecciones nacionales, el objetivo de este artículo es evaluar algunas actitudes políticas de los ciudadanos y su relación con los cambios en el régimen político que permitan identificar cuál es el nivel la "reserva de legitimidad política" y de compromiso con la democracia en esta región. Para ello, el análisis es realizado mediante medidas empíricas informadas por el instituto de in-vestigación Latinobarómetro. Se han revelado al menos dos impases de las democra-cias latinoamericanas: primero, la reserva de compromiso con el régimen es pequeña, demostrado por el bajo apoyo de las sociedades a la democracia y a su estructura institucional; segundo, es cada vez menos efectiva la legitimidad democrática, lo que es demostrado por las elevadas tasas de insatisfacción y desconfianza tanto con el desem-peño del régimen como con la actuación de la clase política tradicional.

Strategic communication is one of the expressions of state power and represents an instrument in the political and security achievement of national interests. Contemporary conflicts have a form of hybrid acts in the area of usage of information based on the media and Internet. The main goal of strategic communication is to influence the public opinion changing cultural values and adjustment of the political system through the "reprogramming" of the political culture. Listed offensive activities could strongly effect on national defence and security capabilities, influencing on mind of population. Paper describes conceptual correlation among the strategic concept of communication operationalised in project management with psychological behaviour influence in cyberspace. Paper offers modeling of the project approach to designing of strategic communication in the scope of the contemporary digital era. The paper analyses Internet contents on social networks through aspects of possible influence on behaviour and attitudes of the target public, as an object of strategic communication project management.

شهدت اليمن تحولات هامة في أعقاب ما يعرف بانتفاضات الربيع العربي 2011، حيث ارتفاع سقف حرية التعبير والمشاركة في نقاشات الشأن العام، لتبقى حرية التعبير هي التحول الأبرز والأكثر أهمية في انتفاضة الشباب اليمني. لذا فإن منطلق هذه الدراسة وتركيزها على هذا التحول المتمثل في رغبة الناس تجاوز حاجزي الصمت والخوف ورغبتهم للتعبير عن آرائهم السياسية، وخوض المناقشات العامة بالاستفادة مما توفره بيئة الاتصال الجديدة من إمكانات ديمقراطية للنقاش الحر والتعبير عن الرأي. لذا تكمن أهمية الدراسة في ارتباطها المباشر بواحد من أهم الحقوق الإنسانية، وهو حرية التعبير، الذي يعني التنوع في الآراء والأفكار والاتجاهات، وحصولها على ذات الفرصة للتعبير عنها والنقاش بشأنها، بغض النظر عن مسألة اتفاقنا أم اختلافنا معها. كما أن انطلاقها من نظرية دوامة الصمت التي تتحدث عن تهديد المجتمع للآراء المخالفة ودفعها للتطابق مع رأي الأغلبية أو الصمت خشية العزلة الاجتماعية، يمنحها أهمية خاصة لدراسة الرغبة في ابداء الرأي والقبول بالنقاش والاختلاف في سياقات اتصالية متغيرة.

El Centro de Investigaciones Sociales (CIS) Voices! – Fundación UADE realizó un estudio de opinión pública a nivel nacional con el objetivo de analizar la percepción de la ciudadanía sobre distintos aspectos vinculados con el narcotráfico y el consumo de drogas.
El CIS surge como una iniciativa conjunta del Instituto de Ciencias Sociales y Disciplinas Proyectuales de Fundación UADE y Voices! Research and Consultancy, con el propósito de desarrollar instrumentos informativos y generar un reservorio de relevamientos de opinión pública sobre distintas problemáticas de la sociedad argentina. Este primer informe, en particular, se desarrolló en el marco de las actividades del OPRENAR – Observatorio de Prevención del Narcotráfico, una red de 27 instituciones vinculadas a la educación dedicada a monitorear y elaborar propuestas integrales para enfrentar esta problemática.
El objetivo de esta investigación fue estudiar la percepción de la población sobre las drogas desde una doble perspectiva: la oferta (el narcotráfico) y la demanda (el consumo de drogas). Atendiendo a este objetivo se analizó la relevancia que le asigna la sociedad a ambos problemas, cuáles son las políticas más adecuadas para combatirlas y cuáles son causas del consumo entre los adolescentes. A su vez, la investigación incluyó la medición de algunos factores de riesgo, como la percepción del daño (medida |subjetiva de percepción del daño asociado al consumo de distintas sustancias psicoactivas) y algunas medidas relacionadas con la disponibilidad de drogas (consumo del entorno y conocimiento de lugares donde venden sustancias ilícitas). El trabajo se realizó tomando como base una encuesta realizada en todo el país a 1008 personas de 16 años y mas, utilizando entrevistas personales como instrumento de recolección.

