An estimated 120,000 children living in the UK without legal immigration status are at risk of destitution, exploitation and social exclusion because of contradictory and frequently changing rules and regulations which jeopardise their access to healthcare, education, protection by the police and other public services, a new report published today by the University of Oxford shows.
The report “No Way Out, No Way In: Irregular migrant children and families in the UK” is published by the ESRC Centre on Migration Policy and Society (COMPAS) at the University of Oxford. It shows that irregular migrant children - more than half of whom were born in the UK and have lived here their entire lives – are being trapped between laws protecting children and the enforcement of migration control.
Dr Nando Sigona, the report’s main author, said: “Current immigration policy seems to override the concern for children’s rights. Nobody, not the public, nor the children or their families, benefits from this”.
Both international and British laws guarantee children access to education and healthcare, irrespective of their immigration status, and oblige public authorities to work in the children’s best interests. But increased demands on public authorities by the UK Border Agency – such as asking social services to report suspected irregular migrants – are pushing families and children away from essential services, leaving them more vulnerable and isolated. This can also mean that children and their families who are victims of serious crime may be afraid to report it to police because of their fears about their immigration status.
Frontline professionals like GPs and teachers are increasingly being asked to check the legal status of children in their care. Not having legal status can mean the children either don’t go to school or can’t participate fully. It also means they may not be able to register with a GP or that pregnant mothers who lack legal status may avoid antenatal and postnatal care because of for fear of being reported to UKBA.
Dr Sigona said: “The point of the report is to identify the situation that these children are in, and the difficulties that this places on the public service providers with whom they come into contact. Teachers, GPs and social workers should be allowed to do their jobs without having to act as de facto immigration control officers”.
Through a vivid portrait of children’s everyday lives, the report shows the profound extent to which the immigration system can affect the health and educational achievements of irregular migrant children from an early age, and seeks to contribute to the policy debate on how to reconcile the protection of children’s rights and migration control for the benefit of both the children and British society more broadly.
Finally, considering that children who were born or spent most of their childhood in the UK are unlikely to be deported and the potential negative impacts on British society of a long term excluded population, the report recommends policy makers to provide effective pathways for irregular migrant children to regularise their legal status.

The perspective of this dissertation is a comparison between the integration policies of Denmark and Sweden between 1960, when there was a shift toward non-Nordic and non-European immigration, and 2006. The two countries’ policies continued to diverge in the cultural integration domain. In Denmark, ideas stemming from a policy legacy, and promoting the national culture, prevented multiculturalism from taking root. In Sweden, it was— above all—Olof Palme, the slain activist, in his capacity as Minister of Culture and Prime Minister, who engineered the advent of multiculturalism.
Danish policy makers chose a policy of toleration. That is, the disapproval of immigrants’ cultural practices in the public sphere but the non-interference of the state in the private sphere as long as these practices did not harm the majority. In Sweden, the cultural embeddedness of immigrants was promoted until the mid-1990s. After that time ethnocultural diversity was portrayed as a source of cultural enrichment, a remedy against racism and xenophobia, and lastly as a means of taking advantage of globalization especially in economic terms.
Their policies converged in the socioeconomic and political integration domains. Both states sought to maximize their interests by emphasizing employment and self-help among immigrants, but they continued to consolidate immigrants’ socioeconomic rights, mainly through anti-discrimination policies. Despite the fear of globalization, a rise in the number of refugees, and xenophobia from the 1990s onwards, all these policies were “locked” in their trajectories

This report identifies the obstacles and barriers to delivering sustainable development at the local level. Drawing on a range of information, Seeing the bigger picture reviews what sustainable development actually means in government, and why providing coherence and consistency is vital.
It identifies how government policies and performance requirements – at both the central and local level – might be better shaped for the future. The authors suggest that a new public service ethos that embraces lasting changes is needed in order to inspire greater government commitment at all levels. They conclude with a review of the implications for policy.

This study is an attempt to study and explore the extent of people’s participation in the SF policy of Bangladesh and what are the roles of the main stakeholders: bureaucrats, Union Parishad and NGOs in ensuring the expected level of people’s participation in this policy. In this regard, several hypotheses are developed and for answering these questions, a combination of quantitative and qualitative methods has been adopted. These questions can be explained or analyzed on the basis of some independent and dependent variables. The dependent variable in this study is people’s participation, which is believed to be dependent upon certain actors and factors such as political and classical bureaucrats, patron-client relationship between the participants, bureaucrats and local elites of SF policy, and socio-economic background of the SF farmers. It was assumed that variables would influence and affect who participates in SF programs and their level of participation. The above mentioned questions are addressed in the light of political and classical bureaucrats as concept analyzed by Putnam (1975, 87), as well as on the basis of patron-client relationship, and theories of social capital.
In the study it is found that the people’s participation in the SF policy illustrates the dissonance between myths and reality. SF’s performance in achieving the participatory goals was poor. A number of common institutional and social problems seemed to have shaped the performance. Participation of the main target group the landless, women and disadvantaged class of the society is minimal in the project. The selection of the members in the SF policy is the responsibility of the local Union Parishad Chairman. But no certain rules were followed in selecting SF members. Classical nature of the bureaucrats (role-orientation), patron-client relationship among the stakeholders, poor socio-economic background, NGOs ineffective role, lack of trust to the institutions like Union Parishad and bureaucracy are the main reasons for lack of people’s participation in the SF project. Among these factors patron-client relationship among the stakeholders is found as the most dominate because this vicious network impede the extent of people’s participation from the very beginning of the SF project to the last and demolish that objectives of the government dreadfully.

La médecine de transplantation représente un progrès médical considérable. Son succès est toutefois limité par un problème majeur, une pénurie chronique d’organes. Ce contexte de pénurie accentue davantage le rôle de l’Etat dans le domaine de la transplantation.
Qualifiant la pénurie d’organes de problème de santé publique, la présente recherche propose une réflexion sur les instruments étatiques visant à augmenter le nombre d’organes disponibles. D’une part, cet ouvrage fait état des enjeux médicaux et économiques de la médecine de transplantation et analyse les cadres juridique, sociologique et éthique du don d’organes. Sur cette base, il présente d’autre part l’idée d’une politique publique de promotion du don d’organes. Cette politique publique peut recourir à des instruments incitatifs, sous la forme de modèles de récompense au don.
La présente recherche démontre que des modèles de récompense étatiques permettent de promouvoir le don d’organes, sans toutefois remettre en cause le principe de la gratuité du don. Elle définit et évalue plusieurs modèles, fournit des exemples de mise en pratique dans d’autres pays et propose les modifications législatives nécessaires pour réaliser de tels modèles en Suisse.

This impact not only affects national or subnational legislations and equality machineries, but also the framing and the wording of these policies, providing domestic actors with new resources and opportunity structures. This book explores the divergent policy outputs in the member states as regards the making of gender and other equalities, bringing together the most recent insights from Europeanization and gender scholars from a discursive-sociological perspective. Using largely unpublished empirical data, the book addresses policy issues ranging from gender violence to reconciliation and antidiscrimination policies, through case studies and comparisons covering up to 29 European countries. The result is a book that provides us with a more realistic and complex picture of Europeanization processes.
