Cultural Heritage Conservation

The period of transformation of the field of conservation and restoration of cultural properties into a branch of science is based on the Renaissance Period and 18-19th centuries that was taken as a result of the developments. This process accelerated after the 1st and especially 2nd World Wars and 1970's was largely completed in the year. In the Ottoman period, the first signs of the conservation and restoration of the cultural properties are seen, and this consciousness takes place in the legal regimes from the second half of the 18th century. It is understood that in the first years of the Republican Period, the founder leader Atatürk showed a special interest in the conservation of cultural properties. However, this interest can not be sufficiently developed by the later generations of Atatürk. It can be understood that the Ottoman Empire was abolished in 1973 only after 67 years of the Asar-ı Atika Nizamnamesi which was organized in 1906 during the demolition period.
The establishment of the conservation and restoration of cultural properties profession should be applied by professionals to be seen as a job well done by skilled museum staff tradition in European countries in the 1970s recent finding that in Turkey, but in 2012, restoration and conservation of laboratories could end up with.
Founded in 1989, Başkent Vocational School in the development of Object Conservation Programme conservation cultural properties have an important place in this area in Turkey. The vocational school education program in question has set an example for the programs of higher education institutions that speak this area today. There are great similarities between this associate degree program and the programs for which the undergraduate study is currently carried out in terms of course names and contents. With the start of education in the Department of Conservation and Restoration of Cultural Properties of the Fine Arts Faculty of Ankara University in 2016, the mission of the Başkent Vocational School of Object Conservation Programme in the field of conservation and restoration of cultural properties was completed and the vocational school of the programme was entered closure prosses.
However, the need for intermediate staff in the field of protection and repair of cultural assets still continues. For this reason, associate degree programs with active conservation in their curriculum should maintain their assets by updating their training courses to include a substantial amount of preventive conservation theoretical knowledge and practice.  On the other hand, the bachelor’s degree program in educational programs that prepare graduate education and promote a quality, student information, lets you choose the field to develop in line with the skills and trends is important.
Preventive conservation is indispensable part of cultural properties conservation and restoration. The success of preventive conservation depends not only on the active conservation but also on the coordinated implementation of all the individuals who are in contact with the cultural properties. Therefore professions to individuals in contact with cultural properties needed, particularly in preventive conservation education to be given archaeologists and art historians for the success of conservation and restoration of cultural heritage is of great importance.  Başkent Vocational School, which the museum staff and the first and only conservation program aimed at art historians and archaeologists in Turkey.

Kültür varlıklarını koruma ve onarım alanının bir bilim dalına dönüşme sürecinin temeli Rönesans Dönemi ile 18-19. yüzyıldaki gelişmeler sonucunda atılmıştır. Bu süreç I. ve özellikle II. Dünya Savaşları sonrası hızlanmış ve 1970’li yıllarda büyük ölçüde tamamlanmıştır. Osmanlı Dönemi’nde, kültür varlıklarını koruma ve onarım bilincinin ilk işaretlerinin görülmesi ve bu bilincin yasal düzenlemelerde yer alması 18. yüzyılın ikinci yarısından itibaren gerçekleşir. Cumhuriyet Dönemi’nin ilk yıllarında kurucu lider Atatürk’ün kültür varlıklarının korunmasına özel bir ilgi gösterdiği anlaşılmaktadır. Ancak bu ilginin Atatürk sonrası kuşaklar tarafından yeterince geliştirilemediği, Osmanlı Devleti’nin yıkılma süreci içinde 1906’da düzenlenen Asar-ı Atika Nizamnamesi’nin ancak 67 yıl sonra 1973’de yürürlükten kaldırılabilmiş olmasından anlaşılmaktadır.
Profesyoneller tarafından uygulanması gereken kültür varlıklarını koruma ve onarım mesleğinin becerikli müze personeli tarafından yapılan bir iş olarak görülmesi geleneği Avrupa ülkelerinde 1970’li yıllarda son bulurken Türkiye’de ancak 2012 yılında restorasyon ve konservasyon bölge laboratuvarlarının kurulması ile sona erebilmiştir.
1989 yılında kurulan Başkent Meslek Yüksekokulu Eser Koruma Programı’nın Türkiye’de kültür varlıklarını koruma ve onarım alanının gelişiminde önemli bir yeri vardır. Söz konusu yüksekokulun eğitim programı, bugün bu alanda söz sahibi yükseköğretim kurumlarının programlarına örnek oluşturmuştur. Bu ön lisans programı ile lisans eğitiminin sürdürüldüğü programlar arasında ders isimleri ve içerikleri açısından büyük oranda benzerlikler bulunmaktadır. 2016 yılında Ankara Üniversitesi Güzel Sanatlar Fakültesi Kültür Varlıklarını Koruma ve Onarım Bölümü’nde eğitime başlanması ile Başkent Meslek Yüksekokulu Eser Koruma Programının kültür varlıklarını koruma ve onarım alanında üstlendiği misyon tamamlanmış ve yüksekokulun bu programı kapanma sürecine girmiştir.
Ancak kültür varlıklarını koruma ve onarım alanında ara eleman ihtiyacı sürmektedir. Bu nedenle müfredatlarında etkin koruma yer alan ön lisans programlarının eğitimlerini büyük ölçüde önleyici koruma teorik bilgi ve uygulamalarına yer verecek şekilde güncelleyerek varlıklarını sürdürmeleri gerekmektedir. Öte yandan lisans programlarının da eğitim programlarını lisans üstü eğitime hazırlayan ve teşvik eden bir nitelikte, öğrenciye bilgi, beceri ve eğilimi doğrultusunda alan seçme imkanı tanıyacak şekilde geliştirmeleri önemlidir.
Önleyici koruma, kültür varlıklarını koruma ve onarım yöntemlerinin vaz geçilmez parçasıdır. Önleyici korumanın başarısı, etkin korumanın aksine yalnızca profesyoneller tarafından değil, meslekleri gereği kültür varlıkları ile temasta bulunan tüm bireyler tarafından eşgüdüm içinde uygulanmasına bağlıdır. Bu nedenle meslekleri gereği kültür varlıkları ile temasta bulunan bireylere, özellikle arkeolog ve sanat tarihçilere önleyici koruma eğitiminin verilmesi kültür varlıklarını koruma ve onarımının başarısı açısından büyük öneme sahiptir. Başkent Meslek Yüksekokulu, Türkiye’de müze personeli ve arkeologlarla sanat tarihçileri hedefleyen ilk ve tek önleyici koruma programını yapan ve uygulayan kurumdur.