El CIS surge como una iniciativa conjunta del Instituto de Ciencias Sociales y Disciplinas Proyectuales de la Fundación UADE y Voices! Research and Consultancy, con el propósito de desarrollar instrumentos informativos y generar un reservorio de relevamientos de opinión pública sobre distintas problemáticas de la sociedad argentina.
El objetivo de esta investigación fue abordar distintos aspectos en la problemática de las redes sociales. Por un lado, interesa conocer qué proporción de los argentinos usa las redes sociales, qué segmentos poblacionales tienen mayor contacto con estas tecnologías, cuáles son las actividades que realizan y cuáles son los motivos de no uso entre quienes no acceden a este tipo de aplicaciones. Por último, se abordó la opinión de la población sobre en qué medida había contribuido la tecnología en la vida de las personas.
El trabajo se realizó tomando como base una encuesta realizada en todo el país a 1000 personas de 16 años y más, utilizando entrevistas personales como instrumento de recolección.

From outrage at corporations to excitement about innovations, marketplace sentiments are powerful forces in consumer culture that transform markets. This article develops a preliminary theory of marketplace sentiments. Defined as collectively shared emotional dispositions, sentiments can be grouped into three function-based categories: contempt for villains, concern for victims, and celebration of heroes. Marketplace actors such as activists, brands, and consumers have a variety of motives and methods for producing and reproducing sentiments. Activists plant, amplify, and hyper-perform sentiments to recruit consumers and discipline institutions. Brands carefully select, calibrate, and broadcast sentiments to entertain consumers and promote products. Consumers learn, experience, and communicate sentiments to commune and individuate in society. The emergent theory of marketplace sentiments (1) advances a sociocultural perspective on consumer emotion, (2) elevates the theoretical significance of emotional observations in cultural studies, (3) offers a sentiment-based understanding of the power of ideology, (4) indicates how activist sentiments can paradoxically benefit from brand cooptation, and (5) calls for human input in big data sentiment analysis. More broadly, the article proposes that cultures are systems of discourses, sentiments, and practices wherein discourses legitimize sentiments and practices, sentiments energize discourses and practices, and practices materialize discourses and sentiments.

Infeksi kecacingan yang disebabkan oleh Soil Transmitted Helminths (STH) merupakan masalah kesehatan masyarakat Indonesia. Infeksi kecacingan tergolong penyakit neglected disease yaitu infeksi yang kurang diperhatikan dan penyakitnya bersifat kronis tanpa menimbulkan gejala klinis yang jelas dan dampak yang ditimbulkannya baru terlihat dalam jangka panjang seperti kekurangan gizi, gangguan tumbuh kembang dan gangguan kognitif pada anak. kecacingan disebabkan oleh cacing gelang (Ascaris lumbricoides), cacing cambuk (Trichuris trichiura), dan cacing Hookworm (Ancylostoma duodenal e dan Necat or amer i canus) yang dikelompokkan sebagai cacing yang ditularkan melalui tanah. Selain itu infeksi kecacingan dapat meningkatkan kerentanan terhadap penyakit penting lainnya seperti malaria, TBC, diare dan anemia.(Di, Laeya, & Selatan, 2018) Kecacingan tersebar dan menjangkiti hamper seluruh penduduk di seluruh dunia di mana 1 miliar orang di dunia terinfeksi A. lumbricoides, 795 juta orang terinfeksi T. trichiura, dan 740 orang terinfeksi Hookworm (WHO,2008). Berdasarkan Badan Kesehatan Dunia (WHO) pada tahun 2015 lebih dari 1,5 juta orang atau sekitar 2,4% masyarakat dunia menderita infeksi STH .Sedangkan menurut Departemen Kesehatan Indonesia pada tahun 2015 angka kejadian infeksi STH di Indonesia sekitar 28% dari penduduk Indonesia.(Latar, Banjar, Kalimantan, & Banjar, 2014) Hal ini menunjukkan bahwa masih tingginya angka kecacingan di Indonesia. Saat ini masyarakat dunia maupun di Indonesia cukup banyak yang terjangkit penyakit kecacingan. Indonesia telah menetapkan program untuk memberantas penyakit kecacingan. Program pembertantasan kecacingan dilaksanakan melalui program puskesmas.(Isma & Helleyantoro, 2018) Akibat tingginya angka kecacingan di masyarakat menyebabkan derajat kesehatan masyarakat ikut menurun. Berdasarkan teori yang dikatakan oleh HL Blum, terdapat 4 aspek pradigma kesehatan yaitu gaya hidup, lingkungan, pelayanan kesehatan, dan genetik.(Pada, Murid, Malang, Timur, & Hanif, 2017) Dalam segi gaya hidup dan lingkungan, yang mengambil peran penting merupakan masyarakat sendiri misalnya seperti menjaga kebersihan lingkungan tempat tinggal, rajin berolahraga, makan-makanan yang bergizi dan lainnya. Sedangkan untuk aspek pelayanan kesehatan dapat diperoleh melalui rumah sakit maupun puskesmas atau praktik dokter. Faktor genetic merupakan satu-sataunya aspek yang tidak dapat diubah. Untuk mencapai pradigma kesehatan yang baik keempat aspek tersebut harus terpenuhi dengan baik, apabila aspek tersebut tidak terpenuhi dapat terjadi suatu masalah kesehatan sehingga derajat kesehatan dimasyarakat menurun.(Parasitologi, Kedokteran, & Indonesia, 2012) Menurut saya Faktor faktor yang menyebabkan masih tingginya infeksi cacing adalah rendahnya tingkat sanitasi pribadi (perilaku hidup bersih sehat) seperti kebiasaan cuci tangan sebelum makan dan setelah buang air besar (BAB), kebersihan kuku, perilaku jajan di sembarang tempat yang kebersihannya tidak dapat dikontrol, perilaku BAB tidak di WC yang menyebabkan pencemarantanah dan lingkungan oleh feses yang mengandung telur cacing serta ketersediaan sumber air bersih. Selain cacingan prilaku yang kurang hidup bersih dan sehat seseorang dapat mengundang penyakit yang berhubungan dengan cacingan misalnya diare, Diare merupakan penyakit yang berbasis peningkatan dari tahun ke tahun pada tahun 2016 lingkungan dan terjadi hampir di seluruh daerah jumlah penemuan kasus diare sebanyak endemis di geografis di dunia.(Di et al., 2018) Program yang di adakan pemerintah untuk menangani masalah kecacingan ini adalah PEMBAGIAN VITAMIN A DAN OBAT CACING SECARA GRATIS. Program yang rutin di adakan pada Februari dan Agustus melalui posyandu dan puskesmas merupakan salah satu upaya pemerintah untuk memenuhi kecukupan vitamin A secara nasional dan menekan jumlah kasus kaki gajah. Pemberian obat cacing adalah sebagai langkah pencegahan penyakit Filariasis (kaki gajah).

Il est difficile de séparer l'analyse médiatique de Noam Chomsky de son approche générale envers l'économie politique capitaliste aux États-Unis. Comme nous le verrons, la contribution de Chomsky est précisément de connecter l'analyse des médias à celle, plus large, des inégalités structurelles politiques et économiques. La principale contribution théorique de Chomsky au domaine des médias est la conception du « modèle propagandiste », qu'il a développé et publié en 1988 dans l'ouvrage Manufacturing Consent, en collaboration avec l'économiste Edward Herman.

Le modèle propagandiste des médias part du constat que la tradition libérale du pouvoir s'est étendue au domaine des communications au 20 e siècle, notamment par l'entremise de l'influence des écrits de Walter Lippmann (Public Opinion) et Edward Bernays (Propaganda, Crystallizing Public Opinion). La conception libérale du pouvoir veut qu'une démocratie fonctionnelle se traduise en une influence intermittente, mais limitée, de la population lors du processus électoral, tandis que la gestion des institutions est assurée par une élite non élue de spécialistes. Ainsi, la structure de gouverne élitiste, héritée du système impérial et prédémocratique, est en partie préservée-et la société avec elle, puisque la population est jugée incapable de prendre des décisions éclairées vis-à-vis de l'État et du marché.

Why do Latinos show high opposition toward affirmative action, a policy that benefits them as a group? Using data from a nationally representative survey experiment, I find that racial prejudice drives Latino affirmative action policy preferences to mirror those of whites-with caveats. My results show that whites oppose affirmative action for both blacks and Latinos, and Latinos oppose affirmative action for blacks. Both white and Latino opposition to affirmative action is a function of their anti-black racial prejudice. However, I also find evidence that Latino policy attitudes toward affirmative action are also a function of Latino identity. Specifically, among Latinos with a strong Latino in-group identity, we see evidence of a solidarity effect-affirmative action support for both Latinos and blacks.

The fall of the Qajars and the rising of the Pahlavi regime were the beginning of important changes in Iran. Influenced by either internal or external conditions of the country, these changes were different. Meanwhile, the Pahlavi government sought to justify the principles of its regime by promoting the nationalism and a relative exploitation of modern world technologies. So, they set up "the Organization for Development of Thoughts" (ODT) in 1938, which as a very influential institution held an important role in designing and implementation of Pahlavi's propaganda policies. Responsible for broadcasting news, speeches and music through a scheduled program, the Radio Commission got a special position with the launch of radio in Iran among different commissions of this organization. The question is that "How was relation between ODT and Radio Commission?" On the basis of several historical documents and through a descriptive-analytical methods, it has been tried in this paper, to study some effects of Radio on Iranian society by examining the mutual relations of ODT and Radio Commission. The results show that the commission acted as an executor of ODT's policies, produced artistic and literary programs, trained musicians and speakers, and, subsequently promoted the nationalist thoughts in Iranian society to consolidate the Pahlavi regime.

Esta obra del Observatorio de Medios de Comunicación, Obsemed, muestra cómo los medios de comunicación son parte importan-te en los procesos de formación de la opinión pública y por ello desempeñan un papel deter-minante en la política. Al desarrollarse en los medios de comunicación, la acción política ha pasado a identificarse con el espectáculo, la so-ciedad del consumo y la vida confortable del ciudadano, pues, según las palabras de Jesús Martín-Barbero, "el medio no se limita a trans-mitir o traducir las representaciones existentes, ni puede tampoco sustituirlas, sino que ha en-trado a constituir una escena fundamental de la vida pública. En los medios se hace, y no solo se dice la política". La política está sujeta a los escenarios que ofrecen los medios de comunica-ción, en donde la contienda ideológica es cada vez menor, los programas son menos visibles, se preforma la opinión de los futuros votantes y donde las necesidades de la sociedad son tras-mitidas al Gobierno a través de ellos.

Selon notre sondage, l'opinion publique est en général favorable au maintien de contacts continus à plusieurs niveaux avec la Chine, malgré certaines inquiétudes. (Ce texte a été traduit en anglais.) epuis la crise diplomatique qui affecte les relations entre le Canada et la Chine, la couverture médiatique sur la Chine a été particulièrement négative. Cette crise a débuté avec l'arrestation à Vancouver de Meng Wanzhou, directrice financière de Huawei, et de celle de deux Canadiens en Chine, Michael Kovrig et Michael Spavor. Les événements récents au Xinjiang et à Hong Kong, et l'attention accrue portée aux questions d'influence et d'interférence chinoises au Canada (comme ailleurs dans le monde) ont renforcé cette trame narrative négative. Plusieurs souhaitent que le Canada adopte une position plus antagoniste, à l’image de l’approche de rivalité stratégique que Washington entretient à l’égard de la Chine.
